Strategic Planning for the Management of Educational Institutions: Sistematic Review

This study aimed to analyze the trends and approaches of strategic planning in the management of educational institutions based on a systematic review of the literature of the last five years. Through a comprehensive analysis of 10 studies, the main challenges and opportunities in the implementation of strategic planning in the educational field were identified. The results of the review reveal the importance of strategic planning as a tool to improve educational quality, optimize resources and respond to the demands of an increasingly complex educational environment. However, recurring challenges are identified, such as lack of staff training, resistance to change and scarcity of resources. The active participation of the entire educational community, the adaptation of strategic plans to the particularities of each context and continuous evaluation are key elements for the success of strategic planning. Furthermore, the study highlights the need to strengthen transformational leadership and take advantage of the opportunities offered by information and communication technologies. In conclusion, strategic planning emerges as a fundamental tool to improve educational quality, but its effective implementation requires a comprehensive approach that considers the particularities of each context and the active participation of all the actors involved. Future research is recommended that delve into aspects such as evaluation, educational innovation and the impact of digital transformation on strategic planning.

Seeds of change: A bibliometric study on sustainable technologies and business strategies in agriculture

The transition to sustainable agricultural practices is critical in the face of escalating climate challenges. Despite significant advances, the integration of green technologies within agribusiness remains underexplored. This study undertakes a comprehensive bibliometric analysis, utilizing data from the Web of Science Core Collection (1990–2023), to elucidate the integration of green technologies within agribusiness strategies. The research highlights key trends, influential authors, prominent journals, and significant thematic clusters, including biogas, biochar, biotech remediation, sustainable agriculture transition, low-carbon agriculture, and green strategies. By employing R, Bibliometrix, and VOSviewer, the study provides a nuanced understanding of the research landscape, emphasizing the critical role of strategic planning, policy frameworks, technological innovation, and interdisciplinary approaches in promoting sustainable agricultural development. The findings underscore the growing scholarly interest in sustainable practices, driven by global initiatives such as the UN’s 2030 Agenda and the Paris Agreement. This study contributes to the literature by offering qualitative insights and policy implications, highlighting the necessity for a holistic integration of green technologies to enhance the environmental and economic viability of agribusinesses.

Electric Cars in Jordan: Opportunities and Challenges

The transition to electric vehicles (EVs) in Jordan is influenced by several key factors and presents opportunities and challenges. Factors influencing EV adoption include advancements in battery technology, government policies promoting EVs, the availability of charging infrastructure, and evolving consumer preferences. The shift towards EVs offers numerous opportunities for Jordan, including reduced fuel costs, enhanced energy security, job creation, tourism promotion, and improved air quality. However, challenges such as the impact on the traditional fuel sector, electricity grid limitations, limited charging infrastructure, and consumer awareness need to be addressed. One major challenge is the potential loss of government revenue from fuel and electric car taxes, which requires strategic planning and alternative revenue generation approaches. By implementing targeted policies, fostering public awareness, engaging in international cooperation, and investing in charging infrastructure and green businesses, Jordan can maximize the economic opportunities and societal benefits of EV adoption while mitigating the challenges. Balancing long-term sustainability with immediate financial considerations is essential for a successful and equitable transition towards a cleaner transportation future in Jordan.

Trend Analysis of Tourist-arrivals in Nepal Using Auto- Regressive Integrated Moving Average (ARIMA) Model

Nepal, a diverse and geographically varied landlocked country with a rich tapestry of cultures, and natural heritages, boasts iconic attractions such as Mt. Everest as the world’s highest peak, Lumbini as the birthplace of Lord Buddha, Pashupatinath Temple as one of the world’s most celebrated pilgrimages for the Hindus, Chitwan National Park, home to the one-horned rhino enlisted by United Nations Educational, Scientific and Cultural Organization world’s natural treasure, etc. Attracting tourists from all corners of the globe, Nepal’s unique blend of landscapes and cultural heritage has made this country a prominent destination. This research delves into a comprehensive trend analysis of tourist arrivals in Nepal from 1964 to 2023, employing the Auto Regressive Integrated Moving Average (ARIMA) model based on the secondary data employed from the Ministry of Finance, Government of Nepal. The model provides insights into past trends and forecasts future tourist arrivals, evidenced by the rigorous test using the Root Mean Square Error. The analysis employed several ARIMA models, including ARIMA (2, 1, 3), ARIMA (2, 1, 2), ARIMA (3, 1, 3), and ARIMA (3, 1, 2), with model performance assessed using criteria such as Akaike Information Criterion (AIC) and Mean Absolute Error (MAE). Findings indicate that the ARIMA (2 1, 3) model provides the most accurate forecasts compared to the other models tested. This finding has significant implications for Nepal’s tourism industry. The results underscore the importance of adopting flexible and strategic planning approaches to enhance the resilience of Nepal’s tourism sector. The study’s insights are valuable for policymakers, industry stakeholders, and researchers, contributing to the development of targeted strategies that ensure sustainable growth in the face of ongoing volatility.

