Research on the Development Mechanism and Path of Wenzhou Digital Industrial Cluster Under the Background of Digital Economy

With the advent of the digital age and the development of artificial intelligence, digital economy has become the main economic form of today's society. In this context, the conditions for the development of digital industrial clusters have been formed, and industrial clusters have become an important support for the high-quality development of national and regional economies and an important factor affecting the international competitiveness of industries. The digital industrial cluster in Wenzhou area is also developing rapidly in recent years. Based on the analysis of the digital industrial cluster in Wenzhou area, this paper puts forward five key mechanisms for the development of the digital industrial cluster in Wenzhou, namely, the market mechanism and enterprise autonomy, the innovation-driven mechanism. Policy guidance and support, network and synergistic effect and talent attraction and training. The specific strategies to promote the development of Wenzhou digital industry cluster include strengthening infrastructure construction, optimizing innovation ecology, introducing and cultivating high-end talents, etc., hoping to provide reference for relevant workers.

Can innovative industrial clusters enhance urban economic resilience? A quasi-natural experiment based on an innovative pilot policy

Using data for 285 cities in China spanning the period from 2010 to 2019, we investigate the overall effect, heterogeneity, and mechanisms of industrial cluster development on urban economic resilience using the staggered difference-in-differences method (DID). Our study shows that innovative industrial clusters can improve local urban economic resilience and offer a cumulative learning effect, but increase economic vulnerability in neighboring cities. A heterogeneity analysis finds that piloting innovative industrial clusters has a more significant influence on economic resilience in more mature clusters, middle-labor-scale cities, areas with moderate economic development, and regions applying more artificial intelligence (AI) technology. An influencing mechanism analysis shows that piloting innovative industrial clusters mainly appears as a scale effect in the earlier stage of green finance development, while there is a network effect in the later stage, both of which promote economic resilience. This conclusion may serve as the foundation for more secure and sustainable growth in the global economy.

Industrial cluster and knowledge creation: a bibliometric analysis and literature review

The interaction between the development of industrial clusters and knowledge generation has become a fundamental element in driving innovation systems. Examining industrial clusters in knowledge creation terms is interesting for policymakers, investors, businesses and academia. This article provides a thematic and intellectual overview of the existing scientific literature on industrial clusters, their evolution and their relation with knowledge creation. The aim is to identify the scientific literature foundations in this area, different intellectual, conceptual and social structures, and trends in the research field. The study is a bibliometric analysis, whose results show that researchers’ topics of interest have considerably evolved over the last four decades. Initially, most studies focus on policies for efficient clusters management and later, starting in the 2010s, they evolve towards the importance of the networks of resources and knowledge that clusters provide, and how to promote learning and innovation as a key activity for economic development.

Evaluation of Low-Carbon Economic Efficiency under Industrial Clustering and Study of Regional Differences, Taking Xinjiang as an Example

As a major resource region, Xinjiang is both China’s energy security base and an important hub connecting Asia and Europe. Following the country’s call for carbon emission reduction, the Xinjiang government proposes to accelerate the construction of eight major industrial clusters in 2023. The concept of sustainable development is also reflected in the industrial clusters in areas such as new energy. In this study, we combined panel data from 14 regions and cities in Xinjiang from 2006 to 2020 and analyzed the synergy between the development of industrial clusters, carbon emissions, and economic growth using a coupling coordination degree model. Subsequently, we used the super-efficiency slack-based measure (SE-SBM) and Dagum’s Gini coefficient to analyze the spatial disequilibrium of efficiency measures and efficiency cases. The results show the following: (1) Overall, the industrial clusters, carbon emissions, and economic growth in the 14 regions and cities of Xinjiang are not well coordinated. The best reported level has been medium coordination, but there exists a certain degree of correlation among the three. (2) Low-carbon economic efficiency under the influence of industrial clusters in the 14 regions and cities shows significant regional differences. The regions and cities with low-carbon economic efficiency greater than 0.8, which is significantly better than the other regions in terms of efficiency, are all located in northern Xinjiang. (3) During the study period, the overall regional difference in low-carbon economic efficiency under industrial clusters in Xinjiang decreased from 0.183 to 0.17. However, the regional differences were still large. The conclusions indicate that policies for industrial clusters in Xinjiang can promote industrial development, and there may be a correlation between them and the low-carbon economy. This will effectively contribute to local sustainable development. However, overall regional differences are significant, and the degree of coordination is low. Therefore, we suggest that the government can share the advantages of development by constructing cross-regional cooperation platforms. At the same time, the Xinjiang government should make full use of the rich local wind and solar energy resources and explore a low-carbon path toward transforming the traditional energy industry. It can also be seen that industrial clusters in Xinjiang can effectively promote local sustainable development.

