Research on the Institutional Mechanism of Promoting Beijing-Tianjin-Hebei Collaborative Innovation

Beijing-Tianjin-Hebei collaborative innovation is an advanced stage of Beijing-Tianjin-Hebei collaborative development, and is an important manifestation and core force of regional collaborative development in the new era. Under the new situation, with the deepening of the national innovation-driven development strategy, promoting the formation of a collaborative innovation community and building a collaborative innovation mechanism have become the key initiatives to promote the high-quality collaborative development of Beijing-TianjinHebei in the new era. This paper firstly discusses the status quo, development significance and problems of Beijing-Tianjin-Hebei collaborative innovation, clarifies the top-level logical structure of Beijing-Tianjin-Hebei collaborative innovation mechanism, so as to further clarify the goal, structure and operation mechanism of constructing Beijing-Tianjin-Hebei collaborative innovation community,and puts forward the corresponding policy suggestions to optimize the development path of promoting Beijing-Tianjin-Hebei collaborative innovation, so as to provide a reference for further enhancing the level of collaborative innovation in Beijing-Tianjin-Hebei and pushing the development of collaborative innovation to a higher level. The development of collaborative innovation in Beijing-Tianjin-Hebei will be pushed to a higher level and achieve common prosperity.

Game-theoretical study of military–civilian collaborative innovation in the context of four-party participation

PurposeIn the context of constructing an integrated national strategic system, collaborative innovation among enterprises is the current social focus. Therefore, in order to find the interest relationship between multiple game subjects, to explore the influencing factors of collaborative innovation of civil-military integration enterprises. This paper constructs a collaborative innovation mechanism for military–civilian integration involving four game subjects (military enterprises, private enterprises, local governments, and science and technology intermediaries). It aims to solve and reveal the evolutionary game relationship among the four parties.Design/methodology/approachTo explore the mechanism of military–civilian collaborative innovation involving four players, this study employs game theory and constructs an evolutionary game model for collaborative innovation with the participation of military enterprises, civilian enterprises, local governments, and technology intermediaries. The model reveals the evolutionary game patterns among these four entities, analyzes the impact of various parameters on the evolutionary process of the game system, and numerical simulation is used to show these changes more specifically.FindingsThe research findings demonstrate that active government subsidies promote cooperation throughout the system. Moreover, increasing the input-output ratio of research and development (R&D), the rate of technological spillovers, and the R&D investment of civilian enterprises all facilitate the tendency toward cooperation within the system. However, when the government chooses to actively provide subsidies, increasing R&D investment in military enterprises may hinder the tendency toward cooperation. Furthermore, central transfer payments, government punishment from the central government, and an increase in the information conversion rate of technology intermediaries may suppress the rate of cooperation within the system.Originality/valueMost of the previous studies on the collaborative innovation of military–civilian integration have been tripartite game models between military enterprises, private enterprises, and local governments. In contrast, this study adds science and technology intermediaries on this basis, reveals the evolution mechanism of collaborative innovation of civil-military integration enterprises from the perspective of four-party participation, and analyzes the factors influencing the cooperation of the whole system. The conclusion of this study not only enriches the collaborative innovation evolution mechanism of military–civilian integration enterprises from the perspective of multiple agents but also provides practical guidance for the innovation-driven development of military–civilian integration enterprises.

Collaborative Innovation Factor Analysis Based on Grounded Theory - A Case Study of the New Energy Vehicle Industry

The new energy vehicle industry is one of the emerging strategic industries, and innovation is crucial for the survival and healthy development of new energy vehicle enterprises. Currently, factors such as internal enterprise innovation, collaboration between upstream and downstream companies, government support, environmental regulations, and changes in market demand affect the collaborative innovation in the new energy vehicle industry. This article, based on grounded theory, aims to clarify the elements and interrelationships of collaborative innovation in the new energy vehicle industry and construct a collaborative innovation mechanism model. Using the three-stage coding of grounded theory, four main categories are identified: enterprise innovation and management, competition and cooperation in the industry chain, knowledge creation and technology sharing, and external environment. These four main categories constitute the foundation, key, core, and support of collaborative innovation in the new energy vehicle industry. The interactions between and within the main categories are analyzed, elucidating the innovation process of "communication-coordination-cooperation-collaboration" and the mechanism of transitioning from disorder to order in collaborative innovation in the new energy vehicle industry.

