Analysis Value Engineering at Work Apartment Building Wall

It was Optimizing resources to analyze cost efficiency in implementing construction projects. One method that can be used for resource optimization is value engineering (VE). Value engineering (VE) as a management technique to determine the efficiency between the cost and performance of a product or project and stay on appearance, quality and maintenance. Then value engineering is applied to the construction of apartment buildings to get cost efficiencies from the initial budget planning. This study aims to determine the effectiveness of value engineering in the construction of apartment buildings, especially in-wall installations. The VE method consists of five stages: Information stage, the creativity stage, the analysis stage, the development stage, and the presentation stage. Information stage, data collection in the form of cost planning, detail engineering design, work plan and terms. Based on the data obtained, the total contract value for the apartment building is Rp. 87,328,000,000. wall installation as one of the highest cost contributors. There are two alternative recommendations, namely sandwich panel walls and precast walls. The analysis found that the sandwich panel wall has the most efficient value, namely the total RAB value of 2.5% from the initial plan.

Improving productivity is essential for securing a company's competitiveness and sustainable growth.
 However, research on the productivity of apartment complexes is insufficient to date. The purpose of this study was to study major factors and measures affecting construction productivity as part of basic efforts to improve productivity in the apartment construction process. Through this, the purpose was to reveal the impact of productivity on the performance of apartment construction projects and to find effective management measures to contribute to improving the efficiency and quality of the construction industry.
 For the empirical analysis of the study, statistical analysis was performed using data collected from 130 actual apartment complex construction projects. The analysis results show that the role of work factors in the apartment building construction stage has a positive effect on customer participation and relative performance, and that sales per person in terms of construction management personnel and human resources management appear to have a positive effect on performance The purpose of this study theoretically demonstrates the importance of maintaining appropriate productivity, and practically shows that customer satisfaction and financial performance must be achieved simultaneously by maintaining efficient productivity during the project execution stage.

Impacts of building defects on the health and wellbeing of apartment residents: a scoping review

ABSTRACT While recent high-profile incidents have highlighted the impacts of building defects, there remains a dearth of comprehensive research that examines the full spectrum of health risks encountered by residents living in apartments affected by these defects. In this paper, an interdisciplinary perspective provides a comprehensive and structured synthesis of the literature on the varied impacts of lifecycle construction quality characteristics and defects on the health and wellbeing of apartment residents, including classification of methodological approaches. Twenty-seven peer reviewed articles published from 2010 onwards were selected and analysed through a systematic process from eight major online databases. Our findings synthesize the impacts of construction defects on three aspects of health: (1) physical health; (2) mental health; and (3) the general wellbeing of occupants. For each aspect, we also identify the associated defects. This paper highlights significant knowledge gaps in relation to methodologies, cohorts sampled, and the wider health impacts of certain defects. In relation to policy and practice, we discuss the need for a broader, interdisciplinary understanding of the extent of apartment building construction issues, and thus for a more holistic exploration of the impacts on health of these issues.

Analysis and Improvement of the Fire Incidents in Apartment Houses

In recent years, rapid urbanization and overcrowding have led to the construction of apartment buildings as a means of optimizing land utilization and providing residential facilities. However, among the firefighting facilities installed in these apartments, there is often a lack of automatic sprinklers or fire extinguishing devices in kitchens, particularly in older buildings. This absence of firefighting equipment makes it challenging to extinguish or control fires in their initial stages. To effectively reduce the occurrence of fires in apartment buildings, this study analyzed apartment fire incidents from 2015 to 2021 using the National Fire Data System of the National Fire Service. The analysis revealed that out of a total of 33,807 fires in multi-unit dwellings, 20,236 (59.9%) occurred in apartments. Consequently, there is a need for institutional improvements, as well as increased safety awareness among residents living in apartments and proactive engagement from facility managers.

What are the energy and greenhouse gas benefits of repurposing non-residential buildings into apartments?

