Effectiveness of Technical Training Interns in Skills Application in Nyeri County, Kenya

Technical, industrial, vocational and entrepreneurship training Institutions (TIVET) are a key component to provide the required human resource to achieve Kenya’s Vision 2030. This study sought to find out the effectiveness of technical training interns in skills application in Nyeri County, Kenya. The study sought to establish the industrial supervisors’ attitude towards competence of technical training interns in the work-place. The study was guided by Context, Input, Process and Product (CIPP) Theory. The study adopted a descriptive survey research design with a target population was 10 Heads of Applied Sciences Department, 45 supervisors from the companies within Aberdare’s Region that offers a technical and practical based internship to interns from technical training institutions. The sample used in the study comprised of 73 respondents comprising of 10 HODs and eight supervisors’. Purposive sampling was used to select the HODs and Supervisors’ for the study. The questionnaire and the interview guide were piloted to test for reliability and validity. The reliability coefficient for the TIVET Heads of Department Questionnaire was 0.767. Inferential and descriptive statistics was applied to analyse data with aid of SPSS computer program. The study established a mean of 1.62 and standard deviation of 0.774 to the statement. The findings show that the supervisors’ thought the TIVET curriculum was theoretical to some extent. 25% and 37.5% indicated that they strongly disagreed and disagreed respectively to the statement that TIVET curriculum was in line with the current technology in the country. The study concludes that technical and vocational education is the core driver for countries the world over to achieve envisaged steps in economic and technological development. Ensuring that curriculum of TIVET education be more practical based will make this education effective. The authors recommend that the attachment period should be extended to enhance the interns’ effectiveness and application of knowledge through hands-on experience in real production work.

Using the Context, Input, Process and Product (CIPP) Model in the Evaluation of Training Programs

Evaluation of training program is made to establish the achievement of program objectives and to provide recommendations for program improvements. In this article, use of the CIPP (Context, Input, Process, and Product) evaluation model in training programs is discussed. It is an evaluation research, with a descriptive quantitative approach involving 16 training program participants as research subjects. The data collection techniques were based on questionnaires as the main instrument, with interview guides and observation guidelines as supporting instruments. The data analysis was made by comparing the scores obtained with the ideal score and multiplying by 100%; the results of these calculations were then grouped into a number of criteria that had been established. The results of the study indicate that the context dimension consisting of training objectives, training needs assessment, and state agency program organizers obtained a PE (Percentage of Effectiveness) score of 75.04%, placing it in the "fair" criterion. In the input dimension, consisting of participant description , instructor condition, infrastructure, training curriculum and instructional media, the PE score was 79.44% again in the "fair" criterion. In the process dimension, comprising lecture method, discussion method, demonstration method, question and answer method, practice method, field visiting method and evaluation of learning outcomes, the PE score obtained was 78.75%, which was also in the "fair" criterion. Finally, in the product dimension of knowledge aspect, attitude aspect and skill aspect, the PE score was 82.29%, in the “good" criterion. Based on the results of the dimension evaluation, the total PE score obtained was 78.88%, or overall in the "fair" criterion. It can be concluded that in general the execution of this training program was successful, so it is recommended that similar programs be conducted again, with some improvements.

The effectiveness of the material experience program national examination in vocational high schools

This study aims to determine the effectiveness of the deepening program of national exam materials of vocational students in Bantul District. This research is evaluation research with CPRP (Context, Input, Process, and Product) evaluation model from Stufflebeam using quantitative approach supported by qualitative. Data were collected using questionnaires, interviews, observations, and documentation. The results of the research are, first, the context is very useful, shown by organizational program organizers have been structured, and the program is very relevant to the needs of students; Second, the input is quite effective, the readiness of the students to follow the program and management has been well managed, the program plan is very effective, the program strategy is quite effective, and the learning media is very useful; Third, the process is quite effective indicated by the level of student participation in the implementation of the morning is lower than the daytime. Learning process according to program planning; Fourth, the product aspect is very effective with the benefits of the program.