Improving success probability of innovation through multi-agent collaboration: a differential game model

ABSTRACT New product or technology innovation is always facing many uncontrollable factors, which lead to the uncertainty of the success probability of an innovation project and its developing time. Multi-agent collaboration is an effective way to improve the success probability and reduce the developing time of an innovation project. In this paper, we employ the knowledge sharing model and the success probability model to formulate a differential game for the multi-agent collaborative innovation (MACI) mechanism under uncertainty. Firstly, the equilibrium policy for each agent is obtained by applying the optimal control theory. Secondly, we observe that the derived equilibrium policy can not only effectively reduce the developing time of the innovation procedure, but also improve the success probability of the innovation project. Thirdly, we show that the optimal profit allocation contract for the collaborative mechanism can be obtained by solving a linear programming problem. Finally, this paper investigates how governments’ subsidy policies affect the equilibrium of the collaborative mechanism. Numerical experiments are conducted to test the performance of different collaborative innovation mechanisms. This proposed model and its derived managerial insights provide new theoretical guidance for establishing and implementing the multi-agent collaborative mechanism of new product or technology innovations under uncertain environments.

Industry–University–Research Collaborative Innovation Mechanism in China: A Review

The main aim of this study is to analyze articles and trends relating to the industry-university-research (IUR) collaborative innovation mechanism in China; as well as determine key authors and journals focusing on this area; in addition to performing a cluster analysis of related authors and journals; analyze prominent research themes; and also understand the evolution of associated research hotspots. Based on a review of 451 articles linked to research on the IUR collaborative innovation mechanism in China that was obtained from the China National Knowledge Infrastructure (CNKI) database, this paper used the COOC software to analyze the co-occurrence of keywords, while the VOSviewer software was used to visualize the results of the ensuing text analysis. The results show that the research is divided into three phases as follows: the start-up phase (which is from 2007–2011), the high-speed development phase (which is from 2012-2014), and the slow development phase (which is from 2015–2022). Moreover, university and innovation-driven research, higher vocational colleges and industry-university-research-use, as well as innovation and IUR collaborative innovation research, and the evolutionary game and government-industry-university-research were the four main research themes that were identified in the CNKI database. Thus, this evolutionary trend divulges three main clues i.e., research theory, research subjects, and research methods.

Decentralized multi-agent collaborative innovation platform for new energy vehicle core technology breakthrough with digital empowerment: From the perspective of prospect theory

Under the background of digital economy and energy crisis, based on the theory of digital empowerment and prospect theory, aiming at the problems of inefficient collaborative innovation mode, long principal-agent chain, imperfect collaborative innovation mechanism and insufficient digital collaborative innovation degree of the core technology of new energy vehicles, this study constructs a decentralized multi-agent collaborative tripartite evolutionary game model with the participation of government building platform, new energy enterprises and academic research institutions, analyzes the evolution law and key factors, and finally compares the examples of the United States, China and European countries. Results show that: (1) Government subsidies should meet the sum of the strategic income difference and the credibility income is greater than the subsidies to enterprises and research institutions; (2) The subsidy structure and innovation performance show an inverted U-shaped structure. The management mechanism of platform should be optimized; (3) Government should improve the threshold for innovators to enter the decentralized new energy vehicle core technology breakthrough platform, and the contract maintenance strength is conducive; (4) The innovation subject has a dynamic income cost distribution coefficient, and reasonable control of the income and cost sharing coefficient is important; (5) Digital empowerment can make the above four mechanisms achieve dynamic optimization iteration and achieve better equilibrium solutions. Finally, practical countermeasures for the government are put forward, which improves the theoretical research and practical exploration.

