Use of Standard Operating Procedures for Supporting Cross-Organizational Emergency Management: Challenges and Opportunities Identified from a Tabletop Exercise

AbstractThis study investigated the crucial role of formulating and applying standard operating procedures (SOPs) in the context of emergency planning and response. The effective application of SOPs during operations is essential in order to address challenges that surpass individual organizational capacities. A specific focus on fostering efficient information sharing and executing specified actions maximizes the prospect of success. To explore the collective functionality of SOPs across organizations, we conducted a comprehensive tabletop exercise involving 10 organizations spanning tactical, operational, and strategic levels. Our analysis identified six key challenges, primarily related to the structures for information sharing, communication pathways, and the complex integration and application of common SOPs within these diverse organizational contexts. This research contributes insights into the use of SOPs in large-scale, cross-organizational scenarios.

Analysis of the Implementation of Standard Operating Procedures in Archives Management at PT Pelabuhan Indonesia (Persero)

This research was motivated by the application of Standard Operating Procedures (SOP) for archive management which was not yet effective when the researcher carried out practical field work activities carried out by employees. The aim of the research is to find out how the records management system works, how the records management SOP is implemented and how the effects of the records management SOP are implemented. This research uses a qualitative approach using observation, interviews and documentation methods. The data used in this research is primary data, namely data collected directly by researchers. Phenomenally, based on field observations, we see that space infrastructure is increasingly lacking in space, this is due to the increasing volume of archives. Meanwhile, during observations of archive sorting activities, several other practitioners felt confused about categorizing letters/documents that would be archived by different work units. With the Standard Operating Procedure indicators for archives, the application of SOPs to archive management and the influence of the application of SOPs to archive management. The results of this research conclude that the records management system is running well and in accordance with the applicable SOPs as its implementation is running well and even has a good impact on employee performance. Not only that, in terms of perceived obstacles, we also have good solutions to continually improve employee performance. This is one of the best steps in implementing records management in companies.

Pengaruh Penerapan SOP Dan Budaya Kerja Terhadap Produktivitas Kerja Karyawan Line Shock Absorber Assembly PT Kayaba Indonesia

This study aims to determine the effect of applying SOP (standard operating procedures) and work culture on the work productivity of PT Kayaba Indonesia line shock absorber assembly employees. The research method used is a quantitative descriptive approach. The sample of this research is 98 employees of PT Kayaba. The sampling technique is purposive sampling. Using multiple linear regression analysis, classic assumption test and hypothesis testing, namely the t test and F test. The results of the hypothesis test show that the application of SOP has no effect and work culture has an effect on work productivity. The results of the regression analysis showed that the implementation of SOP partially had no effect on work productivity, namely 0.075, work culture partially had an effect of 0.261. The results of the simultaneous hypothesis of the application of SOP and work culture together have a significant effect on work productivity with a coefficient of determination (R2) of 0.073 or 7.3%.

The development of technology and information is an inevitable update in entering the 4.0 era. Hardware is always needed in various technologies, whether computers or other technologies. Hardware can work according to its function if the computer has set the Instruction set including input, process, output, storage, and troubleshooting. Troubleshooting is one way to manage information security with the aim of ensuring the suitability of IT (Information Technology) practices by optimizing IT security policies and standard Operating Procedures (SOPs) in the use of hardware in the Tri Ratna Vocational lab. In order for the implementation of IT security policies and standard operating procedures (SOPs) to be optimized, interviews and analysis of any deficiencies and problems that often occur. Then the research team provides solutions or proposals to optimize the application of IT Security Policy, SOP and Daily Activity. Because with the application of IT Security Policy, SOP (Standard Operating Procedure) and daily activity that is precise, clear and firm, then every device available in the computer lab will be able to run according to its use and function optimally and the protection carried out against hardware can run optimally.

