TERRITORY'S INNOVATION ECOSYSTEM: TOOLS FOR MANAGING DEVELOPMENT IN THE DIGITAL ENVIRONMENT

Purpose of the study. The innovation ecosystem of the territory was set to be the format of adaptation of the regional innovation system to the digital environment. This management model is rapidly developing, based on the generalization of empirical experience and multidirectional theoretical research. However, the diversity of management concepts requires building a logical relationship in terms of their application to ensure the successful operation of the ecosystem. Therefore, the purpose of this article is to substantiate management approaches and tools that contribute to improving the performance of the territory's innovation ecosystem in the digital environment. Conclusions. It is proposed to use the model for assessing its maturity as an information basis for managing the development of the territory's innovation ecosystem. A comparative analysis of approaches to the assessment of ecosystem maturity has been carried out. The key aspects of assessment are defined, and the expediency of building a structured dynamic complex of assessment models is substantiated. Promising models of ecosystem management (hybrid orchestration, multi-orchestration, multi-tier orchestration) are identified, which allow for non-hierarchical coordination of relatively independent partners in the process of creating a common value. The landscape of trajectories of possible development of the innovation ecosystem of the territory is constructed, which defines a controlled transition between possible states depending on the ratio of maturity levels of each of the participants and the ecosystem as a whole. The importance of taking risks into account for the possibility of realizing the optimal development trajectory is emphasized. A methodological approach to ecosystem risk assessment is proposed, combining: 1) a map of risks of the territory's innovation ecosystem, structured by life cycle stages and management level (an individual participant and the ecosystem as a whole), 2) risk ranking based on the assessment of their impact on the performance indicators of the territory's innovation ecosystem.

The triple helix collaboration: lessons from a Chinese provincial innovation ecosystem

PurposeInnovation is vital for sustainable regional development. Government is generally not a source of innovation per se, but the authors shows that by establishing and funding an industrial innovation ecosystem, it can create fertile conditions for research institutions to introduce innovative technologies into industry and for industry to introduce its gaps and needs to motivate and direct academic research. This paper aims to present a case study of the Jiangsu Industrial Technology Research Institute (JITRI) as a “triple helix” collaboration model engaging Industry-University-Research (IUR) institutions. The authors aim to provide a fresh perspective on constructing innovation ecosystems, promoting value creation and advancing the adoption of industrial technology.Design/methodology/approachTaking JITRI as a case study, this research examines its innovative approaches to interfacing with IUR organizations within China’s Yangtze Delta region. The authors propose a multilayered framework where JITRI serves as the core, facilitating the formation of a robust innovation ecosystem with diverse IUR entities.FindingsThis framework comprises three layers: core, platform and support. JITRI acts as the central nexus, binding these elements together and fostering a cohesive innovation ecosystem. By analyzing the operational mechanisms of the Jiangsu Provincial innovation system, the authors gain valuable insights into how JITRI bridges the gap between academia and industry. This facilitates the efficient commercialization of technologies. The success of the JITRI approach presents a compelling model for emulation by other provincial innovation ecosystems seeking to enhance their innovation capabilities.Research limitations/implicationsThis study enriches the ongoing conversation on innovation ecosystems, proposing novel avenues for further research. However, the field requires continuous monitoring through longitudinal studies. Given the long-term nature of such initiatives, the full impact of this approach might only be realized over several decades.Practical implicationsJITRI aims to create a robust and innovative provincial innovation ecosystem through its focus on IUR collaboration. This unique approach offers valuable insights and ideas for fostering the development of thriving innovation ecosystems in other provinces. These insights encompass new perspectives on innovation ecosystem development, value creation and industrial advancement.Originality/valueThis study pioneers the use of the JITRI system as a case study, offering valuable insights with potential application to innovation ecosystems across China and globally.

