Implementation of Minister of Trade Regulation Number 40 of 2022 concerning Prohibition of Trade in Imported Used Clothing in the City of Surakarta

Fulfilling the need for decent clothing, the price and quality differ between used clothes and new clothes, so that business actors provide clothing needs with quality models but at affordable prices, so thrifting businesses emerge where this business sells used clothes. The development of the used clothing trade is clearly visible at the moment, one of the places selling used clothes in Surakarta that is well known to many people is the Tirtonadi Convention Hall. However, there is another side, business actors only prioritize profits, thereby ignoring public health problems. The problem in this research is the implementation of Minister of Trade Regulation Number 40 of 2022 concerning Trade in Imported Used Clothing in the City of Surakarta, whether it has been implemented well or not. This type of research is empirical research. Data collection techniques were carried out by interviews at the research location. The results of the research show that the implementation of Minister of Trade Regulation Number 40 of 2022 concerning Trade in Imported Used Clothing in the City of Surakarta has not run optimally due to lack of supervision and law enforcement, lack of education and outreach, economic dependence, availability and quality of local products, inadequate bureaucratic structure. efficient.

Village Fund Priority Policy in Fakfak, Indonesia

The research objective of this study is to describe and analyze the implementation of the Priority Policy for the Use of Village Funds based on the Fakfak Regent's Regulation Number 20 of 2022 concerning the Amount and Priority of the Use of Village Funds for the 2022 Fiscal Year and the driving and inhibiting factors in Tanama Village, Pariwari District, Fakfak Regency, the research approach used will be used through a naturalistic (qualitative) approach with a descriptive level of explanation. The research location is in Tnama Village, Pariwari District, Fakfak Regency, West Papua. The data sources are primary data and secondary data. The data collection techniques used were observation, interviews, and documentation. Milles and Michael Huberman's Data Analysis (Interactive Model) technique was used for data analysis techniques in this research. From the results of this research, it was found that the Policy Implementation Process of Fakfak Regent Regulation Number 20 of 2022 concerning the Amount and Priority of the Use of Village Funds for the 2022 Fiscal Year in Tanama Village, Pariwari District, Fakfak Regency, is by the indicators according to Edward III which consist of Communication, Resources, Disposition and Bureaucratic Structure has been implemented well. However, there are still several obstacles that can still be overcome.

Implementation Of Micro, Small & Medium Enterprise (Umkm) Assistance Policy

Small and medium enterprises (MSMEs) in Cirebon Regency face several challenges, such as a lack of creating new ideas, a low level of quality of human resources, many MSMEs that do not have official legality and low access to capital. This study aims to understand the implementation process of Cirebon Regent Regulation No. 44 of 2022 which regulates Micro Business Assistance in Cirebon Regency, the research was conducted using qualitative methods through a descriptive approach to describe the phenomena that occur. Policy implementation, according to an analysis based on George Edward III's theory, is influenced by four main factors: communication, available resources, attitudes or dispositions, and bureaucratic structure. These factors determine the success or failure of the policy implementation. The results showed that the implementation of the MSME mentoring policy in the Cirebon district, the implementation was considered quite successful but still less than optimal because there were several problems in it such as social media accounts that were no longer actively providing information, the quantity of mentoring policy implementers was still lacking, and there was no clear SOP in implementing the mentoring policy.

Analisis Implementasi Kebijakan Program Bantuan Pemberdayaan Masyarakat Keluarga Miskin (PPMKM) dalam Meningkatkan Kesejahteraan Masyarakat Keluarga Miskin di Kabupaten Donggala

