THE CURRENT STATE OF DEVELOPMENT OF THE AGRO-INDUSTRIAL COMPLEX OF TOMSK REGION

Agro-industrial complex - a set of interrelated sectors of the economy involved in the production, processing of agricultural products and bringing it to the consumer. Agriculture occupies a special place in the life of the region, as it provides food and consumer goods. The development of agriculture significantly affects the level of national welfare, as its products account for about 60 % of goods in trade. The authors assess the current conditions and problems of agro-industrial complex of Tomsk region, determine the prospects of development of the complex, based on the implementation of the economic mechanism of sustainable development. A number of problems of development of agro-industrial complex in Tomsk region are revealed, some ways of its improvement are offered. The solution of problems of development of agro-industrial complex will contribute to the food security of the region and the country as a whole, focus on meeting the demand of the domestic market and increasing exports, improving the level and quality of life of the rural population.

Problems of Formation and Development of Agro-Food Market

The formation and development of agro-food market at the national and regional levels are accompanied by objective difficulties, which have different nature of origin. A solution of the key task to meet the population’s needs for affordable and high-quality food is in many respects in the area of product promotion to the end user and related problems. In this regard, the authors can conclude that the agro-food market in its present form is the most problematic aspect of activities of Russian agricultural producers. Existing restrictions on the supply of food from some countries have given a certain impetus for the development of agro-industrial complex (AIC) and an increase in the competitiveness of agricultural products. In general, for the period of 2013-2017, the self-sufficiency of the Russian Federation with food has increased, the targets of Food Security Doctrine for providing grain, potatoes, sugar, vegetable oil, meat have been fulfilled. The production of cattle, fruit and vegetable products, eggs remains a problem. At the same time, there is a stable dependence of domestic AIC on imported supplies of seed, selection and breeding material, which does not allow talking about full-value import substitution. In this case, the state support of the scientific and innovative environment, ensuring the necessary level of communication between all market players, regulation of land relations, comes to the forefront. The important direction in the development of the agro-food market at the regional level is an interregional trade. The agro-food market of the Tambov region has features typical for most regions of Russia. It requires significant improvement of production and logistics infrastructure, the formation of the favorable investment climate, renewal of fixed assets, a solution of demographic and personnel problems. Nevertheless, in the Tambov region, there are prerequisites for increasing the investment attractiveness of the agricultural sector, meeting the demand in the regional agro-food market through domestic production.

The article analyzes the main trends of Ukraine's development, identifies the key causes of the failed transformational processes of the national economy. It is determined that negative development tends to be caused by the imbalance and inefficiency of the existing system of public administration, the implementation of inconsistent reforms that are of a sectoral nature, inconsistency of structural priorities aimed at solving current problems, corrupting the distribution of capital, focusing political, economic and corporate power in "one hand" and lead to economic decline of the country, impoverishment of the population, growth of social tension.The necessity of transition to the model of economic development, which is based on the principle of equality of state, business, society, is proved. The separation of the political interests of the state and the economic interests of the country, the achievement of economic justice in the relations between the state and the business community will enable the formation of an economic policy aimed at satisfying national interests, developing socially responsible business, and ensuring social security of the population. Effective management of the process of coordination of interests and coordination of the state, business, society as the main institutions of a market economy provides for taking into account new trends in development and achievement of certain strategic and tactical tasks of the country.Economic development of the country is proposed on the basis of the symbiosis of institutionalized and non-market methods of meeting the needs of society. The basic directions of development of the country's economy are defined, which include: development of the industrial complex through the formation of industrial parks, clusters; development of agro-industrial complex; development of the IT sector; development of small and medium business; development of social entrepreneurship.One of the main instruments of economic development of the country is the investment environment, which is formed under the influence of fiscal policy, regulation of the financial services market and interaction of the financial and real sectors of the economy.