This study examines the potential strategies for reducing embodied energy and greenhouse gas emissions through adaptive reuse of non-residential buildings for residential purposes, as compared to new construction of apartment buildings. Such an approach can address housing crises in urban areas with an abundance of underutilized non-residential buildings, promoting sustainable housing growth. A comprehensive assessment of repurposing in California reveals approximately 510 million m² of floor space across 230,000 non-residential buildings in the current building stock. The potential reduction in embodied energy and CO2eq emissions ranges from 0.14 to 1.4 billion GJ and 5.0–70 million metric tons for the state, respectively, contingent upon the percentage of repurposed floor space (10–100%) and adaptive reuse scenario (retaining structural components and façade or solely the structure). A repurposed building avoids about 56% of embodied energy, 34-48% of CO2 eq emissions, and 72% of materials by mass compared to building a new apartment building. However, various technical, financial, and regulatory challenges may hinder emissions reductions, necessitating proactive policy measures. Cities can potentially expedite the process by streamlining approvals for mixed-use adaptive reuse projects involving both commercial and residential spaces.

Legality of reducing the regulatory provision of apartment buildings with parking spaces as a subject of prosecutor’s supervision

The article considers the role of the prosecutors office in ensuring the legality of decisions of authorized authorities that allow interested parties (in particular, developers) to reduce the number of equipped parking spaces during the construction of apartment buildings in relation to the regulatory parameter provided for by the urban planning regulations of the territorial zone in which the developed area is located. The issue of lack of free parking spaces has always been one of the urgent problems of any metropolis. In this regard, the proper implementation of the law when issuing permits for deviations from the maximum parameters of permitted construction requires special attention from the prosecutors office. The article substantiates that these permits, despite the lack of clarity of legal regulation, cannot be accepted solely on the basis of the discretion of the authorized body, without establishing legal conditions. Sometimes compliance with the public procedure for discussing the issue of granting an appropriate permit is mistakenly considered as a sufficient basis for issuing it. Therefore, when checking the implementation of the law, the prosecution authorities should not be limited only to studying documents confirming compliance with the procedural regulations for the actions of the authorized body, but also evaluate the actions of the supervised person in terms of the completeness of the study by him of the presence of special characteristics of the land plot that do not allow fulfilling the regulatory parameter as required the number of parking spaces.

Criminal-legal guarantees for participants of share construction: problems and prospects

The aim of the article is to investigate the optimal criminal law guarantees for citizens investing in the construction of apartment buildings and other real estate. The goal set by the authors is achieved by analyzing the current criminal legislation of Azerbaijan and Russia. During the study the authors used a systemic and structural-functional methods of scientific knowledge, the method of interpretation of legal norms and logical method. Various criminal law instruments providing guarantees to investors in the construction of apartment buildings were considered. The authors concluded on the need to introduce criminal liability for the involvement of funds of citizens in violation of the legislation on participation in shared construction of apartment buildings and (or) other real estate. In formulating the disposition of the norm necessary to consider the shortcomings of the Russian legislation and law enforcement practice relating to this issue.

Crime in the field of housing construction through the prism of legislative reform

The author analyzes the trends of crime in the field of housing construction, focusing on such an aspect as the high adaptability of developers to the next measures taken at the state level to stabilize the housing market, protect the rights and legitimate interests of participants in shared-equity construction. The author comes to the conclusion that neither the adoption of the Federal Law of December 30, 2004 No. 214-FZ “On participation in the shared construction of apartment buildings and other real estate objects and on amendments to certain legislative acts of the Russian Federation”, neither the subsequent addition of such a significant novelty as the escrow account regime, nor the introduction of special restrictive measures of a regional nature, contributed to minimizing illegal acts in this area. Developers continue to undertake methods and techniques of concealing true intentions, which, in general, are expressed in creating the appearance of legitimate entrepreneurial or other activities not prohibited by law, in combination with: a) the production and use of forged title or other documents (for example, documents confirming the rights to a plot of land for construction); b) the commission of fictitious transactions (creating the appearance of acquiring apartments through escrow accounts; transit resale of land); c) using front persons or organizations as fictitious intermediaries. In this regard, the author suggests recommendations to improve the effectiveness of the investigation in terms of identifying elements of fictitious activity as techniques for concealing illegal acts.