This study aims to analyze: 1) the implementation of the Poor Family Community Empowerment Program in Donggala Regency; and 2) factors that affect the Implementation of the Poor Family Community Empowerment Assistance Program in Donggala Regency. This study uses a qualitative type of research. The population in this study is 10,748 people from poor families in Biromaru, Marawola and Tanantovea Districts who received PPMKM assistance according to 2005 data. The determination of the sample in this study uses purposive sampling where 94 people are used as samples in this study. The data analysis used is a qualitative analysis using a frequency table. The results of the study show that program communication, program implementation resources, program implementation disposition and program implementation bureaucratic structure are very decisive for the implementation of the Poor Family Community Empowerment Assistance Program in improving the welfare of poor families. Meanwhile, the dominant factor influencing the Poor Family Community Empowerment program is the role of the local government as a policy maker so that in general in this study it is stated that the implementation of policies has a significant effect on the implementation of PPMKM in improving the welfare of poor families in Donggala Regency.

The Impact of Bureaucratic Structures on the Performance of School Principals in Public Secondary Schools

The study investigated into bureaucratic role of principals’ leadership performance in public senior secondary schools in Rivers State. The study adopted the descriptive research design. The population of the study consisted of the two hundred and ninety six (296) principals in all the two hundred and ninety-six (296) public senior secondary schools in the 23 Local Government Areas of Rivers State. The sample of this study comprised the two hundred and ninety-six (296) principals selected from the two hundred and ninety-six (296) public senior secondary schools in the twenty three (23) Local Government Areas in Rivers State, representing 100% of the population using the census sampling technique. Out of the 296 copies of questionnaires distributed 275 representing 96% of the total number of copies, were duly completed and returned. The instrument for data collection for this study was a 30 item self-structured questionnaire titled ‘Bureaucratic Role of Principals’ Leadership Performance Questionnaire (BRPLPQ)”. The instrument was structured using the modified 4-points Likert Scale model of; Very High Extent (VHE) – 4 points; High Extent (HE) =3 points; Low Extent (LE) = 2 point and Very Low Extent (VLE) =1 point.

Legal Protection of Children of Migrant Workers

Purpose: This research aims to analyze the legal protection for children of migrant workers in Indonesia, as well as the legal protection mechanisms. Theoretical Framework: This research problem is answered using the theory of legal protection which consists of preventive and repressive legal protection. Method: This research is normative legal research that analyzes legal principles, legal theory, doctrine, and legislation related to legal protection for children as migrant workers in Indonesia. Results and Discussion: The legal policy of protecting the children of Indonesian migrant workers is a comprehensive government effort to ensure the safety and welfare of Indonesian Migrant Workers (PMI). Some of the legal instruments that have been established are the Child Protection Law, the PPMI Law, and Minister of Manpower Regulation No. 2 of 2019. Successful implementation depends on effective communication, adequate resources, efficient bureaucratic structures, and relevant policies. Research Implications: Theoretically, this research has implications for expanding the body of knowledge in legal protection for children of migrant workers. Practically, this research encourages the government to implement laws and regulations related to protecting the children of migrant workers, especially in Indonesia. Originality/Value: The originality of this research lies in thinking about the government's comprehensive efforts to ensure the safety and welfare of the children of Indonesian migrant workers, which are implemented in three stages, namely before, during, and after working abroad.

Analysis of Integrated Service and Reference Systems in Overcoming Poverty

This research aims to describe and analyze the implementation of an integrated service and referral system to overcome poverty in Malang City. Moreover, it describes what factors support and inhibit implementing an integrated service and referral system to overcome poverty in Malang City. The research method used is a qualitative descriptive method. The theory used is policy implementation theory, George C. Edwards III, and implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure. Data collection techniques are observation, interviews and documentation. Data analysis techniques through data collection, data reduction, and data verification. This research shows that Malang's integrated service and referral system became one unit of the Social Welfare Center in the implementation process. In the process, the integrated service and referral system is not only limited to the data collection process but also acts as the front guard for every community problem, such as poverty, neglected people, etc. There are four factors: communication, resources, disposition, and resources. Communication is carried out by outreach to employees and also to the community. Resources consist of human resources and infrastructure resources. Disposition is realized through performance assessment efforts and firmness in assigning tasks and functions. A bureaucratic structure regarding service procedures provides several stages that are made simple. It is hoped that this research can be used as material for consideration in optimizing the implementation of an integrated service and referral system in overcoming poverty and as literature to see the factors that influence this implementation.