A Decade of Innovation Ecosystem Development: Bibliometric Review of Scopus Database

The paper focuses on the bibliometric review of the Scopus database in the field of innovation ecosystem development, aiming to reveal the key trends in this fast-growing area of interdisciplinary research in terms of different quantitative and qualitative parameters. The bibliometric analysis followed PRISMA protocol guidelines for finding and extracting relevant scholarly papers based on the selected national, institutional, demographic, and scientific variables. The PRISMA procedure resulted in 401 selected open-access articles published on the topic of innovation ecosystem development from 2013 to 2023. The key findings indicate that research on innovation ecosystem development has seen late growth, which is a sign of still underexplored fields for potential pioneers. Researchers and institutions from the Nordic countries and the UK are most active as far as publications on innovation ecosystem development are concerned. However, researchers from the USA, Australia, and the UK dominate the citation records. Research collaborations help increase productivity and citation levels. The most cited articles fall into 4 clusters based on citations: innovation, smart tourism, digitalization, and entrepreneurship. Future research synergies can also be envisaged with the domains of digitalization, sustainable development, and the smart environment.

Unboxing Thailand’s Startup Ecosystem: The Next Chapter Towards Decentralisation of Innovations

This article reviews the evolution of startup ecosystem development in Thailand from the early 2010s to the beginning of 2020s. We summarise our findings and provide critical analyses about the innovation development in Thailand, using internal and external sources of information about Thailand’s innovation strategies, policies, and case studies. We also include macro-level national policies and changes in the government that affect the foundation of Thailand’s startup ecosystem, including the mechanisms that drive the growth of the ecosystem. We argue for the decentralisation of innovation policies and ecosystems to help navigate through new challenges and uncertainties, for the recovery of socio-economic factors. Different types and examples of startups that are key to the decentralisation of innovations in Thailand are also explained and illustrated. Impediments and caveats of innovation ecosystem development in Thailand are discussed, pointing the directions for future research.

Spatial effects of innovation ecosystem development on low-carbon transition

In the context of innovation-driven development, the effective transformation of the low-carbon economy increasingly relies on the innovation ecosystem in which it exists. In order to explore the spatial effect of the innovation ecosystem on low-carbon transformation, this study comprehensively measures the innovation ecosystem and low-carbon transformation level based on China’s provincial panel data from 2015 to 2020 and use the spatial Durbin model to analyze the impact of the innovation ecosystem on low-carbon transition. The main conclusions are as follows: (1) There is apparent spatial heterogeneity in the development of innovation ecosystems, and the development pattern shows “cluster-type” agglomeration characteristics. However, the development level gap between provinces has remained the same. The southeast coastal economic zone has become an essential high-level development level of innovation ecosystems. (2) The innovation ecosystem has a significant spatial spillover effect on low-carbon transition. This conclusion still holds after multiple robustness tests. (3) In the process of low-carbon transition, the driving effect of the innovation ecosystem shows a “U” shaped stage characteristic of first decreasing and then increasing. (4) The impact of the innovation ecosystem on low-carbon transition varies within different economic circles. Spatial spillover has a boundary effect and the spillover peaks at 1200 km. This study provides theoretical support and empirical evidence based on China’s situation for transforming and developing a low-carbon economy. It provides important policy implications for accelerating low-carbon technological innovation, promoting sustainable development, and responding to climate change.

Innovation intermediaries at the convergence of digital technologies, sustainability, and governance: A case study of AI-enabled engineering biology

We probe the missions and practices of innovation intermediaries involved in the convergence of digital technologies, focusing on the case of AI-enabled engineering biology (AI-EB). As in other areas of emerging digitalization, applications and commercialization in this convergent technology domain raise multiple societal, ethical, and sustainability questions. Through interviews with various stakeholders involved in the AI-EB innovation ecosystem, we explore the extent to which these innovation intermediaries, as pivotal actors in innovation ecosystem development, are embedding attention to societal and sustainability objectives and concerns as well as facilitating economic goals. Notwithstanding available frameworks for responsible innovation that encourage attention to societal and sustainability implications, we find that innovation intermediaries in the engineering biology domain continue to emphasize conventional scale-up and commercialization approaches. Insights for intermediary development, research management, and policy are explored.