Analysis of LST, NDVI, and UHI patterns for urban climate using Landsat-9 satellite data in Delhi

The present study is based on remote sensing techniques focusing on Land Surface Temperature (LST) and Normalized Difference Vegetation Index (NDVI) to investigate their influence on land use and land cover dynamics, and the assessment of the Urban Heat Island (UHI) effect in Delhi, India. The objective of this study is to calculate LST, NDVI, and UHI values to understand the changes in LULC patterns, urbanization, and temperature increase within the city. Unlike previous studies conducted with Landsat-8, the present study employs Landsat-9 data, ensuring a higher level of authenticity in the results. Landsat-9, equipped with state-of-the-art sensors and instrumentation, provides superior data quality, enhanced image resolution, and advanced capabilities for precise monitoring and analysis. The methodology encompasses six steps for LST retrieval, enabling the calculation of UHI values and intensity. Ground data from 32 meteorological stations validate the LST results. Pearson correlation coefficients between LST and NDVI exhibit correlations ranging from −0.58 to −0.68 for three dates. On Dec 8, 2023, there is a weak negative correlation of −0.004. The analysis of changing land cover with variation in NDVI and LST unveils a diverse landscape, primarily characterised by green cover (47.34%), followed by built-up area (44.57%), barren land (7.57%), and water (0.52%). The study identifies the minimum value of UHI intensity for Delhi to be 8.13 °C on 26-Feb 2023 and the maximum value of UHI was estimated 10.29 °C on 2-June 2023. The study of Urban Heat Island (UHI) patterns revealed distinctive seasonal trends. The urban areas exhibited relatively cooler temperatures compared to surrounding rural regions on Dec 8, 2023. The conclusion drawn from this comprehensive analysis is that rapid urbanization in Delhi has significantly contributed to the increase in LST and UHI values. This rise can largely be attributed to the extensive use of concrete in construction activities, which exacerbates the UHI effect. Moreover, this analysis signifies the dynamic nature of UHI and emphasizes the urgency for strategic urban planning and climate-sensitive design approaches. Implementing such measures can create more sustainable and resilient urban environments.

Can we stop reinventing the wheel in blue-green infrastructure planning? Using value-focused thinking to enable transferability of a multicriteria planning support system

Strategic planning approaches are essential for addressing the complex and multi-dimensional challenges in selecting blue-green infrastructure (BGI) location. The development of planning support systems (PSS) for BGI siting often lacks a value-based approach with early stakeholder engagement. In this study, we used value-focused thinking (VFT) to adapt and develop a BGI planning support framework to the Canadian urban context, moving towards an objective-driven framework. We provide a hierarchical objectives framework for BGI planning in urban areas, aligned with stakeholder values, with three-level information: higher-level objectives, lower-level objectives and measurable spatial attributes. To assess site performance across these attributes, value scales elicitation was conducted with 17 experts. The engagement of 37 stakeholders in co-creating and validating our objectives set helped identify common concerns and refine our framework, focusing on the most relevant objectives for stakeholders. The VFT approach and the resulting framework can be easily transferred to other cities in Quebec (Canada), but also to other urban contexts looking to optimize BGI site selection to maximize benefits across the multiple functions of BGI and opportunities arising from the urban context.