Increase in efficiency of the land relations as one of factors of development of agro-industrial complex

In article formation and development of the land relations during the period from 2000 to 2016 on the example of the Voronezh region is considered. Need of a land reform which purpose in agriculture was a transformation of the land relations providing efficiency of use of land resources is shown. In article it is shown that objectives are partially solved. By 2016 joint stock companies, the joint-stock company, closed joint stock company, Ltd company, KFH, etc. were created, modern legal forms therefore the conclusion is drawn that limited liability companies at the moment prevail Are analysed, they make 73,8%. Results of their work in recent years are shown. The number of the unprofitable enterprises in 2016 in comparison with 2005 has decreased in percentage terms by 5,5 times and is only 6%, and profitable – 94%. The profit size for this period has increased more than by 10 times. Their characteristics and shortcomings are considered. It is noted that increase in efficiency of the land relations was promoted in no small measure by the following conditions: use of new technologies, introduction new highly productive, grades, rational use of fertilizers, acquisition of the new equipment, observance of crop rotations, improvement of personnel policy, etc. During land reforms due attention hasn't been paid to legal support of the mechanism of optimization of use of the earth that seriously slows down development of new land legal relations. Besides, the material and technical resources are still insufficiently created, selection and breeding work isn't completely restored, there are shortcomings and of formation of the financial and credit relations. For more effective use of land resources a number of actions for improvement of the organizational and economic mechanism are offered.

Problems of formation of effective cooperative legislation at the present stage of agro-industrial complex development

The article is devoted to the issues of formation of the cooperative legislation, adequate to the essential foundations of cooperation and its at the present stage of development of the domestic agro-industrial complex. It is established that the existing system of "multilaterality", under which the activities of various types of cooperatives in rural areas are regulated by separate regulatory legal acts, does not allow to clearly identify the cooperative as a form of management, which puts co-operation in unequal conditions with other organizational and legal forms. Examples of the inconsistency of certain provisions of the current cooperative legislation with each other and the principles of cooperation are given. It is made a conclusion on the current tendency of its development towards the equalization of agricultural cooperatives with commercial forms of management. One of the criteria for assessing cooperative legislation is the compliance of its provisions with cooperative principles and values proclaimed by the International Cooperative Alliance, as well as the established practice of cooperative relations. In order to improve co-operative legislation it is necessary to adopt a federal framework law on cooperation, in which essential features and principles of activity common for all types and forms of cooperatives should be set out. They should emphasize the non-commercial nature of the activities of these organizations, as well as abolish a number of existing legal norms that contradict the essential fundamentals cooperation.

SUSTAINABLE INNOVATIVE DEVELOPMENT AND ITS INVESTMENT SUPPORT AS FACTORS OF RAISING THE AGROINDUSTRIAL COMPLEX EFFICIENCY

Raising of economic efficiency and sustainability of the national agroindustrial production in conditions of fast development of science, machinery and technology, high market competition, and integration processes expansion is largely conditioned by development activation, implementation and investment support of innovations. Enough attention is paid to the issues of sustainability, innovative development and investment activity in modern economic literature. At the same time, the problem of investment support for sustainable innovative development of agroindustrial complex is still studied poorly, which makes scientific research in this field relevant. Based on brief retrospective analysis, an improved understanding of the sustainable development of the agroindustrial complex, as well as in the context of its components, is proposed in the paper. It is shown that the basis for sustainable agroindustrial complex development in modern conditions is the increase of innovative activity at all the management levels. As a result of the study, a list of the main regulatory and legal acts regulating the issues of innovation activity and the privileges and incentives established by them for business entities, including agrarian ones, were systematized. The main problems preventing activation of innovative development of agroindustrial production are listed. In order to solve these problems the authors within the research framework developed a concept of investment support for sustainable innovative development of the agrarian sector, which includes eight interrelated consecutive blocks. Implementation of the proposed concept will contribute to more complete involvement of potential financing sources and their effective use in the investment activities, thereby ensuring competitiveness of the national agroindustrial complex and its sustainable development, considering interests of the current and future generations.

“FUND” LENDING AS AN EFFECTIVE TOOL OF STATE SUPPORT FOR FARMERS

The article is devoted to the topical problem of the development of agro-industrial complex, in particular, the development of the novelty model of agricultural lending. Experience of crediting of agriculture inRussiasince 1992 till now is considered. We provide a critical approach to the assessment of the current system of agricultural credit, which requires the presence of another economic incentive — the budget subsidy. Our purpose was a comprehensive author’s study of the problems of applying the practice of preferential agricultural lending, as well as the development of proposals aimed at improving the system of state support for the agricultural credit system. The methodological tools of the research include comparative methods of analysis, as well as analytical methods of cognition. We carried out the analysis of the models of crediting of farmers applied for the specified period and the main problems in practice of their application. As the most effective model of farmer’s lending defined “fund” model, used from 1997 to 2001. The main drawback of this system is the fragmentation of property interest in the subject of agriculture in a single loan obligation. The author developed a new system of agricultural lending, based on the “fond” model of the 90s. Its distinctive feature is dual targeting — for in economic entities (small and large businesses) and credit institutions (banks and credit cooperatives), while at the same time with maintaining a high level of state control (which is provided by a single source of credit resources — the state). The results of the study can be used in the development of both individual credit measures of state support for agricultural producers, and in the preparation of the State program of development of agriculture and regulation of markets of agricultural products, raw materials and food.