Analysis of the activities of state development institutions of the Republic of Sakha (Yakutia)

In the current realities, regardless of whether the organization is commercial or budgetary, it can no longer pay attention only to the development of current work plans and the management of internal progress. There was an understanding that for the existence of one’s activity in modern conditions it is extremely important to apply strategic thinking, which allows one to pre-scribe a sequence of actions that will be aimed at realizing the goals and means of the chosen direction of the company’s movement. This is a tool that allows you to identify the parameters and indicators that require, can be both a strength and a weakness of the organization that require attention. This scientific article is devoted to just one of these tools – strategic analysis, which was carried out on the example of the Innovation Development Fund of the Republic of Sakha (Yakutia). The article provides an analysis of the external and internal environment of the organization, determines the factors influencing the activity of the object of consideration. The article offers strategic recommendations for improving the Fund’s activities and developing new strategic priorities. The study is conducted on the example of the Innovation Development Fund of the Republic of Sakha (Yakutia), one of the leading organizations in the field of innovation ecosystem development in the Republic. The results of the study can be useful for management personnel involved in the development of an innovative economy and the management of organizations in this area. The purpose of this work was to develop proposals for improving the strategy of the organization, which will positively affect the organization. To achieve the target, the following tasks were completed:– conducted external and internal analysis of the environment of the Innovation Development Fund of the Republic of Sakha (Yakutia); – a strategic analysis of the organization was carried out; – suggested recommendations for improving the strategic priorities and management of the organization.

Research on Evaluation and Influencing Factors of Regional Digital Innovation Ecosystem Resilience—Empirical Research Based on Panel Data of 30 Provinces and Cities in China

The current global situation is complex and volatile. Thus, promoting the construction of a resilient digital innovation ecosystem has become an important issue for regional innovation development. Based on panel data from 30 Chinese provinces and cities, this study empirically investigated the current situation and resilience level of China’s regional digital innovation ecosystem development using a global entropy method, a technique for order performance by similarity to the ideal solution (TOPSIS), Moran’s I, obstacles, and panel models. The results indicate that the resilience level of China’s regional digital innovation ecosystem will grow from 2011 to 2021. Spatially, it showed a spatial distribution of “coastal high–central flat–northwest depression,” with inter-regional “low coupling” and intra-regional “high cohesion” characteristics. The global Moran’s I was greater than zero, decreasing by 43.860% from 2011 to 2021, and the scope of the “high-high” quadrant and the “low-high” quadrant has been expanding and narrowing, respectively. The state and response indicators were the main obstacles to the resilience development of the regional digital innovation ecosystem, and the obstacle degree of the pressure indicators increased during the survey period. Industrial structure, regional urbanization, human capital, and digital industrialization have made significant positive contributions to regional digital innovation ecosystem resilience overall, and the drivers were regionally heterogeneous in space. Finally, this study proposes strategies for improving the resilience of regional digital innovation ecosystems, including strengthening top-level design, differentiated development, and lowering obstacles.

Measuring the Development Capability of the Innovation Ecosystem from a Quadruple Helix Perspective—An Empirical Analysis Based on Panel Data for Chinese High-Tech Industries

With the rapid development of high-tech industries, the research perspective of industrial innovation has gradually evolved from the innovation system to innovation ecosystem. Whether the innovation ecosystem of China’s high-tech industry can achieve the benign evolution and development of the system under the new global pattern has become a real issue. Based on the perspective of the four-helix innovation model, in this study we construct an index system of the industrial innovation ecosystem development and designs a framework system of the industrial innovation ecosystem development capability, including the coordinated development capability, evolutionary development capability, and sustainable development capability at three levels. We construct measurement models of different capability dimensions and multi-dimensionally analyses of the regional development differences and change trends of each capability dimension of the system. The results show that the coordinated development capability of China’s high-tech industrial innovation ecosystem is poor, which inhibits the comprehensive capability of the system’s development to a certain extent. Although the evolutionary and sustainable development capabilities fluctuate greatly and have significant regional differences, they are measured at a better level and thereby contribute to the development of the system.