Analisis Implementasi E-Bugdeting dengan Menggunakan Model CIPP pada Pemerintah Provinsi DKI Jakarta

This study aimed to analyse the effectiveness of e-Budgeting implementation in the Provincial Government of DKI Jakarta by using CIPP (Context, Input, Process, and Product) model from Stufflebeam (2003). The type of this research was a qualitative research using case-study approach. The data were collected using interviews and documentation studies. The results of this study revealed that the implementation of e-Budgeting in DKI Jakarta Provincial Government was feasible to proceed as it was proven to be effective when viewed from the four components of CIPP Model that is context which focuses on the success of achieving the initial goal of budget transparency and accountability. Furthermore, in terms of inputs, the use of facilities, infrastructure and human resources was adequate. Viewed from the process, e-Budgeting simplified and minimized errors in the process of preparing the work plan and budget (RKA). From the output (Product), it improved the quality of regional budget (APBD) in terms of conformity with the Regional Medium-Term Development Plan (RPJMD) document and the control management of budget that plays an active role.

EVALUASI PARADE OGOH-OGOH SEBAGAI PENDUKUNG PENGEMBANGAN PARIWISATA BUDAYA DI KOTA DENPASAR


 
 
 This article discusses the evaluation of ogoh-ogoh (giant effigies) parade based on three aspects, such as the implementation of ogoh-ogoh parade, the contribution of ogoh-ogoh parade to the development of cultural tourism in Denpasar and to provide recommendations for strategy implementation of ogoh-ogoh parade. This article used culture tourism and evaluation theory. The data presented in this article was collected through observations and complemented by interviews and other published sources with qualitative approach. The collected data analyzed by CIPP (Context, Input, Process and Product) evaluation model, expert judgment and qualitative descriptive. The result shows that ogoh-ogoh parade meet the criteria as an event that contributes as an effort to assert Denpasar as a cultural city. Ogoh-ogoh parade also contributes and supports Denpasar in developing cultural tourism. The implementation strategy of ogoh-ogoh parade can be done through competition and increasing promotion strategy. From this article it can be concluded that as one of the cultural events in Denpasar city ogoh-ogoh parade can support the development of cultural tourism in the city of Denpasar, although in its implementation it requires sustain improvement.
 
 

Challenges of Delivering HIV/AIDS Services to Migrant Patients in the Perspective of Hospital Management

Background: There has been a big challenge facing hospital management in dealing with migrant patients with HIV/AIDS as a result of insufficient health care workers and increased hospital budget. This study aims to analyse the current situation and to propose a management model on service delivery among HIV/AIDS migrant patients in a hospital setting. Methods: A qualitative research method was conducted at Samut Sakhon province using in-depth interviews and focus group discussions (FGDs) with 32 key informants from hospitals, provincial health offices, non-government organizations (NGOs) and health policymakers. The context, input, process and product (CIPP) framework was applied to analyse the current situation and the findings from the strengths, weaknesses, opportunities and threats (SWOT) analysis helped design a management model of HIV/AIDS care. Results: A HIV/AIDS management model was developed, consisting of key components in three levels: national enforcement of migrant registration, provincial migrant data centre and HIV/AIDS service integrated in community. This model would help administrators reduce financial burden and improve clinical outcomes. Conclusions: To enhance HIV/AIDS service delivery for migrant workers, data management and follow-up system on treatment continuation along with participation of multiple stakeholders including government, provincial health offices, public and private health care setting and international institutions are required.