Nexus of public organization, transparency, and accountability in Indonesia's digital governance

This study examined uniting public organization, transparency, and accountability theories for a holistic understanding of digital government service implementation in Indonesia. This study used a survey data collection method with 424 respondents for employees in four local governments. Questionnaires were generated using a Likert scale. Structural equation modeling‐partial least squares was used to assess the validity and reliability of the data and to test hypotheses and regression models. Following the testing of hypotheses and regression analysis, this study found that variables of employee skills, leadership, regulation, infrastructure, information and communication technology, transparency, and accountability had a positive and significant effect on the variable of digital government service implementation with p‐values of 0.034, 0.025, 0.014, 0.031, 0.009, 0.005, and 0.010, respectively. In contrast, variables of budgeting and bureaucratic structure do not positively and significantly impact the variable of digital government service implementation with p‐values of 0.210 and 0.311, respectively. The influence of the independent variables on the dependent variable was strong (R‐square = 0.834). The limitations and implications of these findings are discussed in the conclusion.

This research aims to describe policy implementation and explain the factors that influence the implementation of spatial planning policies to maintain protected rice fields based on regional regulation Number 6 of 2022 concerning Malang City's regional spatial planning plans for 2022-2042. The research method used is a qualitative descriptive method with an inductive approach. The theory used in the policy implementation theory put forward by George C. Edwards III with indicators of communication, resources, disposition and bureaucratic structure. Data collection techniques are interviews, observation and documentation. Data analysis techniques are used through data collection, data condensation, data presentation, drawing conclusions, and verification. The research results show that based on the implementation of spatial planning policies to maintain protected rice fields in Malang City, spatial planning activities were carried out without community participation. Spatial planning regulations to maintain protected rice fields are outside the vision and mission of Malang City. Space utilization is carried out through provisions on the suitability of space utilization activities, indications of leading programs, and synchronized implementation of space utilization programs. Meanwhile, control of space utilization is carried out through supervision, monitoring and administration of administrative sanctions. Supporting factors consist of clarity of regulations, adequate resources, a positive attitude of implementers, and clarity of division of authority. Meanwhile, inhibiting factors include socialization not progressing, regulatory inconsistencies, clarity of budget allocation, implementing incentives and non-existent SOPs. The Important Role of Village Government in Accelerating Stunting Prevention

Development basically doesn't just talk about infrastructure, but development talks about how to develop people. Stunting is one of the problems in human resource development in Indonesia (Ministry of Health, 2017). This research aims to describe and analyze implementing policies for accelerating Integrated Stunting Prevention in the Pakel District and supporting and inhibiting factors. This research uses a qualitative approach with procedures that can produce descriptive research data. The research location is in Sukoanyar and Suwaluh villages, Pakel District, Tulungagung Regency, using interview data collection techniques, document data and observation. The data analysis technique in this research uses the interactive data analysis technique model from Miles, Huberman, and Saldana (2014). The result of this research is that the accelerated implementation of integrated stunting prevention shows the role of the village government in carrying out convergence in program budget planning and village development activities to support stunting prevention. Government commitment regarding acceleration of stunting prevention. The Suwaluh and Sukoanyar Village governments have implemented Regent Regulation Number 52 of 2019 concerning the acceleration of integrated stunting prevention by directions for the village government in its implementation. Factors that influence the role of village government in accelerating stunting prevention in Pakel District include supporting factors, including communication, resources and bureaucratic structure. The Anatomy of Meritocracy: Collective Career Incentives and Subnational Variations of Economic Growth in China