RISK MANAGEMENT OF INNOVATION ACTIVITIES IN THE DIGITAL ECOSYSTEM

The Purpose of the Study is to elaborate the content of the research categories in the field of innovation ecosystem development, to identify the features of creating network ecosystems according to various possible classification criteria, to form directions and models of risk-oriented management and digital adaptation for innovative ecosystems, and to outline the prospects for managing the risks of innovative activities of the digital ecosystem. The Research Methodology.is based on the existing theoretical results in the field of innovation management, risk management, and areas of digital transformation of ecosystems. The study uses a dialectical approach, system analysis, methods of strategic management, and modeling. The scientific Novelty lies in the formation of a model of risk management in the innovation ecosystem, which includes procedures for strategic analysis and strategic management, is the basis for the innovative development of the organization and is aimed at preventing risks and minimizing losses associated with the use of innovations. The Conclusions. Innovation ecosystems are self-organized structures that have stable relationships between individual participants, aimed at forming a flexible, adaptive environment. The innovative development of ecosystems facilitates the process from the birth of an idea to the development, commercialization, implementation, and support of various types of innovations. The study of the architecture of innovation ecosystems and key participants in different network systems confirms species diversity, differences in coverage, and interaction models. Identification of innovation ecosystems using a risk-based approach ensures the continuity of the processes of identifying existing risks, and their mitigation through the involvement of strategic management, and the use of monitoring tools, allowing updating the ecosystem architecture, identifying weaknesses, and implementing updated and improved models. The creation of adapted models for ecosystems in the context of digital adaptation outlines the prospects for the development of innovative digital ecosystems to the basic strategies of market behavior based on risk-oriented management.

DIGITAL TRANSFORMATION OF BUSINESS: APPROACHES TO EVALUATION OF PERFORMANCE, POTENTIAL, MANAGEMENT

The problems of digital transformation of business have been analyzed in the context of global trends. Relevant approaches throughout processes of digitalisation have been presented. In the paper the specific components for the modern phase of transformation have been presented, which should be review according to the potential of the new technologies appearance, especially in Deep Tech, and within innovation ecosystem development positive dynamics in the modern world. During last several years nearly all clusters have felt fostering of changes, caused by digitalization, and this has been defined in the paper. A lot of changes have not only been caused by customers "pains", but by the necessity of the companies to transform and to change their business-processes, and not only pivoting in revenue streams or costs, but each of the components of digital business-models, and, thus, to further force the companies to accelerate. The factors which are affecting digital transformation have been disclosed as well, and they are useful in tracking the impact of digital decision management for increasing performance of business processes. Each of the factors that have been presented for sure should be recognised within the specifics of business, because the development of the clusters itself has a strong influence on its. Mentioned, that all factors should be adopted or re-adopted for each cluster to validate or revalidate approaches to evaluation of performance of digital transformation of business. In the paper attention has been paid to the necessity of usage of clusters’ functioning results to determinate evaluation criteria and its validation to disclose the real situation with digital transformation in companies, and data analysis results – to implement them to increase effectiveness of measuring of digital transformation. The proposed, generalised purposes, components and factors could be recognised as the foundations for further researched within decision management, and for analyses of the potential of digital transformation, choosing and implementing digital solutions for business. And, regarding digital markets need to pay attention not only to potential, but to capacity of the organisation to react (have overreaction) on fast changes on global markets.

To the question about the formation and development of innovative ecosystems at the regional level

The article is devoted to the formation and development of regional innovation ecosystems (RIES), which are a set of subjects of the scientific and educational complex, business structures (including innovative organizations), representatives of public authorities, development institutions and other stakeholders who participate in the processes of creation, transformation and dissemination of innovations, new knowledge and technologies, form the innovation field and take measures to create and constantly update the innovation infrastructure of the region. Special attention is paid to the basic conceptual provisions of the implementation of the hybrid model of the triple helix, designed taking into account the institutional structure of the Russian Federation and in the context of the methodological principles of the functioning of innovative ecosystems formulated by G. Itskovich. the article also formulates proposals for the formation of the strategic architecture of the RIES, presents the methodological principles of designing the RIES management system justified by the authors and the rules for the transition of regional innovation systems to the RIES, highlighting the stages of transition and disclosing their content.