In particular, strategic planning plays a crucial role in determining priority development areas, setting goals, and tasks that meet the requirements of an inclusive economy. A comprehensive set of measures aimed at enhancing the efficiency of enterprise development management in the context of an inclusive economy is proposed. The need for enterprises to adapt to the evolving landscape of an inclusive economy is becoming increasingly imperative. The dynamics of the modern economic environment, characterized by rapid technological advancements, globalization, and shifting consumer preferences, necessitate that businesses not only seek profitability but also contribute to social and environmental well-being. This dual focus on financial performance and societal impact is essential for achieving sustainable growth and maintaining competitive advantage. Training and skill development are critical components of an inclusive economy. Enterprises must invest in continuous learning and professional development programs to enhance the capabilities of their workforce. Professional development programs should focus on upskilling and reskilling employees, enabling them to adapt to new technologies and market demands. Collaboration with educational institutions can bridge the gap between academia and industry, ensuring that graduates possess the skills required by the labor market. Enterprises should encourage employees to engage in continuous education and provide access to online courses, workshops, and seminars.

Application of Strategic Planning Approach of a Cultural Centre Area: A Study of Atatürk Cultural Centre Area in Ankara

In order to preserve vitality of historic urban centre areas, it is necessary to deploy new and innovative strategies to ensure proper development and management, and avail potential opportunities. This study explores the strategic revitalization of the Atatürk Cultural Centre (ACC) area - a historic urban centre in Ankara, Türkiye. A mixed-method approach has been adopted in this study, which examines the area’s physical, economic, social, and environmental dimensions, conducting questionnaire surveys, stakeholder analysis, and SWOT analysis. Again, the most appropriate alternative was selected by using Analytical Hierarchy Process (AHP) method, concurrently, competitor analysis was performed, a strategic visionary plan was determined, and later on the plan aligned with the corporate strategic plan. According to the study, competitive advantage in real estate markets and the functioning logic of the studied area should be considered for long-term results and potential benefits through a strategic planning approach. The study concludes that strategic planning, stakeholder collaboration, and targeted interventions can transform the ACC area into a vibrant cultural hub, contributing to Ankara’s broader urban development goals. The proposed strategic plan provides a roadmap for realizing this vision, ensuring the preservation of historic cultural heritage while fostering sustainable urban growth.

Project management logics for agile public strategic management: Propositions from the literature and a research agenda

In this paper, we call for an integration of project management logics within the now mature field of public strategic management, to analyze the potential contribution of projects in terms of increased strategic agility, in a context where traditional strategic planning and management tools and approaches are increasingly seen at risk of not being responsive enough to rapidly changing external conditions. To pursue this objective, we carry out a problematizing literature review on the two streams, by incorporating journal and book contributions from the last 30 years on Web of Science Database. 509 contributions have been quantitatively and qualitatively analyzed to answer two interconnected research questions: What is the state of the art in the literature on the interactions between project management and public strategic management? And, how can project management logics be integrated within traditional strategic planning and management processes in the public sector in order to achieve strategic agility? We find that, until today, public management literature has only sporadically dealt with the potential influence of project management logics on strategic management and, more in detail, strategy implementation. Furthermore, the review enables a discussion of five organizational drivers fostering an agile approach in public strategy implementation. Using a narrative approach, they then lead to the formulation of five researchable propositions. We conclude by proposing an updated model of the strategic planning and management cycle in the public sector, factoring in potential agile practices and feedback mechanisms induced by incorporating project logics in the implementation of strategy.

South Korea’s Experience in the Development of National Innovation System

Introduction. The Republic of Korea nowadays is a leader of innovative development not only in Southeast Asia, but also at the global level. Since 1950’s thanks to the development of science, technology and innovation, one of the poorest agricultural countries has achieved unprecedented economic growth and became one of the leading advanced industrialised countries, which is popularly known as “Korea’s economic miracle.” One of the most important factors of rapid economic growth was the construction of an effective national innovation system (NIS). The purpose of the article is to analyze the main stages in the formation of the Korean national innovation system (NIS), to identify its strengths and weak points. Methods. The study used system analysis, structural-functional, historical and sociocultural approach. Conclusions. The Republic of Korea managed to construct an effective national innovation system thanks to the deduced state policy in the field of science and technology, competent strategic planning, a systematic and integrated approach to the development of innovation, large-scale and continuous R&D financing and the development of innovation infrastructure.