While it is widely recognized that a country’s bureaucratic structure significantly influences economic growth, its subnational variations remain relatively unexplored. To address this gap, this paper introduces a unique model to quantify the collective career incentives of subnational leadership in China. By adopting machine-learning techniques that incorporate 250 individual features, this study derives a predicted probability of promotion as a proxy to measure an official’s career prospects. The individual career prospects are subsequently transformed into collective career incentives through an inverse-U-shaped relationship between the two. The empirical findings indicate that from 1997 to 2015, Chinese provincial governments achieved higher economic growth rates when a larger proportion of officials held mid-range rankings in terms of career prospects. This study also finds that the better economic performance stemmed from the collective career incentives of provincial leadership, rather than those of the supreme leaders of the province.

Challenges in Integrating Demographic Variables into Local Government Authorities’ Development Plans

This paper examines the Challenges in Integrating Demographic Variables into Local Government Authorities’ Development plans in Chemba and Mpwapwa district councils. The study population was LGA’s development planning officers. The study adopted a cross-sectional research design in which both qualitative and quantitative data from planning officers were collected. Descriptive statistics (Univariate analysis) was done to explore the characteristics and distribution of respondents presented in frequencies and percentages. Cross-tabulation with chi-square (χ2) test tested the association of variables at a 0.05 (95%) significance level. The study findings revealed that LGA planning officers face several challenges in integrating population variables into development plans. Such challenges are Institutional-based (Scarcity of data, lack of political commitment to the goal, limited access to computing facilities, and inadequacy of statistical sources. Planning process based (Bureaucratic structures of centralized planning offices; create a barrier between planners and the public) Relying on secondary data from socio-economic profiles, too many directives (central government priories).Technical-based (unclear approaches of integrating population issues into development plans, lack of appropriate methodology, lack of planning and projection techniques, missing manual on the methodology, inadequate research into the many facets of the demographic processes and of their interrelations with other social and economic processes. The chi-square (2) test of the findings revealed no significant (P>0.05) statistical variation by LGAs on the faced challenges in integrating population variables into development plans. The study concludes that institutional setup, resource constraints, the nature of the planning process, and some technical issues affect LGA’s in coming up with effective and comprehensive development plans that cope with the area-specific aging population. The findings require the LGAs to consider putting more effort into the reliable sources of data, knowledge, and skills of planners, planning tools, and planning approaches in order to come up with good and realistic development plans that foster increasing local economic growth and improve the living standard of people; that slow down youth rural-urban migration due to low economic efficiency in their places of origin. The study recommends that LGAs in collaboration with the parent Ministry have to design the means of curbing the encountered planning challenges including improving awareness and sources of data for planning purposes, reviewing the planning approach by making it rather horizontal and comprehensive instead of being vertical from central government policies because obstacles and opportunities for development are area specific, and planners should get acquainted with methodologies for integrating population variables into development plans.

Implementasi Kebijakan Kepegawaian Melalui Aplikasi Analisis Beban Kerja (E-ABK) Pada Kantor Kecamatan Bubutan Kota Surabaya

This study aims to analyze the implementation of personnel policies through Workload Analysis (E-ABK) at the Bubutan District office, Surabaya City. The research method used is qualitative descriptive with data collection through interviews, observations, and documentation. The results of the study show that there are several obstacles in the implementation of E-ABK, including the lack of effective communication between the Bubutan District office of Surabaya and the Organization Section of the Regional Secretariat of Surabaya, limited resources that there are still employees who have difficulty filling in supporting data, especially elderly employees, so there is a need for a mentoring role given to users of the E-ABK application, as well as the attitude and disposition of employees showing dissatisfaction in the use of the E-ABK application. In addition, the complex bureaucratic structure is also an obstacle in filling out E-ABK. To overcome these obstacles, it is recommended to increase communication and socialization regarding E-ABK, provide adequate resource support, provide motivation and appreciation to employees, simplify bureaucratic structure, and develop E-ABK. Better implementation is expected to increase the efficiency and effectiveness of employee workload management and achieve organizational goals more optimally.