Совершенствование инвестиционного механизма проектного финансирования строительства многоквартирных домов

The article presents analysis of the investment support of the primary residential real estate market, which identifies the features of project financing for the construction of apartment buildings in modern conditions. Analysis of the reproduction of the housing stock in the Astrakhan region was carried out on the basis of statistical data. There was pointed out a decline in the commissioning of housing, a negligible increase in the volume of housing stock in the region along with increasing figures of housing provision. The methods of calculating the housing affordability coefficient were analyzed, their shortcomings were noted and proposals were prepared for adjusting the factors considered in the calculations. The practice of the primary residential real estate market functioning has been investigated and the influence of factors and conditions on the housing price has been defined. Based on the analysis of the investment and organizational mechanism of project financing of housing construction using escrow accounts, the problems and bottlenecks were identified, methods for solving these problems were developed: a scheme for choosing design solutions and a mechanism for step-by-step disclosure of escrow accounts. Recommendations are proposed to increase the investment attractiveness of the projects including the developer’s choice of the optimal financing strategy and sales strategy, the formation of the object image before the start of sales, a rational combination of design solutions, a reduction in the number of storeys in block of flats to increase the comfort of the urban environment and a favorable impact on purchasing power.

Analisis Faktor Penyebab Keterlambatan Pelaksanaan Proyek Pembangunan Gedung Apartemen 31 Sudirman Suites Makassar

Problems occur in construction projects that arise from inconsistencies in plans that have been made with actual facts, so that the impact that often occurs is a matter of project implementation time. The construction project of the 31 Sudirman Suites Apartment Building, located in the city of Makassar, South Sulawesi, will be underway starting March 24, 2020 and the contract completion plan is July 2021 with an initial schedule of 16 months. In the process of structural work has occurred, the project (project schedule delay) is approximately 10 months drawn from July 2020 to April 2021, where the final condition at the review stage of the S-curve data is known that the planned development (planned progress) is 82.695% of the actual progress (actual progress) of 47.449% so there was a project incidence of 35.246%, namely the difference between the actual / realization time schedule and the initial plan. This study aims to determine the factors causing the implementation of the 31 Sudirman Suites Makassar Apartment building project. The method used in this research is by means of a questionnaire to the relevant agencies as many as 20 responsibilities. Data analysis used descriptive statistics, validation and reliability tests, Relative Rank Index (RRI). From the research results, the dominant factor that caused the implementation of the 31 Sudirman Suites Apartment Building construction project was unexpected events (force majeure), such as the corona virus pandemic (COVID 19) with an RRI value of 0.892.

Predicting financial losses due to apartment construction accidents utilizing deep learning techniques

This study aims to generate a deep learning algorithm-based model for quantitative prediction of financial losses due to accidents occurring at apartment construction sites. Recently, the construction of apartment buildings is rapidly increasing to solve housing shortage caused by increasing urban density. However, high-rise and large-scale construction projects are increasing the frequency and severity of accidents occurring inside and outside of construction sites, leading to increases of financial losses. In particular, the increase in severe weather and the surge in abnormal weather events due to climate change are aggravating the risk of financial losses associated with accidents occurring at construction sites. Therefore, for sustainable and efficient management of construction projects, a loss prediction model that prevents and reduces the risk of financial loss is essential. This study collected and analyzed insurance claim payout data from a main insurance company in South Korea regarding accidents occurring inside and outside of construction sites. Deep learning algorithms were applied to develop predictive models reflecting scientific and recent technologies. Results and framework of this study provide critical guidance on financial loss management necessary for sustainable and efficacious construction project management. They can be used as a reference for various other construction project management studies.

