El propósito de este artículo es analizar el cine doméstico desde la perspectiva semiopragmática planteada por Roger Odin, a partir del estudio de las sesiones de proyección del proyecto Cine Casero. Este proyecto se propone promover la custodia del patrimonio cultural inmaterial a través e la investigación e identificación de registros audiovisuales amateurs y películas familiares, así como capacitar a los propietarios de estas películas en prácticas básicas de conservación preventiva. La aplicación de la herramienta de análisis que propone la perspectiva semiopragmática permite revalorar la importancia de este tipo particular de producción audiovisual en la promoción y en la protección del patrimonio cultural.

The population of the Russian Federation has a multi-ethnic structure, which includes over 180 large ethnicities and numerous smaller ethnic groups. One of the most important conditions for long-term development of a multicultural society is peaceful coexistence of ethnic groups and their representatives. This determines the need for and the importance of cultural expression of ethnic tolerance among all peoples of Russia, thus making the scientific study of the problem of tolerance. The article is devoted to the description and analysis of ethno-national relations and public policy in this area. Russia’s legislation in the field of regulating interethnic relations has developed to include significant innovations. Among the documents adopted and implemented are the Strategy of State Ethnic Policy in the Russian Federation until 2025 (and its action plan for the years 2013–2015), the Federal target program “Strengthening the Unity of the Russian Nation and the Ethnic and Cultural Development of the Peoples of Russia (2014–2020)” and others. These documents have laid the corner stone for the contemporary ethnic and national policies aimed at achieving long-term results. At the same time they suffer from fragmentation and are in need of coordinating their main objectives, directions and most efficient methods and mechanisms of implementation. The article presents the results of a sociological study “Peculiarities of Ethnic Tolerance in Mono- and Polyethnic Regions of Russia” carried out by the authors in January — October 2014 in Yaroslavl and Vologda Oblasts, as well as in the Republic of Dagestan. To solve the current problems in the sphere of interethnic relations, we need to improve the fundamental provisions of legal acts covering and guiding the state ethnic policy of the Russian Federation. Also required is profound analysis of the key indicators of how well the regional and municipal legislations of the constituent subjects of the Russian Federation comply with the main legal provisions at the federal level. Promotion of cultural heritage and other suchlike programs can also be of use.

Students’ Views on the Use of a Virtual Educational Museum

Culture and Education are two concepts intertwined together as, through Education, formal and informal, forms and elements of Culture are developed. Education is therefore one of the most important factors of enhancement, promotion and preservation of cultural heritage through the development of appropriate educational “spaces” directed to different social groups. The research took place in Greece over the Academic year 2013-14 and it was carried out nationally aiming students’ depiction of views and attitudes on the use of a virtual educational Museum. The total number of respondents nationwide was 22902 students of first, second and third grade of High School.

Geo-cultural regional policy is associated with the actualization of the real identity of communities, people and events that can convert and transform the real image of the city. It should be focused on people and not on tangible or intangible objects. This is its essential difference from traditional regional policy.
 
 Geo-cultural branding of an area is not a traditional branding area that exists in western branding and marketing formats and is now developing on Russian soil. This activity is related to the cultivation areas of images, which are important for the cohesion of territorial communities. It can be a non-profit or commercial, but, anyway, the main purpose of geo-cultural branding cannot be initially commercial, it is focused not on profit but on the development of the identity of the city (and wider - regional) communities and the events that actualize the image of the city.
 
 At the end of XX- the beginning XXI centuries the concept of genius loci has become part of popular culture, one of the tools for development of tourism and marketing of areas, used in the protection and promotion of cultural heritage. As part of humanitarian geography the concept of "genius loci" is semantically correlated with the notions of cultural landscape as an object of heritage, local (spatial) myth, symbolic topography, geographical image. Particularly productive this notion in research on literature, geography, geography and the geography of aesthetic art, landscape architecture and garden art.
 
 Characteristics of image resources of cities and territories in the context of geo-cultural branding should include an analysis of the possibilities of using space imagery of geniuses and specific representations of these images within geocultural regional policy.