A novel evolution model to investigate the collaborative innovation mechanism of green intelligent building materials enterprises for construction 5.0

<abstract> <p>Green intelligent building materials is an effective way for building materials industry to reduce carbon. However, a small amount of research and development (R&D, unstable R&D investment and imperfect collaborative innovation mode hinder the development of green intelligent building materials industry. However, few scholars study the development mechanism of green intelligent building materials industry from the perspective of industrial chain considering the above obstacles. In this study, the game models under market mechanism and government regulation were constructed to analyze the income distribution mechanism for the development mechanism of green intelligent building materials industry. Finally, the questionnaire method was used to discuss the game strategy of collaborative innovation behavior among agents. The results are as follows. In the game strategy selection of collaborative innovation behavior among green intelligent building materials, factors such as database marketing maturity, information flow and technology volume generated by collaborative innovation, technical benefit coefficient, social benefit coefficient and profit and loss barrier factors are conducive to the collaborative innovation behavior of green intelligent building materials. When the market mechanism fails, the incentive effect of cost subsidy adopted by the government is more efficient and fast, and the driving force of achievement reward is more lasting. The combination of the two incentives is the best. Moderate supervision and punishment lower than the free rider income can not ensure fair competition among green intelligent building materials enterprises. The punishment above the threshold can effectively restrain the negative impact of free rider income and prospect profit and loss. This study not only theoretically expands the development theory of digital industry from the perspective of industrial chain by considering the maturity factor of database, but also provides policy guidance for the development of green intelligent building materials industry in practice.</p> </abstract>

Research on Collaborative Innovation Mechanism between SMEs and Higher Vocational Colleges Based on System Dynamics

Small and medium-sized enterprises are the main force of the industry, and higher vocational colleges are the main suppliers of talents for small and medium-sized enterprises. The two are highly complementary. From the perspective of innovation ecosystem, both are important populations in the system. Based on system dynamics, this paper constructs the collaborative innovation system model of small and medium-sized enterprises and higher vocational colleges, and focuses on the simulation of the operation mechanism of the innovation system. The research shows that the distribution of achievements has a significant impact on the operation of the system.

A Study of Collaborative Innovation Mechanism of Prefabricated Construction Enterprises Using Order Parameter

In innovation-driven development, collaborative innovation is gradually becoming a critical sustainable way for prefabricated construction enterprises (PCEs). However, academia and industry do not have a deep understanding of the collaborative innovation of prefabricated construction enterprises (CIPCE), and there is a lack of quantitative-driven research. This study aims to analyze the composition of the CIPCE and measure the operation process and results of the mechanism based on the order parameter. First of all, this study uses semi-structured interviews to analyze the mechanism of CIPCE in the current construction environment. Next, combining structured interviews and literature analysis, the original data was obtained through a questionnaire survey from 15 PCEs in Shenyang, China. Finally, according to the order parameter method, the operation process and results of the CIPCE mechanism are further measured, that is, the synergy and innovation performance that affects its decision-making. The results show that the CIPCE includes four sub-mechanisms: dual drive, resource supply, collaborative operation, and trust guarantee. The orderliness of enterprises has risen overall with partial fluctuations, and the synergy is low. Enterprise innovation performance generally presents a relatively high, but local fluctuations lead to continuous changes. These findings point out the direction for PCEs to maintain their competitiveness in response to the climate crisis and provide action guidelines for the future construction industry to minimize the negative impact on the environment.

Development of Additive Manufacturing Technology and Industry in China

As an emerging manufacturing technology, additive manufacturing (AM) has become one of the fastest developing technologies in the advanced manufacturing field with the continuous expansion of its applications. The development of AM industry provides a valuable opportunity for the development of modern manufacturing and the transformation and upgrading of traditional manufacturing. In this paper, developmental trends of the AM technology and industry in China and abroad are systematically summarized, and problems faced by China’s AM industry are analyzed, including inadequate research and development capabilities regarding common technologies and basic devices, lack of effective patent layout for the international market, and insufficient development of industrial scale and clusters. Focusing on a prospective layout of the AM industry, key development directions are proposed, including AM for biomedicine and medical devices, large-scale complex components, space, structural innovation, and new materials. Furthermore, several suggestions are put forward. First, an AM collaborative innovation mechanism should be established to support application innovation of enterprises. Second, special research plans on AM process reforms should be implemented to satisfy the demand for major high-end equipment. Third, the construction of regional AM industrial clusters should be promoted.