Evaluasi Potensi Fisik Siswa Sebagai Hasil Belajar Pendidikan Jasmani, Olahraga dan Kesehatan (Studi pada SMP Sederajat di Kabupaten Jember)

This study was conducted to measure the student’s achievement in evaluation learning outcomes of physical education. There are five research questions that will be analyzed: (1) how did the teacher understand the learning objectives?, (2) how did the teacher make the learning objectives as the target of evaluation?, (3) how did the teacher’s evaluation has been linked with learning objec tives?, (4) how did the objectives which designed by the teacher has been effective to improve the student’s physical potential?, (5) how did the learning objectives have been achieved?. This study used descriptive qualitative method. The data were collected by using the model of evaluation CIPP (context, input, process, and product). The reasearcher did the observation in Junior high school of distric Jember and chose all student’s of class VIII which consist of 1210 student’s. The result of the study revealed that: (1) the teacher did not understand the objectives of learning physical education yet, (2) the teacher did not make the learning objectives as a target of evaluation, (3) the teacher’s evaluation did not linked with learning objectives, (4) the learning objectives designed by the teacher did not effective to improve the student’s potential physic, (5) the learning objectives did not achieving the student’s achievement. Based on the explanation above, it is concluded that vitality condition was 57.38% (healthy student) and 42.62% (unhealthy student).

Evaluation of E-Budgeting Implementation in Provincial Government of DKI Jakarta Using CIPP Model Approach

This research aims at analyzing the effectiveness of e-Budgeting implementation with the Provincial Administration of Special Capital Region of Jakarta using the CIPP (Context, Input, Process and Product) model of Stufflebeam (2003). This qualitative research employs a case study approach and collects the data through interview and documentation. The Informants of this research are the Local Government Budget Team (TAPD) of the Special Capital Region of Jakarta Province. The results of this research show that the e-Budgeting implementation with the Provincial Administration of Special Capital Region of Jakarta is worthy to be continued since it evidently runs effectively with regard to the four components of CIPP Model. With regard to Context, it focuses on successful achievement of initial purposes, which are budget transparency and accountability. The finding of context evaluation is a shift of users’ paradigm from old system to e-Budgeting. With regard to Input, it uses adequate facilities and infrastructures as well as human resources, and the results of input evaluation show that an improvement of network and server used is necessary. With regard to Process, it facilitates and minimizes error in RKA arrangement process. The results of process evaluation show that there is no legally applicable SOP in e-budgeting implementation stages. With regard to output (Product), it improves Local Budget quality in case of its appropriateness to RPJMD planning document, and active role of budget control management.

EVALUATING THE IMPLEMENTATION OF ACTION RESEARCH COURSE IN AN IN-SERVICE TEACHER TRAINING PROGRAM IN VIETNAM

The study investigated the effectiveness of Action Research Course, one of the five component courses of the in-service English teacher training program implemented by National Foreign Language 2020 Project in Vietnam. The primary purpose of the course is to help in-service teachers of English develop the ability to do action research in their teaching context. How effective the course is, what alternative strategies can be used for the implementation of the course, what problems prevent the course from meeting the need of the course’s participants, and what improvements should be made were examined in this study. The evaluation on the implementation of the Action Research applies Context, Input, Process and Product (CIPP) model, which is developed by Stuffflebeam to assess strengths and weaknesses of the course for accountability and improvement. A total of 30 in-service teachers of English were interviewed and course documents were reviewed to generate data. The method used for this research was qualitative descriptive, using CIPP (Context, Input, Process, and Product) evaluation model. Primary data was obtain through interviews and observation, and secondary data document study. The results showed that Program Context, Input and process were classified as high category, while outcomes as moderate categories. EVALUASI PEMBELAJARAN PENDIDIKAN AGAMA ISLAM DI SMA NEGERI 3 SURAKARTA JAWA TENGAH The Evaluation of the Islamic Education at SMA 3 Surakarta Central Java

Evaluation on curriculum has been conducted periodically and continuously in order to understand the implementation of curriculum based on the basis, function, and the goal of national education, and its suitability with the community development. This research is a part of evaluation process on the education which is suitable with curriculum 2013. This study focuses on the subject of Islamic teaching in State Senior High School 3 Surakarta. This is an evaluative research using an evaluation model called CIPP (Context, Input, Process, and Product) and a descriptive qualitative approach. Result of this study shows: (1) context evaluation shows that PAI teaching has applied scientific approach seen in RPP and practice of education process, (2) Input aspect is good as seen in the availability of standard documents either in school, PAI teacher, the availability of infrastructures, and the policy of head master. (3) Process evaluation is in accord with the standard process of curriculum 2013 in RPP elements. (4) Product aspect is seen in the implementation of authentic appraisal including behavior, attitude, knowledge and skills assessment.

