In July 2011, the UN General Assembly adopted a resolution calling on UN member states to assess the happiness of their people and use it as a reference point in state policy. The head of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matvienko, noted in 2016 in Abu Dhabi that "the Ministry of happiness would be very useful for Russia," and in October 2020, the Governor of the Kamchatka Territory, Vladimir Solodov, stated that "It is really important to me that in my position I can make hundreds of thousands of people a little happier every day. I am currently carrying out a reform of the authorities of the Kamchatka Territory, and we have decided to create a ministry of happiness. Officially, its full name is the Ministry of Social Welfare and Family Policy, but in short it is about happiness." Despite this, to date, no executive authority has been created for the mention of "happiness" on the territory of the Russian Federation. In the commercial sector, employee happiness increases productivity, increases company loyalty, and reduces workplace stress. With the average person spending 90,000 hours at work in their lifetime, happiness in the world of work is more important than ever. The secret to building a successful company is to put the happiness and happiness of your team above profit. The more a company doesn't focus on profit, and the more employees focus on being happy in their workplace, the more results the company will achieve. Most often, such companies are highly profitable. But in Russia, only a few organizations, mainly with the participation of foreign capital, such as Disney, Unilever, and Yandex, have already implemented happy users, the pursuit of happiness, and happy stories in their missions. In the author's opinion, it would be interesting to modernize the Pyramid of needs of A. Maslow, adding the next level of "Happiness" to its top. This will speed up the implementation of happiness in the missions, strategies and personnel policies of Russian organizations.