Exploration and Practice of Ideological and Political Teaching in Organic Chemistry Courses in Colleges and Universities

In recent years, under the promotion of the Ministry of Education of the People's Republic of China, the construction of ideological and political in colleges and universities has been in full swing. The purpose is to use the long-term operation and collaborative innovation mechanism of the new teaching model to guide college students in the new era to form a correct world outlook, outlook on life and values. Organic chemistry is a compulsory course for students majoring in chemistry, chemical engineering, materials, medicine and other related majors in colleges and universities, and it is a necessary way for students to establish basic knowledge. Taking the organic chemistry course as an example, this paper analyzes the current situation and existing problems of ideological and political teaching, puts forward strategies and suggestions for the implementation of ideological and political teaching in colleges and universities, and tries to provide a useful reference for the ideological and political education of professional courses in colleges and universities.

Collaborative Innovation Mechanism of Water Pollution Control Industry Chain Based on Complex Scientific Management

In the process of collaborative innovation of water pollution control industry chain, there are some problems, such as chain break and lack of chain, which lead to poor effect of water pollution collaborative governance and low economic benefits. Therefore, this paper proposes a research method of collaborative innovation mechanism of water pollution treatment industry chain based on complex scientific management. In view of the problems existing in the current industrial chain of water pollution control, the collaborative economic model and matter‐element extension model of the industrial chain of water pollution treatment are constructed to improve the synergy effect of each link in the industrial chain and solve the contradictions of each link in the coordination process, so as to provide guarantee for the collaborative innovation of the industrial chain of water pollution control. The experimental results show that the proposed method can bring high economic benefits in the stage of source emission reduction, process interruption, and end treatment, and the water pollution treatment effect is good, which fully verifies the practical application effect of the method. After using the design method to purify, the maximum purification rate reaches more than 80%, and the purification effect reaches class v. The effect is remarkable, which has practical application value.

Research on collaborative innovation mechanism of Guangzhou Digital Trade and industrial cluster

Studying the mechanism of collaborative innovation between digital trade and industrial clusters can enrich the path of optimization and upgrading of industrial clusters driven by digital trade and the industrial support path for the deep development of digital trade, and provide theoretical support and guidance for the practice of collaborative innovation between them. By tapping the source of cluster innovation, building innovative elements such as talents, capital, information and technology, realizing the flow within and across clusters, forming a cluster network with coordinated development, the industrial clusters with competitive advantages can be built; the competitiveness of digital service trade can be cultivated. Finally, an ecological network of Digital Trade Industrial Clusters with coordinated development can be formed, which will help solve the conflicts and contradictions of the system and promote the efficient evolution of the system. Digital Trade Industrial Clusters Network can be developed on the path arrangement from the improvement of factor allocation efficiency, the construction of factor sharing platform, the formation of collaborative network and the evolution of digital ecosystem.

Research on the Benefit-Sharing Model of Collaborative Innovation Mechanism in Power Innovation Park

Currently, innovation is no longer limited to a single enterprise. The joint realization of collaborative innovation by multiple parties has become the main driving force for innovation and development. The Power Innovation Park is an emerging innovation and entrepreneurship model. It is guided by power grid companies, and the school, government, and enterprise are combined in the park. The Power Innovation Park urgently needs theoretical guidance in terms of the resource allocation mechanism, support incentive mode, and benefit-sharing mode, so this paper takes the park as an example to study the benefit-sharing mode of collaborative innovation. In this paper, the transformation methods of the Power Innovation Park are divided into two types: cooperation between members within the park and dominated by external enterprises in the park. This paper applies cooperative game theory and HJB equation to study the benefit-sharing model of each member in the Power Innovation Park under two different result transformation modes. Research has shown that an appropriate method of transformation of results can maximize the overall and individual interests of the park and that individual interests are affected by many factors. Finally, this paper puts forward policy recommendations to promote the collaborative innovation development of the innovation park through the research results.