A Comprehensive Decision-Making Approach for Strategic Product Module Planning in Mass Customization

This paper explores the integrated optimization of complex coupled industrial manufacturing systems and production strategies based on user customization needs. Two optimization metrics are considered: one is whether the production process of engineering manufacturing is simplified, and the other is whether it is based on the customization requirements of the customer. These two metrics are interrelated, and cases may even be conflicting. Considering the interdependence between engineering manufacturing and user requirements, this paper develops an integrated customized modular engineering manufacturing process to minimize production and maintenance costs and improve efficiency while meeting user customization requirements. This paper takes expert evaluation as an important decision indicator and optimizes the production process strategy on this basis. Finally, a case study is given to illustrate the applicability of the proposed process model.

Strategic Planning Approach for Noise Control in Urban Areas

Cities, accommodates more than half of the world population, contributes a major role in overall global development. However, the urban environment has its own challenges, and most prevalent issue is noise pollution, and it is described as a contemporary plague. This problem is linked to various health issues in public like depression, fatigue, insomnia, headaches, and decreased concentration etc. Compounding the issue is the cumulative impact of noise, where the detrimental effects may not manifest immediately. The study emphasizes the critical need for strategic planning approach and the measures to tackle various urban noise sources. The study also focuses into existing policies and guidelines on noise control in Indian urban context and explores different noise analysis approaches and regulations of other countries through case studies. The analysis delivers a set of recommendations on reducing noise pollution through noise zoning, based on the case studies. These recommendations range from the installation of noise barriers along transportation corridors to the implementation of zoning regulations that segregate noisy industrial or commercial activities from residential areas. Additionally, the study advocates for the establishment of strict noise limits tailored specifically for road traffic, underlining the pivotal role of well-designed public transport systems. This not only help in reducing noise impacts but also promotes sustainable urban development. Overall, the study attempts to create quieter, healthier sustainable urban spaces.

Ireland’s largest beef processing cooperative: A venture beyond their control

This paper investigates the rapid growth of Irish beef processing cooperatives during the 1960s and 1970s. They failed to hold their market position, selling out to private-owned business by the 1980s. With the benefit of hindsight this paper identifies factors influencing their development and demise creating a picture of the business environment during their lifetime. Interviews and historical sources are used to build the story of the largest farmer-owned beef processing cooperative Cork Marts IMP. The roles of influential actors and institutions at that time are examined through the functions of an Innovation System. This paper identifies weakness such as firm structures, loyalty, technical skills and knowledge in terms of strategic management, financial planning and marketing, which all played a role in its failure. This marketing innovation of the 1960s, while brave, might now be considered naive and unlucky in having to deal with challenges that were beyond its control. This paper provides insights into competition, scale and supplier power impacting its failure and how scaling export orientated cooperatives might consider a systems-based approach in strategic planning for supporting sustained economic development. Such failures have scarred Irish agriculture as no farmer-owned beef processing business has challenged the dominance of privately-owned enterprises.

Reliability of industrial policies in Nepal: An empirical investigation into the role of macroeconomic indicators

This study aims to analyze the reliability of Nepal’s industrial policies, focusing on the effects of macroeconomic variables on implementation and outcomes. This paper assesses Nepal’s industrial policies, emphasizing the need for improvements, export promotion, and human capital development while recognizing the importance of strategic planning and context-specific approaches for economic growth, stability, and development. The analytical and descriptive approaches have been applied to analyze the data by collecting secondary data sources that include official publications, which encompass 47 time series variables from 1974 to 2020. The findings provide mixed evidence for the economic impacts of liberalization, with exports and liberalization driving overall GDP growth. In contrast, other factors like economic openness, tourism, and their relationship with industrial GDP remain statistically insignificant. The paper indicates that remittances and investment have the most substantial impact on GDP, raising it by 1.86 and 1.21 units per unit increase, respectively. Exports have a moderate impact on industrial GDP (0.403 units). Export-oriented industries and tourism lack significant associations with either type of GDP. Liberalization significantly boosted both GDP and industrial GDP, with an increase of 179465.3 and 49595.62 units, respectively. Imports also jumped post-liberalization, driven by higher remittances as 1.215 units per unit increase. This study on industrial policies in developing economies, focusing on Nepal, adds valuable insights. The findings can ensure policymaking, boost economic growth, and strengthen Nepal’s industrial sector.