Analysis of problems of development of domestic agriculture and implementation of bankruptcy procedures

In the article the problems of national agroindustrial complex development are examined, including the problem of the farmers’ insolvency . The factors which are responsible for the slow pace of domestic agriculture’s development are highlighted. The analysis of the bankruptcy procedure, the conclusions on the development of domestic agriculture and the peculiarities of bankruptcy proceedings against the farmers are included.

TREND OF STATE PARTICIPATION IN THE INVESTMENT OF INNOVATION AGRIBUSINESS GEORGIA

The article substantiates the need for state regulation of innovation activity in the agricultural sector of Georgia and analyzes the problems associated with the development of this sector. The factors hindering the introduction of innovations in agriculture are investigated. It is noted that the existence of large farms is important for the commercialization of agriculture and the role of cooperation in this process is emphasized. The state programs of development of agro-industrial complex of Georgia are considered. The importance of state regulation in innovative de-velopment of agro-industrial complex is investigated.

FINANCES OF THE PUBLIC-PRIVATE PARTNERSHIP AS A WAY OF UKRAINIAN AGROINDUSTRIAL COMPLEX DEVELOPMENT

Urgency of the research. The need to improve the policy of financing agricultural production is due to the lack of budget support and the imperfect mechanisms of indirect state support. Target setting. New economic and political realities make their adjustments to the process of financing and management of investment processes in the industry, which should meet the challenges of the present, based on the world's leading experience and take into account the requirements of the Association Agreement between Ukraine and the EU. This concerns, first of all, the attraction of public-private partnership finance to the process of managing the development of agro-industrial complex. Actual scientific researches and issues analysis. The research of the problems of financing the AIC is devoted to the works of such domestic scientists as P. Sabluk, O. Gudz, V. Yurchyshyn, P. Gaidutsky. The issues of the implementation of public-private partnership relations are considered by B. Danylyshyn, I. Brailovsky, I. Zapatrina, M. Zabastansky and many others. Uninvestigated parts of general matters defining. The aforementioned studies do not consider the possibility of financing the agroindustrial complex on the principles of the implementation of public-private partnership relations and the advantages of a combination of public and private finance. The research objective. The purpose of the article is to substantiate the possibilities of using PPP as an effective tool for financial support in the process of financing agricultural development. The statement of basic materials. The present state of financing of agroindustrial complex and agricultural production as a priority branch is analyzed. The expediency of implementation of public-private partnership in the agroindustrial complex is substantiated. The main directions of using public-private partnership tools in the context of improving the policy of financing the develobpment of agro-industrial complex are considered. Conclusions. Effective, responsible and transparent use of public-private partnership finances will allow for a steady economic growth of the branches of the domestic agroindustrial complex.

ENHANCEMENT OF THE GRAIN MARKET REGULATION MECHANISM AS A FACTOR OF THE SUSTAINABLE DEVELOPMENT OF THE RUSSIAN FEDERATION AGRICULTURAL COMPLEX

In modern macroeconomic conditions, the mechanism of public procurement and commodity interventions is not an effective enough tool to regulate the grain market. The subject of the research is the state policy in the field of development of agroindustrial complex of the Russian Federation in order to develop proposals to improve the mechanisms of regulation of the grain market. The object of the research is the directions and mechanisms of agrarian policy of modern Russia. The work pays special attention to the analysis of the main shortcomings of the current regulatory mechanism of the domestic grain market, as well as offers a completely new alternative models to maintain the profitability of agricultural producers. It is shown that the commercial organizations involved in interventions are forced to accept price risks caused by state regulation of the market, but incompatible with their statutory goals. The study uses theoretical and empirical methods, in particular: literature review, logical, statistical and expert assessments, methods of collecting empirical data, system analysis, description and processing of the research results. The main results of the study are the following provisions. The authors propose the use of alternative models to maintain the level of income of agricultural producers in order to reduce the cost of the Federal budget and improve the efficiency of this mechanism, given the current conditions of the agro-industrial complex, in the framework of which an effective Institute can be created that regulates the grain market on the principles of public - private partnership-grain commodity and credit Corporation. Realizing functions on acceptance on storage and purchase of grain, commodity and credit Corporation will receive privileges from the state. At the same time, the removal of surplus grain in the subjects of the Russian Federation, not exporting it, by improving the competitiveness of these products through subsidies transportation tariffs will help to stabilize grain prices in the domestic market and will be the basis for the expansion of exports.