Analisis Kapasitas Terminal Kargo Menurut Peraturan Menteri Perhubungan Nomor Km 29 Tahun 2005 di Bandar Udara El Tari Kupang Nusa Tenggara Timur

The cargo terminal is one of the main service facilities in the airport which aims to smooth the cargo process, for those who go out and in supported by adequate facilities and warehouses as stipulated in the Minister of Transportation Regulation concerning SNI 03-7047-2004 regarding airport cargo terminals so that flights can run smoothly, safely and safely. This study aims to determine the capacity of the cargo terminal and the application of Standard Operating Procedures (SOP) at the incoming cargo terminal at PT Angkasa Pura I at El Tari Kupang Airport, East Nusa Tenggara. This type of research is mix method. To obtain the results of this study using interview, observation and documentation methods conducted during the research. After obtaining the necessary data, the researcher will process the data into a discussion and make conclusions and suggestions. Based on the results of the research obtained by the researcher that the cargo terminal warehouse at El Tari Kupang airport is inadequate where the amount of incoming cargo production is greater than the capacity of the existing cargo warehouse especially during peak hours from the calculations that have been carried out, the cargo terminal warehouse at El Tari Kupang airport has met the standard guidelines stated in the Minister of Transportation Regulation No KM 29 of 2005. Although it has been found that the cargo terminal has met the applicable standards, the cargo terminal at El Tari Kupang airport still cannot accommodate cargo goods that arrive in large quantities resulting in overload in the incoming cargo warehouse. This can be influenced by several factors, namely high demand, errors in planning and lack of supporting facilities. In handling incoming cargo, the application of Standard Operating Procedures (SOP) at the incoming cargo terminal has been carried out in accordance with the applicable domestic cargo and postal service quality procedures.

Analisis Petugas Aviation Security Dalam Penerapan Standard Operating Procedure Pada Security Check Point (SCP) Di Bandar Udara Sultan Babullah Ternate

Safety in the aviation world is the responsibility of the Avsec unit which is in charge of checking passengers and passenger luggage. Negligence of Avsec officers in carrying out their duties can endanger flights. There was a dangerous action that occurred at Sultan Babullah Ternate Airport, where the X-RAY machine at SCP1 at the airport was found to be unattended by officers properly on August 12, 2022.This causes all passengers' luggage to be completely unchecked. This study aims to determine the supervision carried out by the Aviation Security unit in maintaining flight security and safety by applying Standard Operating Procedures (SOP) at the Security Check Point (SCP) at Sultan Babullah Ternate Airport and the obstacles it faces. This research is qualitative with primary and secondary data. Primary data are obtained from interviews and observations, while secondary data are obtained from documentation. This research was carried out at the Aviation Security unit at Sultan Babullah Airport Ternate and carried out in April 2023. The result of this study is that surveillance on SCP 1 is carried out by supervising passengers and their luggage where the passengers will go to the limited security area or check-in area. This supervision is carried out because the luggage that will be put on the plane is one of the main factors related to flight safety. Supervision must be carried out optimally because there are passengers carrying dangerous goods, these passengers must be directed to a special inspection room to be checked in detail while the obstacles in the application of Standard Operating Procedures at the Security Check Point (SCP) at Sultan Babullah Ternate Airport, namely there are still many passengers with high positions and high social status arbitrarily against flight rules or inspection rules. In addition, another obstacle is that there are officers who are negligent in carrying out the Standard Operating Procedure at the Security Check Point (SCP) at Sultan Babullah Ternate Airport.

The use of Lean Six Sigma to improve the quality of coconut shell briquette products

Lean Six Sigma is a systematic and scientific operations management methodology aimed to improve the performance of their manufacturing processes through the elimination of waste. The objective of this paper is to analyses the problem of increasing demand of briquettes in BriqCo (Briquettes Coconut shell Charcoal) company. in this case, the company has a waste problem due to defective products amounting to 10.2% of the total production of 169.298 kg. The high defects cause the company to suffer losses profits due to the re-production process of defects and a decrease in selling because the unsuitable quality. This study uses the Lean Six Sigma – Define, Measure, Analyze, Improve, Control (DMAIC) method. The define stages use the SIPOC diagram to determine the elements involved in the production process and Value Stream Mapping. Measure stages to determine the level of sigma based on production results. The analyze uses a fishbone diagram to determine the root cause problems. In improve, the application of the 5S Method and Standard Operating Procedures (SOP) proposed for a work improvement process that aims to improve the production process. In Control stage, the application of new SOP conducted to improve the production process in order to reduce defects. Based on the results, the initial sigma level reached 3.19. The causes of defects in briquette products consist of human, material, machine, method and environmental factors. With the application of 5S through SOP, it is expected that the level of disability will decrease by 50%.