Analysing the influence of screening ceremony strategy for the major streaming media companies: A case study of Tencent Video

The “screening ceremony” was established since Tencent Video embraced the “pay-on-demand-in-advance service” value-added service on top of the subscription model during the outbreak. This service’s value-added component is fairly straightforward, which causes users’ dissatisfaction and results in the termination of the value-added service. Therefore, the launch of the screening ceremony is a value-added service that better fits consumer preferences. The paper examined the current marketing strategy of Tencent Video and the illumination of the screening ceremony on the future promotion and application of major streaming video platforms to address this research gap. This investigation explored whether the “screening ceremony” could be a self-help strategy for major streaming media providers. This paper further responded to the marketing mix theory of the 4Cs and explored the four aspects of the theory and customers’ purchasing intents through the current marketing strategy of Tencent Video. Employed SWOT and qualitative analysis as strategic planning approaches. The findings of the analysis were that to increase customers’ desire to purchase, major streaming media platforms must provide customer value and connect with consumers. Meanwhile, major streaming media platforms need to provide value-added services that match the perceived value of the cost consumers pay.

The study underscores the necessity of a phased approach for implementation, involving assessment, strategic planning, and continuous improvement. This model complements existing frameworks like Intel's ESG by providing specific tools and strategies tailored to the unique demands of Industry 4.0 enterprises. Ultimately, it serves as a critical resource for companies aiming to achieve a competitive advantage through sustainable, technology-driven practices.

An integrated approach to decision-making variables on urban water systems using an urban water use (UWU) decision-support tool

In response to pressing global challenges like climate change, rapid population growth, and an urgent need for sustainable infrastructure, cities face an immediate and crucial necessity to transition swiftly toward an integrated approach to managing urban water resources. This shift is not merely an option but an imperative, driven by the rapidly evolving urban landscape. In addressing this imperative, a crucial decision support tool that has emerged as an asset in the domain of urban water planning and management is the Urban Water Use (UWU) tool. This tool offers an integrated approach for strategic planning, promoting urban water conservation and environmental health through the investigation of interventions in urban infrastructure under different scenarios. In this study, the latest version of this UWU tool was deployed in a case study conducted in Almirante Tamandaré, Brazil. The objective was to evaluate how an integrated decision-making approach concerning urban water systems influences the efficiency and effectiveness of interventions, ultimately contributing to achieve widespread adoption, accessibility, and relevance of urban water services. The refined UWU tool evaluates a spectrum of measures across diverse scenarios, incorporating various drivers, focusing on the stakeholders' visions for the locality. These visions are composed of sustainability indicators, specifying different sets of target values and importance weights for each indicator. The approach followed in this study demonstrates how the effectiveness indexes can vary based on stakeholders' perception. Measures under Water Sensitive Urban Design and Water Demand Management strategies were deployed to simulate the response of urban water systems under three distinct scenarios, embracing the complexities of social dynamics and of climate change. The findings of the study emphasize that realizing a desired vision through selected measures relies significantly on the adoption of an integrated approach within the decision-making process. The stakeholders' perception of how indicators should be weighted while defining the vision was found to significantly impact the effectiveness range of these measures.

Strategic planning of distribution network integrated with EV charging stations using fuzzy pareto optimality for performance improvement and grid-side emission reduction benefits

The increasing penetration of electric vehicles (EVs) in distribution systems requires efficient charging load management techniques for delivering high-quality power to consumers. In this paper, we proposed a strategic planning approach for distribution systems integrated with EV charging stations, employing fuzzy Pareto optimality to enhance system performance and minimize carbon emissions. Our approach involves a fuzzy Pareto heuristic network reconfiguration to minimize real power loss and improve voltage profiles. Additionally, Time of Use (ToU) pricing-based EV charging load scheduling is developed to minimize the annual energy cost. These objectives aim to improve minimum node voltage, reduce power losses, and maintain branch current constraints. To simulate the impact of EV charging loads, we aggregate residential, commercial, and industrial loads, along with EV charging loads at charging stations based on customer choice time and ToU pricing methods. The proposed reconfiguration approach is tested on 33 and 69-bus distribution systems with integrated EV charging stations, distributed generations (DGs), and shunt capacitors (SCs). The simulation results demonstrate the advantages of the reconfiguration algorithm in enhancing the performance of the distribution network in the presence of EV loads. Furthermore, we compare ToU pricing-based EV charging time zones with customer comfort-based EV charging, showcasing the advantages of the former in reducing emissions through real power loss reduction. Overall, our strategic planning approach not only improves distribution system performance but also offers economic benefits while minimizing carbon dioxide emissions.