ANALISIS CONTRACT CHANGE ORDER PADA PELAKSANAAN PROYEK APARTEMEN ALTON SEMARANG

A contract change order (CCO) is a job change activity in a construction project that is carried out during the work implementation period. This study aims to determine the factors that cause contract change orders, analyze the impact given if there is a contract change order and analyze what strategies must be done to resolve the occurrence of contract change orders in the implementation of the Alton Apartment building construction project located in the city of Semarang. The data collected in this study used a semi-structured interview method with competent sources in their field, while the sources for data collection were construction management consultants (MK), contractors & owners. The Strength, Weakness, Opportunity, Threats (SWOT) analysis method is used to determine the right strategy to deal with CCO activities. The conclusion of the study, CCO was caused by an imperfect design that resulted in the achievement of time and costs not being on target, the strategy was obtained by accelerating work, controlling each work and project cashflow and referring back to the wholesale contract that was mutually agreed upon in the event of a dispute.

Application of Project Financing Mechanism for Housing Construction for the Purposes of Improving the Quality of Life in Russian Regions

Housing conditions and the possibility to improve them are one of the main indicators of the standard of living of the country’s population. State methods of regulation in this sphere must contribute to minimize the risks of citizens and ensure their safe investment in the purchase of housing under construction. For these purposes the mechanism of project financing — the system of financing the construction of apartment buildings through escrow accounts was developed and introduced.The subject of the article is an analysis of the introduction of escrow accounts in relation to Russian regions. The statistics presented by the financial development institution in the housing sector Dom.rf allows to detect a positive dynamics of citizens’ trust in development companies, which finally is reflected in a significant improvement of the quality of life of Russians. Thus, with the growth of citizens’ trust in contractors — developers of apartment buildings, their interest in buying better quality housing grows. Besides, the mechanisms of project financing weed out unfair builders, leaving only reliable developers on the market, which raises the qualitative characteristics of new projects and gives extra stability to the market.

Экосистема жилого квартала: проблемы, перспективы развития

Introduction. The problem of antagonistic contradiction between human life and the environment has been turning global along with the development of urbanization, breakthrough growth of the energy and technological potency of cities, leading to an increase in the consumption of natural resources and an impact on the biosphere. All over the world and in Russia, scientists are searching for environmentally friendly technologies for urban planning, housing and utilities sectors. However, the problem of analyzing and forecasting the state of ecosystems in residential areas and their influence on man and the environment remains unresolved and needs to be solved in many settlements. Materials and methods. The article analyzes the legal and regulatory documentation on design and construction, urban planning solutions for residential areas, architectural and structural solutions for apartment buildings, statistical and analytical reports on housing construction in Russia, presented on the Internet. Results. The proposed subjects for discussion include two concepts of the term “ecosystem”, results of the analysis of indicators of housing construction in Russia, indices of the quality of the urban environment in settlements, and a factor model used to assess the ecosystem of a residential area. A lifecycle model of a residential area, that represents a complex system, composed of capital construction facilities, linear facilities, landscaping and gardening, and waste management, is used as the basis for the generalization of well-known approaches, developed from the standpoint of the system analysis. Properties of interaction between facilities, on the one hand, facilities and the environment, on the other hand, are taken into account. Conclusions. Now residential housing is constructed faster, and urban areas, occupied by residential buildings, grow accordingly in the settlements of the Russian Federation willing to provide their population with high-quality housing. Mass construction of apartment buildings continues to be the main focus of the country’s urban development. Urban planning activities, aimed at the development and maintenance of residential areas, need all the more attention. It is important to use the biosphere approach, supported by the regulatory and technical framework of construction and operation of facilities and the urban planning environment, to solve the problem of nature conservation and human health maintenance.