Analysis of Unsafe Act in the Standard Operational Procedures of Injectioning Nurses in Dr. Haryoto General Hospital, Lumajang

Introduction: Standard Operational Procedures are a set of instructions that have been standardized to meet certain patient needs that aim to direct nursing activities safely in carrying out medical and non-medical actions in order to improve the quality of service through the application of applicable standards. Methode: cross-sectional research design that aims to find out whether there is an influence between the characteristics, knowledge, attitudes and work safety facilities of injecting in the application of Standard Operating Procedures for injecting techniques in efforts to prevent accidents due to needle sticks. The population in this study were 153 people with a total sample of 60 people analyzed using multiple regression. Results: The results showed that 90% of nurses at Lumajang Hospital applied the SPO for injecting according to the multiple regression test found a significant effect between the variables of knowledge on the application of SPO for injecting with a value of ρ value 0.017 <0.05. The largest OR value obtained is 21.106 meaning that the respondent's knowledge has the opportunity 21.106 times in the application of the appropriate SPO and there is a significant influence between the variables of years of service and the application of the SPO with a ρ value of 0.025 <0.05. And the OR value of 17.739 is obtained, meaning that the respondent's tenure has 17.739 opportunities in implementing the correct SOP. Conclusion: It is recommended that there be a firm commitment in implementing SPO as an effort to prevent work-related accidents, develop nurse knowledge through education and training in the field of work safety .

In the banking world, Service Assistant (SA) has a significant role in serving needs, satisfying customers, and maintaining good customer relations. A service Assistant (SA) is required to provide excellent service at the main gate. To be able to provide excellent service, an officer must be essential services related to knowledge of bank products and be able to apply applicable Standard Operating Procedures (SOPs). This study aims to determine how Standard Operational Procedures (SOP) are applied in the Service Assistant (SA) section to provide excellent service at Bank Jatim Syariah KC Malang. This study uses a qualitative descriptive method; researchers try to describe a symptom, event, and event during the study. The object of this study researchers took the subject matter of the research as a case study, namely the Application of Standard Operating Procedures to Prima Service Assistant (SA) Services at Bank Jatim Syariah KC Malang. The results showed that the application of SOPs in the excellent service of Service Assistants must be able to play an active role in serving customers internally and externally. To provide excellent service according to SOPs, such as in terms of appearance, body gestures, intonation, clear and comfortable explanations, and provide smiles by treating and to all customers, such as priority customers from the bank.

Consistency of Application of Standard Operating Procedures (SOP) for Population Administration Services for Making E-KTP in Sidoarjo Regency

This study aims to identify and analyze the application of population administration service SOPs for making E-KTP in Candi District. This research is a qualitative descriptive study using purposive sampling technique. In this study, the informant was the head of the public service section as key informants, sub-district staff and the community as informants. Commitment that the awareness of service personnel is running, continuous improvement of SOPs every year. The application of SOPs is not binding, but is carried out properly and is flexible. All important elements in the implementation of SOPs that are carried out All officers who run SOPs are in accordance with and never violate the SOPs that are made and mutually agreed upon, Good documentation. The existence of supporting and inhibiting factors in the implementation of SOPs.

ANALISIS MANAJEMEN OPERASIONAL PADA STANDAR PROSEDUR CV. ADHI JAYA CONSULTANT

This study aims to analyze the application of Standard Operating Procedures on CV. Adhi Jaya Consultant. This study uses a qualitative approach and data collection methods in the form of observation, interviews and documentation. Results regarding the implementation of the seven main points in Standard Operating Procedures. (1) efficiency, there is still waste in terms of working time. (2) consistent, in the implementation of employees it is quite consistent to be guided by the existing SOPs. (3) minimizing errors, training is carried out before carrying out the work. (4) problem solving, the existing SOPs are detailed enough to find the root of the problem if there is a lack of data, but the SOP does not contain sanctions, problem solving, termination of employment and conflict resolution. Making Participatory Policy in Building Tourist Village Governance in Klungkung Regency, Bali, Indonesia

This research was conducted with the aim of knowing: (1) Characteristics of resources as a core attraction for the development of marine ecotourism that is unique to a specific location in Bali along with the pattern or practice of its implementation, (2) The suitability of ecotourism principles with Balinese local wisdom, and (3) Attributes of the ecotourism principle which are strengths and weaknesses in the implementation of local Balinese marine ecotourism .This research was designed with mixed methods. Sources of data are diving ecotourism destinations, traditional village administrators, and diving communities in diving ecotourism destinations which were collected by survey method. Attributes that become strengths in the implementation of ecotourism with local Balinese wisdom that need to be maintained and improved performance are: 1) Respect for good local culture and wisdom, (2) Application of Standard Operating Procedures to minimize negative impacts on biodiversity and the environment, (3) Responsibility moral, ethical and behavioral responsibility towards the natural and cultural environment, and (4) Respect, courtesy, and friendliness to tourists. While the attributes that are weaknesses and need to be prioritized for improving their performance are: (1) Building awareness about the preservation of culture and local wisdom, (2) Use and operation of tourism facilities that have a low impact on the natural environment, (3) Minimization of social impacts, behavior and psychology in the community, (4) Partnership and involvement of local community participation, (5) Use of local products, (6) Guidance on ecotourism as a diversification of the local economy, (7) Use of local labor, and (8) Capacity building and skills of local communities.In order to realize competitive marine ecotourism, local Balinese wisdom, and sustainability.