The transformative potential of inward investment on industrial cluster development: the case of the semiconductor industry in Wales

ABSTRACT This paper examines the transformative potential of inward investment on cluster development. It undertakes this through the lens of the evolving semiconductor cluster in South Wales (UK) and within a context whereby the semiconductor industry is under pressure with government interventions to improve prospects being implemented at a time of increasing global tension in the industry. The paper reveals the potential of inward investors as agents of regional economic change and cluster development. It shows that the emerging South Wales cluster distinguishes itself in terms of investment motivation, commodities and services produced. These factors result in growing embeddedness in relation to elements such as joint research with higher education and intra-firm collaboration to develop new products and processes. The paper concludes that investments based on risky and fast-changing technologies in industries such as the semiconductor sector necessarily create challenges for policy makers. These are best managed by placing greater emphasis on developing the conditions to satisfy the needs of such knowledge-intensive industries in relation to labour market conditions, factor conditions and market access.

The Importance of Digital Technology and Clustering for Innovation in MSEs. Evidence from Secondary Data in Indonesia

This paper explores the relationship between innovation and these two determinants in micro and small enterprises (MSEs) in the manufacturing industry in Indonesia, using secondary data. The key question in this research: is there evidence of the importance of DT and clustering for innovation capability in MSEs in Indonesia? The paper analyzes secondary data from Indonesia’s National Agency of Statistics and reviews key literature on innovation and digitalization in MSEs, and industrial cluster development in Indonesia. It is found that the number of industrial clusters of micro-, small-, and medium-sized enterprises (MSMEs) is concentrated on the island of Java, where more than 50% of the population is located, and is the most advanced region in economic development and industrialization in Indonesia. The majority of MSME clusters are in the food industry and woodworking industries. Only a very few of MSEs in the manufacturing industry use the Internet and do innovation. The type of innovation mostly is product innovation. Both relationships between MSEs doing innovation and MSEs using the internet and the total number of clusters are positive. But, statistically, only the relationship between the number of MSEs doing innovation and use of the internet is significant.

СУЧАСНІ ТЕХНОЛОГІЇ ЗАЛУЧЕННЯ ФІНАНСУВАННЯ СОЦІАЛЬНИХ ІНІЦІАТИВ

The article discusses the development and establishment of crowdfunding as a modern technology for raising funds for the implementation of social projects and initiatives. The term "Crowdfunding" should be understood as a model of collective financing or collective cooperation of a large number of people who voluntarily pool their financial and other resources, mainly via the Internet, to support projects, organizations, other people, etc. The results of the study confirmed the conclusion that funding for social initiatives is decreasing not only in Ukraine but also abroad; the main reasons for this decrease are changing priorities in activities, financial problems of donors, etc. In the context of war, the main advantages of the crowdfunding model of fundraising, compared to traditional ones, include the following: the ability to accumulate a significant amount of resources from a large number of investors, the ability to determine the areas of expenditure more broadly, the speed of receiving funds, greater transparency of information about investment objects, accountability and responsibility of companies to the community of investors or donors, the presence of social impact, and the possibility of wider use of digital tools. Therefore, one of the current challenges is the formation and development of networks of crowdfunding platforms in Ukraine, based on the principles inherent in international platforms. The study reveals the dependence of the development of civic engagement and crowdfunding, in particular, it shows that the public manifests social initiatives through charitable and volunteer actions (targeted actions), as well as through the development of industry clusters (social enterprises), advocacy coalitions, etc. It is noted that financing through crowdfunding platforms allows accumulating not only financial assets, but also human capital in the form of a combination of skills and knowledge, developing the cultural capital of the local community; promotes social cohesion. It is emphasized that the implementation of social initiatives is more effective if the level of public trust in these projects and their actors increases.