Research of the problems of project financing of construction of residential real estate using the escrow account mechanism

The article shows the current situation in the real estate market. The publication considers the main problems of financing investment and construction projects, as well as the use of the escrow account mechanism. The study also proposes the main ways to solve the existing issues. The main focus of the research paper is on the lack of explanations regarding the ability of banks to dispose of money in escrow accounts, credit conditions, as well as the growth in real estate prices when developers switch to a new mechanism of settlement with shareholders. In addition, the authors analysed the pricing policy of developers before and after amendments to Federal Law No. 214-FZ, dated on December 30, 2004 “On Participation in Shared-Equity Construction of Apartment Buildings and Other Real Estate Objects and on Amendments to Certain Legislative Acts of the Russian Federation”. The study presents the possible consequences of introducing amendments to the law, switching to escrow accounts.

Compliance Status of Building Bylaws and Codes in High-rise Apartment Buildings of Nepal

Purpose: The implementation and compliance of building bylaws and building codes in apartment buildings in Nepal are always questionable. Thus, the overall objective of the study was to assess the building bylaws and building code compliance in apartment buildings. Design/Methodology/Approach: Data were collected by field observation of selected thirteen apartments and questionnaire survey after extensive literature review. It is analyzed based on the standard of codes and bylaws and effect during the earthquake and presented using charts, tables, and graphs. Findings/Result: Though the provisions of bylaws i.e., greenery open space have not complied in four apartments and setback criteria have not complied in two apartments, all other provisions of bylaws have fully complied with in all thirteen apartments selected for the study. Likewise, most of the provisions of the Nepal National Building Code have fully complied in all thirteen apartments selected for the study. However, the RCC bands in masonry infill walls were not provided in all the thirteen selected apartments. The study revealed that the structural members in most of the apartments during the Gorkha earthquake 2015 were damaged minor to moderate only. But the nonstructural infill walls in most of the apartments were damaged moderately to severely. The main reason for severe to moderate damage on nonstructural infill walls of apartments was due to the RCC bands and vertical reinforcement not provided in the nonstructural walls. So, the RCC bands shall be provided in masonry infill walls and also the nonstructural masonry infill walls should be replaced in apartment buildings with lightweight, prefabricated materials to avoid damage in masonry infill walls. Similarly, the designer and developer himself should be made fully responsible and accountable for full compliance of building code and building Bylaws. Rewards and punishment systems should be introduced with the level of compliance with the provisions of codes and bylaws. Thus, the study revealed that the apartment building construction is a formal housing process regulated by the government of Nepal in the overall process of approval, supervision, and monitoring. The High-rise apartment buildings in Kathmandu valley are safe enough from earthquake, fire, and other natural disasters since the compliance with building codes and bylaws is satisfactory. Also, there is no option to go for High-rise Apartment buildings in the cities like Kathmandu where the land is very limited. Originality/Value: It is empirical research to signify the compliance and contribution of building codes and bylaws Paper Type: Ex-post facto project management research.

Development of civil engineering financing forms and their influence on the development’s economy

The purpose of this work is to study the influence of financing housing construction methods on the financial and economic characteristics of projects for apartment buildings construction (AB) and on price level of the primary Residential Real Estate Market. The methodological foundations of the research work are the rules for financing housing construction and other standards in this area, tax standards, rules for developing construction schedules, methods for assessing the investments effectiveness. Theoretical foundations of work are the work of leading scientists in the field of real estate development, provisions on the rules of pricing in the primary Real Estate Market, provisions of the finance and entrepreneurship theories. Information bases of work are market information on the primary Real Estate Market state (Novosibirsk) and the estimated cost of apartment buildings. The evolution of financing housing construction methods in the Russian Federation is described. Two modern methods are considered: financing with the use of agreements for participation in shared construction and financing, using real estate purchase and sale agreements (PSA). On the example of an apartment building, created in the city of Novosibirsk, calculations were made of the project implementation results for the AB construction, using both funding methods: (PAShC and PSA). The contradictions of the indicators describing these results are shown and explained (using PSA, the profit is higher; however, the internal rate is higher, using PAShC). The assessment of the initiative implementation consequences to ban PAShC is given.
