Regulation on Occupational Safety and Health Standards obligates the installation of scaffolding as a measure to prevent risks from falling. On the other hand, in some cases, the high-level rope work performed by maintaining the body of a worker with a rope is unavoidable in places where it is difficult to install a scaffolding.
However, in high-level rope work, there is a constant stream of accidents, especially exterior wall work, that occur when the rope to maintain the body is loosened, the safety belt is not used, the rope is broken, or during preparatory work for high-level rope work.
Therefore, it is necessary to strengthen safety measures by preparing a new high-level anti-risk regulation in Regulation on Occupational Safety and Health Standards.
Specifically, in addition to basic safety measures such as the installation of lifelines, the use of rope without damage or deformation with sufficient strength, the connection to solid supports, the implementation of measures to prevent loops from being cut, the use of safety pads, and the preparation of work plans based on them, it is necessary to impose an obligation to ensure safety through the implementation of safety measures, such as the designation of work leaders, pre-work inspections, special safety training and risk assessments.
In addition, it is necessary to target special safety training for workers engaged in high-level rope work.