The study is devoted to the problems of implementing cluster policy at Russian industrial enterprises in modern unstable conditions. In particular, such problems of cluster policy implementation as the problem of insufficient financing of industrial clusters, difficulties in attracting private capital, limited deadlines set for reporting industrial cluster participants on the use of public funds for financing; the problem of imperfection of the regulatory framework for regulating cluster policy in industry are considered in detail; problems of infrastructure development of industrial clusters. Within the industrial clusters themselves, problems such as the lack of qualified personnel for cluster development, as well as the uneven distribution of benefits among cluster participants, generating distrust between them, were noted. All the identified problems often contribute to the collapse of the cluster in the short term. The article also presents possible solutions to these problems. For the successful implementation of cluster policy, an integrated approach is needed, involving the improvement of legislation, stimulating investment in clusters, infrastructure development and training of qualified personnel, which will maximize the potential of the cluster model of economic development. Taking into account the proposed recommendations can significantly reduce the risks associated with government financing of industrial clusters and partnerships within the cluster, and ensure their sustainable development.

Spatial Rearrangement of Manufacturing Industrial Zones Based on MCDM in Mojokerto Regency. Case Study Northern Mojokerto Region

Mojokerto Regency is part of the national strategic area (Gerbangkertasusila) in East Java. Gerbangkertasusila serves as the driving force behind East Java’s economy, with the manufacturing industry becoming the prime mover as it contributes to 2022 GRDP by 56.68 percent. The spatial plan of Mojokerto Regency includes the development of an industrial estate in the northern part, specifically in Jetis and Dawarblandong Districts, covering a total area of 8.553 hectares. However, the government’s attempt to make industrial estates has only been realized by 2.65% since 2012. This research aims to assess the suitability of space allocation within the industrial estates in the northern region of Mojokerto. The research method uses spatial analysis approach, multi criteria decision making (MCDM). Spatial data were obtained through RBI and Bhumi ATR, also Mojokerto Regency’s RTRW as comparative data to assess the suitability of industrial locations. This study also considers other spatial aspects, such as projections of land use based on cellular automata, population, infrastructure, transportation, and physical conditions. Analysis result shows that the allocation of space requirements for industrial estate development is 1,081 hectares or 12.64 percent of the original plan. The area is much smaller than the planned area in the Mojokerto Regency’s RTRW. The study identifies four potential locations for Industrial Estate development in the northern Mojokerto region, consisting of two in Jetis District and two in Dawarblandong District. The research results can be an input for the industrial cluster development in the northern Mojokerto region.

Is ambidexterity crucial for cluster resilience? Conceptional consideration and empirical evidence

PurposeThis study, a conceptual paper, aims an answer the question, how significant cluster ambidexterity is for the resilience of individual clusters.Design/methodology/approachThe authors draw up an abductive synopsis of empirical information and relevant theoretical sources. A case study is used to illustrate some of the findings.FindingsThe results of the analysis show that the ambidexterity of a cluster can contribute to its resilience when adverse external developments arise. Ambidexterity proves to be simultaneously a common strategy of key cluster actors and a mechanism for coping with critical situations and developments that can be activated by the cluster actors and may – eventually – lead to cluster resilience. While ambidexterity does not guarantee cluster survival, it can contribute significantly to their economic resilience under adverse conditions.Research limitations/implicationsThe concept is developed on a limited empirical basis and would need to be tested and deepened by comparing a wide range of case studies from different clusters.Practical implicationsA better understanding of the importance of ambidexterity for the development of industrial clusters contributes to a better fine-tuning of cluster support policies.Originality/valueAmbidexterity as a concept originating from business administration has so far only been rudimentarily tapped for empirical and theoretical cluster research. The paper identifies and develops a path how this could be accomplished to a greater extent in the future.

Environment Regulations for Constructing Industrial Parks and Clusters Via a Case in Hanoi - and Environment Protection Law

Objective: The primary objective of this study is to examine the establishment of industrial parks and clusters, focusing on a case study in Hanoi, and its relationship with environment protection laws. The study aims to achieve this objective through the utilization of descriptive methods, qualitative analysis techniques including synthesis and inductive reasoning. Method: In pursuit of the study's objective, descriptive methods are employed to investigate the development of industrial parks and clusters in the context of environment protection regulations. Qualitative analysis techniques such as synthesis and inductive reasoning are applied to analyze the collected data and draw meaningful insights. Result: The outcomes of the study reveal the formulation of an effective environment protection model suitable for the context of industrial park and cluster development. The study also highlights a crucial finding that investors engaged in constructing and operating technical infrastructure within these clusters bear significant responsibilities and obligations for ensuring environmental protection. Conclusion: Based on the analysis conducted, the study concludes that the management and oversight of environmental matters by governmental authorities exhibit certain weaknesses. Specifically, inspections and evaluations related to environment protection are identified as areas needing improvement. Moreover, compliance with environmental protection regulations among industrial clusters (CCNs) is reported to be insufficient. Notably, a mere five out of the operational CCNs possess wastewater treatment facilities. Furthermore, many industrial zones lack comprehensive plans for centralized water supply systems and contravene regulations by undertaking secondary projects to extract underground water for production purposes. The study also underscores that a substantial portion of these secondary investment projects fail to adhere to stipulated criteria for tree coverage and other environmental protection regulations.