Student Based Curriculum Evaluation: A Case Study of “Contemporary World History and History of Science”

This study provides an important contribution to the literature by attempting a more systematic curriculum evaluation based on Stufflebeam’s Context, Input, Process and Product (CIPP) curriculum evaluation framework, it provides the first attempt at a systematic evaluation of the effectiveness, sustainability and impact of of a recently introduced elective course titled Turkey in Contemporary World History curriculum in North Cyprus. The study developed a scale, based on the (CIPP) evaluation framework, and its reliability and validity were tested based on the Kaiser-Meyer-Olkin and Bartlett Sphericity tests which indicated that the scale was available for factor analysis. Accordingly, primary data for the study was generated through a sample survey of 399 students in North Cyprus. Preliminary results and analysis reveal that, the objectives, contents, teaching-learning process and textbook for the TCWH course were not effective. The study concludes with some recommendations to enhance the effectiveness and impact of the course.

EVALUATION OF SOUTH SULAWESI ON STUDENT DEVELOPMENT AND TRAINING PROGRAM

AbstracThe purpose of this study is to provide reports on the advantages, weaknesses and recommendations related to the program to become better at PPLP in South Sulawesi in terms of context, input, process and product (CIPP) with qualitative and quantitative research approach. The instrument of this research is observation, documentation and questionnaire arranged to collect quantitative data, while interview guidance instrument is arranged to collect qualitative data. The data collected from the elements of trainers, athletes, and administrators were analyzed quantitatively descriptive percentage using microsoft excell and qualitative data analysis triangulation. The result of South Sulawesi PPLP evaluation is statistically from context variable, input, process, product as a whole has been done well with 70.30% percentage. The evaluation of context variables shows excellent results with a 90% percentage. The input evaluation showed good results with the percentage of 61.40%. The results of the evaluation process showed good results with a percentage of 77.46%. Attitude Of Teachers Towards Use Of English Language As A Medium Of Instruction In Secondary Schools In Republic Of Tanzania: A Pragmatic Perspective Of Community Secondary Schools In Arusha District

The purpose of this study was to establish the attitude of teachers towards the use of English as a language of instruction in Community Secondary Schools in Arusha District Tanzania. Despite the government initiatives, the achievement in Certificate of Secondary School Education Examination (CSEE) has been declining especially in the community secondary schools. The study attempted to answer the research question, what is the attitude of teachers towards the use of English as a language of instruction in Community Secondary Schools in Arusha District Tanzania? The study was conducted using descriptive survey in 26 Community Secondary Schools in Arusha Region Tanzania. Data was collected from 257 teachers selected randomly, 26 heads of schools and 1 District Education Officer purposely selected. Context, Input, Process and Product (CIPP) Model by Stufflebeam guided the study. Data collection was done through questionnaire and interviews. Descriptive statistics in terms of frequencies, mean scores, percentages and standard deviations were used to analyze quantitative data. Qualitative data was organized into themes as emerging from the field. The study established that limited competence in English as medium of instruction is a determinant in low academic achievement among students in Community Secondary Schools in Arusha District Tanzania. In order to increase students’ achievement, it is recommended that the Government of Tanzania should re-orientate its language policy in schools to enhance English competency among learners in secondary schools.