The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

CHARACTERISTIC OF THE DEVELOPMENT OF REGIONAL ECONOMIC INTEGRATION IN AGRICULTURE OF CIS COUNTRIES IN CONJUNCTION WITH NATIONAL INTERESTS OF RUSSIA

The development of regional economic integration in the post-Soviet space in the context of globalization and crisis phenomena in many countries of the world acquires special sig-nificance. In this regard, the study of the previous experience of the development of integration seems very important in order to understand what forms of regional economic integration are appli-cable in the post-Soviet space. The processes of economic integration in the agriculture in the post-Soviet space that are taking place at present are not so much connected with the search for new ways of interaction and mutual adaptation of the agro-industrial complexes of the post-Soviet states, but rather with the restoration of the lost economic integration ties. Despite the fact that the CIS member states differ in their natural-geographical features and level of socio-economic development, the issues of the agro-industrial complex development for them are in many respects similar. There is a sufficiently high level of coincidence of the goals of the development of national agribusinesses, taking into account the natural and socio-economic conditions of their functioning and, in general, the economic policies of each of the states. All member states of the Commonwealth set goals based on real opportunities, with an orientation in the immediate or in the longer term to increase the export of agricultural products.

Социально-экономические факторы роста эффективности аграрного труда в условиях достижения уровня целевого индикатора развития АПК

В государственных программах развития агропромышленного комплекса Российской Федерации на перспективу предусмотрен рост производства продукции сельского хозяйства во всех категориях хозяйств. Одним из условий достижения этого провозглашается показатель повышения производительности труда, который является важным критерием, характеризующим категорию «эффективность труда». Рассмотрена проблема изучения факторов ее роста в отрасли сельского хозяйства и предложена авторская их классификация, которая учитывает направленность влияния факторов по отношению к хозяйствующим субъектам. Вся совокупность факторов разделена на группы и подгруппы. При этом отмечена роль социально-экономических факторов в изменении уровня производительности аграрного труда. Авторами в динамике рассмотрены показатели, характеризующие данную группу факторов, и причины их изменений. В качестве рабочей гипотезы исследования послужило предположение о том, что благодаря воздействию на группу социально-экономических факторов можно активизировать недоиспользованные резервы роста эффективности аграрного труда, связанные с трудовым потенциалом работников отрасли. Показано, что, несмотря на положительные изменения в демографической ситуации на селе, снижении безработицы, улучшении социально-бытового обслуживания и обустройства и росте уровня оплаты труда, наблюдается миграция экономически активного сельского населения. Это создает дефицит высоквалифицированных кадров для аграрного сектора экономики, которые в значительной степени позволили бы повысить уровень эффективности труда. Авторские предложения могут быть использованы органами исполнительной власти регионального уровня для дальнейшего регулирования и координирования мер по обеспечению повышения уровня производительности труда в сельскохозяйственных организациях всех категорий.

The driver of the modern global economy is digital technologies under the influence of which not only new kinds of professions, goods and services are formed, but also challenges for enterprises and the organization of various fields of activity. Digitalization affected the IT-sphere, the activities of financial organizations, production, marketing, healthcare. In the Russian Federation the development of digital technologies in various fields of activity is of great importance, which is reflected in official documents, targeted government programs, business analysts and business practices. All this actualizes the study of the problem of management transformation in non-financial organizations under the influence of the spread of digital technologies.The article examines the strategic challenges facing non-financial organizations of Russia in the digital economy. In the course of solving the tasks set, the formation and development of the digital economy, its essence and content, as well as the prospects for its development in our country, were studied; the program documents and directions of the state program for the development of the digital economy are analyzed. It is proved that involvement in the digitalization processes of not only financial but also non-financial organizations carries a huge potential in terms of improving the value environment of Russian business, since it makes transactions in the shadow economy, corruption schemes, etc. transparent. The authors have proved that the revival of traditional values of Russian entrepreneurship on a new modern basis will increase the level of trust in society, will promote the development of innovations in industry, energy, agro-industrial complex, education and sustainable development of the economy as a whole. The authors structured the challenges of the digital economy for non-financial organizations in our country and formulated proposals for improving the ecosystem of the digital economy.