Research on the Collaborative Evaluation and Development of Digital Trade and Industrial Clusters: Taking Relevant Industries in Guangzhou as an Example

This paper constructs a synergy model between digital trade and industrial clusters from the perspective of system theory. Five major industrial clusters in Guangzhou, including textile and clothing, beauty and daily chemical, luggage and leather goods, jewelry, and food and beverage, are selected to analyze the evolution trend of the composite system between digital trade and industrial clusters. The study found that the luggage and leather goods industry is in the expansion stage of the synergy between digital trade and industrial clusters. The other four industries are still in the initial stage of digital trade and industrial cluster synergy, with low synergy level. The textile clothing industry has the least obvious growth momentum, showing the lowest level of synergy between digital trade and industrial clusters. By promoting the efficient evolution of the system, the upgrading and transformation of industrial clusters through digital trade can be achieved, and the deepening development of digital service trade based on industrial clusters can be effectively supported. This paper can provide recommendation for the collaborative development of Guangzhou's industrial digitization and digital industrialization.

Life Cycle Analysis of Textile Clusters: The Example of Chinese Textile Enterprises in Zhejiang Province

As modern economy develops, the subjects of market competition are shifting from competition among individual enterprises to production and sales chains of enterprises and other forms of sustainable network interaction. Currently, more significant competition is manifested at the level of industrial clusters. The aim of this article is to study the model of the life cycle of textile industry clusters. The author examines the main schools of the theory of the life cycle of industrial clusters and chooses the theory of five stages of the life cycle of industrial clusters proposed by T. Andersson as the theoretical basis for this article. The textile industry cluster in the Chinese province of Zhejiang, where the largest number of textile enterprises in China is concentrated, was chosen as the object of research. Using the method of identifying the location coefficient based on the public databases of the Chinese Bureau of Statistics and the Bureau of Statistics of Zhejiang Province from 2002 to 2022 to determine the textile industry clusters in Zhejiang Province, the author found that the results calculated by the method of identifying the location coefficient correspond exactly to the five-stage development model of the Andersson cluster. From 2017 to 2020, the development of industrial clusters entered the stage of transformation, and the pace of development slowed down. Facing the risk of recession, with the help of external forces such as government support for industrial policy and internal forces such as technological and market innovations, the textile industry cluster in Zhejiang Province successfully transformed and entered a new life cycle.

On Strategic Emerging Industry Cluster Development in Anhui based on the Perspective of Global Value Chain

With the development of economic globalization, the role of strategic emerging industries embedded in global value chains (GVCs) as clusters to actively participate in the global industrial division of labor has become increasingly significant. The present situation and problems of strategic emerging industry clusters in Anhui are analyzed qualitatively from three aspects: dynamic mechanism, development mode and governance mode, and their status in GVC is inferred quantitatively by using GVC index. Secondly, Bengbu silicon-based new materials industry is used as an example for empirical research, and the GEM model and multiple linear regression model are used to build a data evaluation system and analyze the factors affecting the competitiveness of industrial clusters. Finally, we propose a scientific and reasonable upgrading path and policy suggestions based on GVC perspective, which can provide guidance and reference significance for promoting regional industrial economic development.