Research on Collaborative Innovation of Intelligent Connected Vehicles Industry Based on Test Field: Embedded Case Study from the Perspective of Open Innovation

Intelligent Connected Vehicles (ICV) are reshaping the pattern of traditional automobile industry, and they have gradually become the strategic direction of more and more countries. The test field and demonstration zones, as important bridges linking the technology side and market side of the ICV, are crucial in the development of its technology and industry. At the same time, the integrated construction of the test field and demonstration zones also provides a platform for collaborative innovation in the industry. In this paper, the test field and demonstration zones of the ICV industry in Beijing are selected as the case study object, and the grounded theory research method is used for reference. Based on the logic of “motivation-behavior-result”, the story line of collaborative innovation of ICV industry that is based on the test field is explored. Furthermore, open innovation is incorporated to analyze and optimize the industrial collaborative innovation mechanism that is based on the test field. On this basis, the paper discusses two collaborative innovation paths of the ICV industry based on the test field: the path that is led by the core enterprises in the test field and the path led by the test field. Finally, from the perspective of the government and management departments, several suggestions are put forward for promoting the collaborative innovation of the ICV industry based on the test field, in order to provide reference for the construction and operation of the domestic ICV test field and demonstration zones and the collaborative innovation development of the ICV industry.

Research on Green Collaborative Innovation Mechanism of Cloud Manufacturing Enterprises under Government Supervision

With the rapid development of information technology, the sharing economy based on “Internet plus” cloud platforms has become a new collaborative innovation mode and a hot topic in recent years. Considering that government regulation restricts green innovation cooperation among cloud manufacturing enterprises, an evolutionary game model involving the government and cloud manufacturing enterprises A and B with potential differences in their technology knowledge is established using evolutionary game theory. A replication dynamic equation is established, the evolutionarily stable equilibrium strategy of the three parties is analysed, and the key factors affecting the cooperative selection strategy of the government and cloud manufacturing enterprises are discussed through a MATLAB-based numerical simulation. This research shows that when governmental incentives and punishments, the platform load capacity, the trust between enterprises, the technology loss coefficient, and the informatization degree are increased, the government will tend to choose supervision, and cloud manufacturing enterprises A and B will tend to choose the “collaborative innovation” strategy. These results provide a scientific basis suggesting that the government should not only formulate rules and regulations for cloud manufacturing enterprises but also promote green collaborative innovation among such enterprises and enhance their core competitiveness.

On Collaborative Innovation Mechanism of National Defense Science and Technology Industry in China

It is a long time that China’s national defense science and technology innovation have not formed an integrated system of civil military integration and operation mechanism. This pattern of separation between the military industry and the civilian industry has been increasingly unable to meet the needs of the national security and development in the new era. The collaborative innovation of the national defense science and technology requires the integration of the national defense technology innovation and the civil innovation mechanism, and the integration of the two parties to maximize the input and output efficiency of the national scientific and technological innovation. Now there are some problems in the cooperative innovation mechanism of China’s defense science and technology industry, such as the main body of technology innovation is not coordinated, the information of national defense demand is not coordinated, the level of independent innovation is not coordinated, and the general standards of military and civilian are not coordinated, but the success or failure of building a national defense science and technology collaborative innovation system lies in the system and mechanism. In the future, China should improve the cooperative innovation mechanism of its defense science and technology industry in the aspects of straightening the relationship between different subjects, establishing a unified leadership management system and a coordinated operation mechanism between the army and the local authorities, building a platform carrier across the army and the local units and formulating general standards for the military and the local units.

Exploration of Combining Innovation Effect of Industry, University and Research Institute Based on Utility Theory

To explore the industry, university and research institute collaborative innovation mechanism from the perspective of utility theory, the main utility demand was evaluated through factor analysis method and analytic hierarchy process (AHP). In addition, the subjective and objective utility demands of each subject were analysed. Moreover, through system dynamics method, the relationship between innovation subject effectiveness and collaborative innovation mechanism effectiveness was verified. First of all, on the basis of collaborative innovation subject effectiveness and collaborative innovation interest, the preliminary screening of index was conducted by questionnaire survey. Secondly, the hierarchy model was established and the AHP was used to determine the subjective and objective utility demand of subjects and analyse the differences between objective and subjective utility demands. Finally, the method of system dynamics was introduced and the system dynamics model including the industry, university and research institute subject effectiveness sub-system, output subsystem, long-term effective subsystem and industry, university and research institute collaborative innovation mechanism subsystem were constructed based on the utility theory. The results demonstrated the relationship between the industry, university and research institute collaborative innovation subject effectiveness and collaborative innovation mechanism effectiveness. To sum up, the mechanism has quite high effectiveness so that it can be applied to various production fields.