Evaluasi Program Mahasiswa Wirausaha (PMW) di Universitas Negeri Jakarta

This research aims to give a description and information about EntrepreneurStudent Program (PMW) that has been held at Jakarta State University. This evaluationresearch uses Context, Input, Process and Product (CIPP) model with evaluativeapproach and descriptive method. Data were collected through observations, interviews,questionnaire, documentation study that have been done in Jakarta State University. Theresult of research shows Entrepreneur Student Program has been well done and met theevaluation criteria; 1) evaluation result in program background, goal and need analysishas met the evaluation criteria and shows good in category but legal basis of the programmanagement team should be made, 2) evaluation result in program human resources,objective and infrastructure of program has met the evaluation criteria but clearorganizational structure should be made and human resources who are committed andcompetent in program implementation, 3) evaluation result in program preparation,provision, business run, monitoring and evaluation has met the evaluation criteria but theprogram management team need to monitor the performance of mentor and monitoringand evaluation team so that goal of monitoring and evaluation be achieved with goodimplementation, 4) evaluation result in program result and report has met the evaluationcriteria but concrete efforts should be made to encourage the formation of organizationsthat specifically manages entrepreneurship program.

The Evaluation of Project-Based Learning at the Mechanical Engineering Department, Polytechnic Malaysia: A Prosess Dimension Assessment

The purpose of the study was to evaluate the effectiveness of Project-Based Learning in the Mechanical Engineering Department at the Polytechnic in Malaysia. This study was designed with Context, Input, Process and Product (CIPP) model. Project-Based Learning is a different approach than the traditional learning in the sense that it is a student-centered learning approach based on the principles of constructivism. This study involved a random sample of 118 students and 43 supervisors in the Mechanical Engineering Department in Polytechnic Kota Bharu Malaysia. The instrument used in this study were a set of questionnaire. In terms of finding ideas, both students and supervisors agreed that students were encouraged to assess the real problem by their supervisors. However, the supervisors were uncertain whether the students went to the library to get the ideas for their project. In addition, the supervisors were barely agreed about the creativity of the students in finding the project ideas. However, students and their supervisors believed that critical thinking and creativity were needed in the Project-Based Learning. The respondents also believed that e-SOLMS helped the students to work in group to complete the project.

The Evaluation of Industrial Based Learning Program to Improve Vocational Student Skills Competency

This study was conducted based on the refinement or improvement of vocational secondary education to anticipate the future needs and challenges to be continuous alignment with the needs’ development of the business world of work, the development of science, technology, art and culture. The result of field observation syndicate that the majority of graduates of vocational schools (SMK) cannot be absorbed in the job, since the competent cites they have do not fulfill the demands of the working world yet. Problem formulation of this researches "What industrial-based learning that can improve the competence of women's fashion of vocational student sat dressmaking program? The research applies the evaluation research with the approach of model program evaluation CIPP (context, input, process, and product). The population is all classes of X1 vocational schools in the City and County of Bandung, while the sample is the three vocational schools that apply the 2013 curriculum which covers a fashion industry. Results of the study are: 1.The contexts of industrial-based learning programs that exist at the time being are in accordance with the competency skills women's clothing needed by the industry. 2. The existing industry-based learning programs is appropriate. It is based on the data: a. The students’ condition: background, motivations, and plans after graduation, b. The teachers’ condition: the educational background and learning experience, and .c. Industrial needs. The entire programs which have been developed 90% are in accordance with the needs of industry, d. Facility: there are still about 10-20%, which are not fulfilled yet. 3. The process consists of three parts, namely: planning, implementation and evaluation. The effectiveness of the learning plan already match the views of the suitability of the formulation KI2, KI3, KI4, with the basic competencies, indicators and goals. The Implementation learning category is very appropriate, since it was applying the method, the media, the type of assessment and learning environment in accordance with the purpose of learning that is able to apply factual knowledge, conceptual and procedural. The evaluation of learning activities in schools are already using authentic assessment. 4. The product. Based on the previous evaluation context, input and process, there are component of the industrial-based learning program that has been running quite effective, but there are also some that have not been effective, yet. The conclusions of research are: Industrial-based learning program evaluation through the model CIPP (context, input, process, and product) is accomplished quit optimal, thus recommends that the program should not be stopped, but it requires modification of the model on the program before continuing.