However, since the legal system for free economic zones is centered on the designation and development of the relevant zones, deregulation, and incentives, it is considerably insufficient in terms of traditional management issues, that is, screening qualifications for occupancy or ex post facto management after sale in lots. Free Economic Zone Authority located throughout the country exists as a management agency for free economic zones. However, it is mainly engaged in tasks focused on investment attraction, support for corporates, and task discovery. On the other hand, the management plans are centered on the land utilization plans determined by the development plans or implementation plans. For occupancy management and ex post facto management, no separate regulations are stipulated other than to dispose of the creation sites according to the implementation plans. Therefore, it is inevitable to encounter limitations in performing efficient and systematic management for free economic zones. Nevertheless, in case where the designation of an industrial complex is under consideration according to the outline of the development plans of the free economic zones, it will be possible to apply the management system for both occupancy management and ex post facto management, which is the method for industrial complexes. In order to systematically manage free economic zones, it is primordial to raise awareness of the importance of management legislation. Furthermore, it is necessary to clarify the management system at the legal level. Fundamentally speaking, it is desirable to have separate regulations regarding management. In order to utilize the management system of industrial complexes as a designation under consideration for these complexes, it is essential to ensure consistency with the management system under the Act on Industrial Cluster Development and Factory Establishment. Furthermore, it will be vital to pay attention to how to establish a distinctive management system in line with the locational characteristics of the free economic zones. When it is judged that some areas require some management upon careful reviews of problems in the operation of free economic zones, active measures such as establishment of management plans must be taken. In addition, since the management system through the sale contract has limitations, it is needed to make serious considerations on the management system by way of the occupancy contract even in cases other than the land for industrial facilities.

The agricultural and industrial complex was introduced in 1983 with the aim of laying the industrial foundation for rural areas to solve problems such as population decline and job shortages in rural areas, which have been caused by the harmful effects of large-scale economic growth strategies. Agricultural and industrial complexes are a type of industrial complexes under the current legal system and are basically regulated by 「Industrial Sites And Development Act」 and 「Industrial Cluster Development And Factory Establishment Act」, but they are highly related to other laws such as 「Agricultural And Fishing Villages Improvement Act」 in that they are designated in rural areas. Because of this, unlike other industrial complexes, the authority system for the development and management of agricultural complexes is redundant and inefficient, as a result of such unsystematicity, integrated and systematic regulations on agricultural and industrial complexes are not implemented, resulting in the neglect of agricultural and industrial complexes outside the law. This situation also brings problems in relation to the form of regulations, and most of the specific regulations on the development and management of agricultural and industrial complexes are regulated not by laws, by the Unified Guidelines, which is an administrative rule jointly enacted by a number of ministries. However, in that many of the rules on agricultural and industrial complexes as industrial complexes are related to the rights and obligations of tenant companies and local governments, the rules of agricultural and industrial complexes under administrative rules are problematic in the principle of the rule of law. On the other hand, the legal system related to agricultural and industrial complexes is also not systematic because they are classified as a type of industrial complexes, but unlike conventional industrial complexes for national industrial development, they are also combined with the legal values of balanced national development or local autonomy. Therefore, the legal values and directions of balanced national development and local autonomy must be considered in the legislation of agricultural and industrial complexes, and this normative request is linked to the need to separate the legal system for agricultural and industrial complexes from those for ordinary industrial complexes. In order to improve these legal systems and legal forms, it is necessary to differentiate agricultural and industrial complexes from general industrial complexes to accept modern changes in the paradigm of realizing the legal value of balanced national development in addition to industrial functions. In such legislation, first of all, the legal value and direction of agricultural and industrial complexes should be clearly presented, as well as the significance of local autonomy laws of agricultural and industrial complexes. In addition, it is necessary to establish a management organization that can serve as a control ellipse so that it can exercise systematic and integrated management authority for the efficient operation of agricultural and industrial complexes. At the same time, the support system for agricultural and industrial complexes should be sought to legislate from the perspective of balanced national development beyond a simple industrial meaning.

Research on the Impact of Infrastructure Construction on Bilateral Trade between Middle East and Central Asia Countries

The infrastructure can effectively help countries achieve the following goals. First at all, it can effectively reduce the transaction cost of the target country, thus contributing to market integration within the country and helping it integrate into the world economic system. Secondly, infrastructure construction can effectively improve people's living standards within a country. Thirdly, infrastructure construction can promote the industrial integration of target countries within a certain range, promoting the development of industrial clusters within the region, improve production efficiency, and promote economic development. Then, specific trade relations between countries with different income levels promote the clarification of the positioning of the industrial division of labor. Middle East and Central Asian countries still have problems such as weak infrastructure construction, uneven development, and poor terms of trade. To sum up, based on the actual situation of Middle East and Central Asian countries, this paper analyzes the different roles played by each country in regional economic integration and industrial division of labor based on the infrastructure level through the empirical research of the gravity model. To explore the construction of infrastructure in Central Asian countries to improve the development of the economy, improve people's living standards, promote the efficiency of trade construction, and provide a useful reference for the layout of infrastructure construction in the Middle East and Central Asian countries.