Innovation ecosystems in health: countries and theoretical models used

This article sought to analyze the innovation ecosystems in health, countries that develop them and the theoretical models they resort to. To this end, three databases carried out a systematic review through a bibliographic search in English, Spanish and Portuguese. 40% of health innovation ecosystems are in the USA, 13% in South Africa, 10% in the UK, 6.67% in Namibia, and 30% in various countries. Of the theoretical models used, 13% resort to the quadruple helix, open innovation 13%, the triple helix 10%, and ehealth 7%. The USA concentrated the development of innovation ecosystems. Quadruple helix and open innovation, were the theorical models frequently used, both includes society as part of its implementation.

Uncovering the potential of innovation ecosystems in the healthcare sector after the COVID-19 crisis

Industry 4.0 technologies are expected to enhance healthcare quality at the minimum cost feasible by using innovative solutions based on a fruitful exchange of knowledge and resources among institutions, firms and academia. These collaborative mechanisms are likely to occur in an innovation ecosystem where different stakeholders and resources interact to provide ground-breaking solutions to the market.The paper proposes a framework for studying the creation and development of innovation ecosystems in the healthcare sector by using a set of interrelated dimensions including, technology, value, and capabilities within a Triple-Helix model guided by focal actors. The model is applied to an exemplary Italian innovation ecosystem providing cloud and artificial intelligence-based solutions to general practitioners (GPs) under the focal role of the Italian association of GPs.Primary and secondary data are examined starting from the innovation ecosystem's origins and continuing until the COVID-19 crisis. The findings show that the pandemic represented the turning point that altered the ecosystem's dimensions in order to find immediate solutions for monitoring health conditions and organizing the booking of swabs and vaccines. The data triangulation points out the technical, organizational, and administrative barriers hindering the widespread adoption of these solutions at the national and regional levels, revealing several implications for health policy.

Strengthening futures-oriented agenda for building innovation ecosystems

This article locates itself at the interface of the innovation ecosystem approach and foresight methodologies. The need for writing this paper emerged from the notion that despite existing common praxis, there is a lack of academic studies combining these approaches simultaneously in a more profound sense. The study adapts the perspective of how foresight can assist in the development of innovation ecosystems. As a constructive study, the aim is to foster revealing the potential that foresight can have for the innovation ecosystem development in both theoretical and practical sense. Foresight approach and its methods offer anticipatory mindset and practical tools for developing and steering of ecosystem life cycle, keeping in mind that an ecosystem is not static but evolving system. For the foresight, the relevance of this article emerges from emphasising the viewpoint of stakeholders, which may generate wider and more engaged involvement of different stakeholders in foresight processes. As an outcome, the paper presents a model called the foresight wheel, which consists of three interrelated elements of ‘Thinking beyond immediate cooperating’, ‘Enabling continuous futures dialogue’ and ‘Building ecosystem futures’ capabilities’. The empirical reflection of this paper relies on observations achieved in an H2020-funded research project, in which both innovation ecosystems and foresight frameworks were applied as part of cybersecurity workshops organised in three Asian countries.

Universities of Applied Sciences’ Leadership Role in Regional Innovation Ecosystems

The 2030 Agenda for Sustainable Development contains 17 Goals. Goal 9 concerns building resilient infrastructure, promoting inclusive and sustainable industrialization and fostering innovation. Hence, the development of innovation ecosystems in the European community plays an important role. This development is carried out at all levels of governance with an emphasis on the regional governance. The innovation ecosystem approach considers innovation a process that emerges from interaction among different types of companies and other organizations. One of the common success factors and actors in the innovation ecosystem consists of educational organizations that provide access to knowledge and creating knowledge infrastructure. However, the role of universities of applied sciences is not clear in empowering regional innovation ecosystems. In this conceptual paper, the role of universities of applied sciences in regional innovation ecosystems, is discussed. The research has been carried out by conducting an integrative literature review to identify themes, debates and gaps about the role of educational organizations using the Regional Innovation System model (RIS-model) and the system elements for diagnosing ecosystems. The outline of the paper shows that there is a great potential for universities of applied sciences in taking a leadership role in the regional innovation ecosystem due to their neutrality, practical-oriented accumulated knowledge, and expertise in relation to different stakeholder groups. This paper provides an overview of the key findings regarding the potential leadership role of universities of applied sciences in the regional innovation ecosystem for the management board of universities of applied sciences and regional policy makers. Thus, contributes to the formulation of regional innovation policies by including universities of applied sciences more clearly as active partners.