Almost all countries in the world are trying to develop the tourism industry. The tourism industry has a bright prospect and is considered quite promising and brings many profits. The country has been managing the tourism sectors intensively and professionally to be foreign exchange revenue of the industry that accounts for a large number of countries. This research uses descriptive qualitative approach. The use of new media such as twitter, facebook, and internet sites can be utilized by Governments and private parties to be able to introduce objects and attractions that exist in the area. The focus in the research is: (1) what are the new media of promotion of cultural heritage in tourism areas in Cirebon? (2) How is the effectiveness of the use of new media in such promotional activities? In Cirebon, the development of the tourism potential of the region is able to give a positive impact with the presence of a great change in the life of the community. Economically, tourism is impacted in the expansion of the field of business and job opportunities, increase annual income and devisa in foreign countries. In the field of social life, social interaction occurs between the cultures of immigrants and the local population. It cause a change in the way of life of society as well as the occurrence of social integration. Next in anthropological concepts, knowledge of the culture and values of local wisdom are more sustainable and widely known.

Development of Local Pig in Indonesia

Indonesia is a country that has the largest swine germplasm in the world and having five out of eight species, but the population of local pig has been decreasing toward extinction. This paper describes characteristic of local pig and factors that cause endangered of germplasm and strategy to prevent the declined population. One of the factors that causing decreased of local pig population is due to its lower productivity. Government policies for the development of local pigs have not been planned yet because of the socio-cultural barriers. Therefore, establishment of the genetic resource conservation for local pig area is required. In addition, local pig preservation activities can be integrated with the promotion of cultural heritage and local traditions. Development strategy should be planned to increase local pig value, including (1) Build a genetic resource conservation area in the outer islands in Indonesia for wild pigs; (2) Preserving local pigs to develop local pig farms by community; and (3) Integrating maintenance of local pig farm with cultural activities through the establishment of village/tourist area. Going beyond Preservation: How to Support Technology-Enhanced Learning in ICH Education

The issue of protection and promotion of cultural heritage has become a central topic of European and international cultural policy, especially in recent decades. Beside more ‘tangible’ cultural manifestations (like archaeological sites, natural parks or museum collections) there is a huge heritage, made up of intangible live expressions like performing arts, social practices, oral traditions, etc. which is threatened by the globalization process. The i-Treasures project looks at some of these intangible cultural expressions with the aim not only of preserving them, but also of providing innovative solutions to education in this field. In order to do this, the project explores the potential of cutting edge technologies for capturing the specificities of the considered Intangible Cultural Heritage (ICH) expressions, analyzing and modeling data and making these resources available for preservation, research and educational purposes. With this aim an open and extendable platform is developed in the project framework. This paper deals with the process of user and system requirements definition and explains how this was necessarily influenced by the specificities of the ICH expressions considered. This process encompassed the identification of the specificities of rare traditional know-how, the discovery of the existing teaching and learning practices and finally the identification of the most cutting edge technologies able to support innovative teaching and learning approaches to ICH.

Methods and Technologies for the Cultural Heritages in Basilicata region: a case-study from the coastal belt of Metapontum

The protection and promotion of Cultural Heritage require the application of innovative and non-invasive monitoring techniques for developing complete and detailed projects. The demand of cost-effective and rapid tools promoting long-term strategies for cultural heritage promotion and risk assessment is, therefore, urgent. These issues become indeed of paramount importance in the case of very large areas, such as the coastal ones, where the landscape morphoevolution - driven by climate changes - and the landscape modification - due to agricultural and industrial activities - have dramatically increased the exposure risk of Cultural Heritage. In such a framework, traditional monitoring methodologies appear impracticable. This is the reason why the MeTIBas (Italian acronym for Innovative Methods and Technologies for the Cultural Heritage in the Basilicata region) project has been developed. MeTIBas aims to develop an innovative geoarchaeological investigation approach for large areas (implementation of a Territorial Information System, drawing-up of an experimental digital geoarchaeological map, and creation of an open geoarchaeological database). MeTIBas has been developed in the coastal area of Metaponto, which roughly coincides with the ancient territory of the Greek settlement of Metapontum and its chora and includes a region of about 400 km2 in the Ionian sector of the Basilicata region (southern Italy). The data integration and joint analysis of the huge amount of MeTIBas heterogeneous data have been conveniently carried out in a GIS environment, thus allowing an effective combination of the information from different cognitive levels. Besides, the adoption of a Web GIS environment (a Geoplatform operating in Open Source Framework for Rich Web GIS Applications performed by geoSDI; www.geosdi.org) allows a wide dissemination of the information structured in the MeTIBas project.