Evaluating corporate-startup collaboration: A government perspective

Government authorities are seeking new, cost-effective ways to stimulate growth and job creation by increasingly favoring the development of innovation ecosystems. Corporate-startup collaboration as a phenomenon has therefore progressively been supported by government authorities as a way of simultaneously helping startups to scale and providing opportunities for incumbents to renew themselves. However, evaluating the results of such collaborations is complex, which means that it can be a challenge for any government agency to evaluate its related interventions. This paper is explorative and based on empirical data from a study of the Swedish innovation agency, Vinnova. The purpose is to improve our understanding on how governments today evaluate government funded corporate-startup collaboration initiatives and how evaluations can be improved by utilizing methods based on theory-driven and realist approaches. An evaluation framework for policy makers based on a theory-driven and learning cycle approach is presented in this paper.

Territorial Challenges for Cultural and Creative Industries’ Contribution to Sustainable Innovation: Evidence from the Interreg Ita-Slo Project DIVA

This article articulates the outcomes of the spatial survey of an EU Interreg-funded project titled “Development of Innovation Eco-Systems and Value Chains: Supporting Cross-Border Innovation through Creative Industries” (DIVA). The study mapped cultural and creative industries (CCIs) in the transborder area comprising the Italian regions of Veneto and Friuli Venezia Giulia and the western region of Slovenia. The study applied both quantitative and qualitative place-based methodologies and drew theoretically from economics, urbanism, and interactionism. The results include a webapp quantifying and describing CCIs spread in the transborder area and a SWOT analysis of firms’ geographies for potential collaboration between CCIs and traditional SMEs (small and medium enterprises). It is argued that the cultural and creative sectors are relevant to the social and economic development of cities and regions, and act as drivers of innovation. The interconnected network of local enterprises (CCIs-SMEs) also goes in the direction of promoting a sustainable territorial development, enhancing enrooted resources. Additionally, it considers how CCIs different localization patterns, both clustered and sprawled, can influence and shape possible collaboration degrees at transborder regional level. Thus, this paper advocates for more integrated policymaking that considers the spatial distribution and territorial localization of CCIs alongside their socio-economic dimensions.

A Review of Research on Innovation Ecosystem Development

Innovation ecosystem has become a key concern for enterprises and even countries. The innovation model, scope, organization and evolution path of innovation ecosystem have changed with the change of innovation environment. The innovation model is transformed from closed to fully open, the scope extends from technological innovation to other innovation paradigms such as knowledge culture, the subject community gradually rises from individual enterprises to national innovation subjects, and the evolution path changes from static element theory analysis to dynamic mechanism of action, system operation and results The evolutionary paths range from static factor theory analysis to dynamic mechanism of action, system operation and outcome evaluation. In this paper, we summarize the four levels of innovation ecosystem research: national dimension, industrial dimension, regional dimension and enterprise dimension according to the spatial scope.

An Evolutionary Analysis of the Development of the One North Innovation District in Singapore

First conceptualised in Singapore’s first National Technology Plan in 1991, the idea of creating a new integrated R&D and innovation hub in Singapore languished until it was incorporated into a broader Technopreneurship 21 (T21) strategy announced in 1998, and was officially launched in late 2001. In the 20 years since, the innovation district has made significant development progress, but not quite in the manner as presented in a number of prior studies that have adopted a “top-down rational planning” narrative. Taking an evolutionary view, we argue that the actual development of One-North was significantly shaped by a number of critical actors as well as external environmental factors, and its evolutionary trajectory deviated from its original plan. Our evolutionary narrative provides insights on the role of champions in large scale innovation projects, and the need to integrate physical space development within a comprehensive innovation ecosystem development strategy.