Edukacyjna sprawność językowa w ujęciu działaniowym Rady Europy

Educational language competence in the action-oriented approach of the Council of Europe
 Democracy, human rights, rule of law, social cohesion, protection and promotion of cultural heritage, intercultural dialogue, and economic growth – all these areas of activity of intergovernmental organizations such as the European Union or the Council of Europe, depend on education. Which, in turn, relies on language competence defined as the ability to conduct linguistic activities necessary to achieve specific educational goals or tasks. The purpose of this paper is to draw attention to the key importance of linguistic competence for education, by discussing selected works and projects of the Council of Europe, and by applying an action-oriented approach – on which these works and projects are based – to selected educational programmes in Poland.

Cultural heritage recommendations and user navigation in large scale virtual environments

In this article, an advanced large scale virtual environment aiming at cultural heritage promotion is presented. The advancements proposed are a set of methods and systems integrated into the virtual environment in order to turn it into an interactive cultural guide. The platform is designed to provide recommendations, navigation assistance and access to information resources. This work deals with important issues originating from the large scale factor which affects the process of making recommendations and users' navigation. Moreover, the plethora of entities of interest hosted in the presented virtual environment set the need of a flexible and descriptive information schema to keep and serve its content. The structure of the whole system is designed to enable interoperability and provides interfaces for third-party applications.

Nuevas tecnologías para la interpretación y promoción de los recursos turísticos culturales

The Information Technology and Communications (ICT) have revolutionized the way to promote and interpret the cultural heritage in the world of tourism. Currently any destination that aims to be competitive must continually update all information that may be of interest to the visitor. The tourist whose main motivation is the culture is characterized by requiring large amount of consumer information and ICT. Users have transformed into a 2.0 users, characterized by being highly connected and be creators of information and put their opinion on all social networks, blogs, etc. All of this contributes in reputation systems on-line. This article analyzes and classifies ICT related to the interpretation, implementation and promotion of cultural tourism resources exploitation. So, the more traditional tools such as technology news manifests in the area of the promotion and enhancement of cultural heritage will be addressed. These instruments besides being a vehicle for the promotion, marketing and even for planning tourist destination, offering the opportunity to improve the interpretation and management of cultural heritage in such spaces.

Improving the tourist destination image with intangible cultural heritage: Montenegro as a case study

As contemporary tourism moves increasingly towards adopting an experience economy, tourist experience based on intangible cultural heritage is becoming the important element of destination image, as a set of consumer perceptions about the destination. Sustainable tourist valorization of intangible cultural heritage may be particularly important for image of countries like Montenegro, with limited resources, including natural resources, capital and population of 620029 inhabitants (Monstat, 2011). Another reason is related to the country's tendency to diversify its tourism offer and attract new market segments who are motivated by cultural heritage, manifestations, ethnographic values, etc. In this paper, the authors evaluate current issues in Montenegrin tourism and the need for improving a tourist destination image based on safeguarding and promotion of intangible cultural heritage. Marketing respond on those issues may increase Montenegro's contribution to a common European identity and strengthen a sense of belonging the destination within a common European cultural space. The research in this paper is focused on desk research, induction, deduction, statistics, and analyzing the case studies.

Educational Software to Teaching-Learning the Zapotec Language of the Istmo of Tehuantepec

Mexico is one of the countries with more linguistic wealth in the world, a contradiction in discriminatory behavior on the part of our urban indigenous community. This article proposes the Web design and development of educational software tool for teaching and learning Zapotec language of the Istmo of Tehuantepec in Oaxaca state. In order to contribute to increased instructive acquis on electronic media, as well as the diffusion, promotion and preservation of cultural heritage of the Istmo of Tehuantepec through learning and Zapotec language use. The development of the educational tool was performed using the methodology of User-Centered Design (UCD) to cover the functionality of the software based on the context of potential users.

Museum augmented interface for historical scale models: towards a new way for cultural heritage promotion

In this paper, we describe an interactive museum application dedicated to historical scale models. This comes from a joint work between multidisciplinary teams: industrial engineering researchers, historians, museum curators and interactive interface designers. We present here the result of the project, based on scientific methodology. Results include system architecture, hardware and software, some use cases and user evaluation figures. This paper also underlines some methodology issues that illustrate future possibilities.

A Matter of Balance: Cultural Heritage, Property Rights and Inter-Ethnic Relations in Kosovo

Cultural heritage protection after conflicts is intimately related with Jus Post Bellum due to its interlinkages with restitution, rebuilding and reconciliation processes. Ensuring a fair balance between property rights protection and cultural heritage preservation and promotion in highly divided societies is essential, as memories of the violent past, national symbolism united to a will to achieve exclusive ethnic hegemony over land, and the strong emotional impact of displacement play against social cohesion. This paper addresses the ad hoc mechanism introduced in Kosovo for the protection of Serbian Orthodox heritage. The arrangement is based on “Special Protective Zones”, which are legally defined areas around religious and other sites where the use of property is controlled. Disputes over such restrictions are handled by special multi-stakeholder committees at central and local levels involving the Serbian Orthodox Church, local and international authorities. In this context, the case of the village of Rudesh/Rudes (Istog/Istok) is reviewed. There, an overprotective approach to cultural heritage directly clashed with displaced person’s rights. As a result of the inclusion of a minority community (Kosovo Roma/Ashkali and Egyptians) destroyed quarter in the perimeter of a “Special Protective Zone” ongoing return initiatives were abandoned and displaced persons unjustifiably relocated.

Latvian Ethnography in Modern Clothing

Ethnography has long been one of the lasting fashion trends and it is a good foundation for the promotion of Latvian cultural heritage not only for foreign visitors but also for the Latvian population. Currently, one of the problems in the market is that mass products are available that are not interesting to consumers. Another problem is that designer clothes are mostly expensive and are unsuitable to be worn on a daily basis. The aim of this work is to create ethnographic, everyday clothes, based on ethnographic construction, correcting some defects that can prevent modern construction methodology. The present study has shown that it is possible to create a relevant, fashion trending clothes, while also promoting Latvian cultural heritage. Colors, patterns that are developed in different techniques, metal and woven details should be shown in clothing. This will not only boost patriotism among the Latvian population, but also developed the Latvian economy and create competition in the market. The study shows two examples of costume, where ethnographic construction were used and modified for requirements of modern clothing construction.

Implementing Mobile Virtual Exhibition to Increase Cultural Heritage Visibility

The paper presents an implementation of iOS mobile application designed as a virtual exhibition, which aims to increase the accessibility and visibility of physical objects that composite cultural heritage elements. Mobile technologies have seen a huge evolution in the last years and people are very attracted by smartphones, tablets and other mobile devices. These are iOS, Android and Windows Phone. iOS is an operating system for mobile devices developed by Apple and distributed exclusively for Apple devices: iPhone, iPad, iPod Touch and Apple TV. Interface control elements consist of user gestures such as swipe (touch smooth), tap (simple touch), pinch (two-finger touch).Android is an operating system for mobile devices based on the Linux kernel, developed by Google, with a direct manipulation based GUI designed primarily for mobile devices equipped with touch screen, such as smartphones and tablets. At the same time, it is used as the operating system for TVs, game consoles, navigation systems, digital cameras.The main advantage of the Android operating system is that it is an open, free platform, due to the fact that it is based on the Java programming language, which is also open. This is the reason why the app store run by Google, called Google Play Store, comprises a total of 1.2 million applications.Windows Phone is a mobile operating system developed by Microsoft. It is considered to be the successor to Windows Mobile, although the two versions are not compatible. Mobile applications for Windows Phone are developed using C# programming language and development environment Visual Studio. It is used, too, C++ or HTML5 along with JavaScript.What is new in Windows Phone is the user interface, called Modern, in the past being known as Metro. The first version of Windows Phone 7 was launched in 2010. Later was WP 7.5, WP 7.8, WP 8. Through digital exhibition is inferred that heritage items are not subject to any reconstruction process, the work of art being treated individually, possibly included in a way that treats the logical combination of materials, according to different criteria: subject, author, time, techniques.Cultural institutions rely increasingly exhibitions leaving the traditional parameters of space and time and IT technologies provided.