EFFECT OF SUPERVISION, WORK DISCIPLINE, ORGANIZATIONAL COMMITMENT AND STANDARD OPERATIONAL PROCEDURES (SOP) ON EMPLOYEE PERFORMANCE AT PT QUALITECH INDOPIRANTI BANDUNG BRANCH

The implementation of supervision, discipline, commitment and Standard Operating Procedures in the company can increase the quality of work that is able to manage the company well and professionally, so that in the future the company can achieve good success in advancing a company. The purpose of this study was to determine the effect of the implementation of supervision, work discipline, organizational commitment and the application of Standard Operating Procedures on the performance of employees of PT. Qualitech Indopiranti Bandung Branch either partially or simultaneously. The research method used is a quantitative method with a descriptive and verification approach. The population in this study were all employees of PT. Qualitech Indopiranti Bandung Branch as many as 40 people sampling using total sampling or sampling saturated (census). Validity test using Product Moment correlation from Pearson. While the reliability test uses Cronbach's Alpha. Data collection techniques through the distribution of questionnaires. The analysis prerequisite test includes normality test, multicollinearity test, heteroscedasticity and linearity test. The data analysis technique used is multiple regression, correlation test, and coefficient of determination. The results showed that the descriptive analysis stated that: 1). Employee performance was in a good category. 2). Supervision was in a good category. 3). Work discipline was in a good category. 4). Organizational commitment was in a good category. 5). Standard Operating Procedures was in a good category . Besides that, the results of the study show that, 6). Supervision has an effect on employee performance with a correlation value of 0.831 with a very strong relationship level. 7). Work Discipline has an effect on employee performance with a correlation value of 0.995 with a very strong relationship level. 8). Organizational commitment has an effect on employee performance with a correlation value of 0.5611 with a strong relationship level. 9). Standard Operating Procedures affect employee performance with a correlation value of 0.829 with a very strong relationship level. 10). Supervision, Work Discipline, Organizational Commitment and Standard Operating Procedures on Employee Performance have a simultaneous effect on employee performance with an influence value of 99.1%, and a very strong correlation with a correlation value of 0.995.

Cleanliness, Health, Safety, and Environment Sustainability (CHSE) Implementation in Housekeeping Department

ABSTRACT
 Purpose: This study was conducted to determine the application of SOP (standard operating procedures) in the Housekeeping Department before the Covid-19 pandemic and after being certified CHSE (cleanliness, health, safety, and environmental sustainability at the Renaissance Bali Uluwatu Resort & Spa Hotel, Bali, Indonesia.
 Research methods: The study uses a qualitative descriptive method using narrative analysis of data sources. The interviews and the informants are addressed were executive housekeepers, housekeeping supervisors, and housekeeping staff at the Renaissance Bali Uluwatu Resort & Spa Hotel.
 Results and discussion: There was a significant difference between the application of SOP in the Housekeeping Department (room attendant, public area attendant, and laundry station) before the covid-19 pandemic and after being certified CHSE at the Renaissance Bali Uluwatu Resort & Spa Hotel.
 Implication: There are significant differences in the application of SOP at the Renaissance Bali Uluwatu Resort & Spa Hotel after being certified CHSE in the room.

Implementation of Standard Operating Procedures for Patient Care

This study aims to determine the application of standard operating procedures for patient care in the emergency room of dr. MM. Dunda Limboto, Gorontalo District. The research method used is a qualitative research approach with descriptive research type. The results showed that the Application of Standard Operating Procedures (SOP) for Patient Services in the IGD RSUD dr. MM. In general, Dunda Limboto Gorontalo District has not been implemented optimally. This can be seen from the 7 SOP indicators, only 4 have been implemented properly. As for the results of the research on these indicators are: 1) the procedure for registering patients in the ER has not been running optimally, 2) the procedure for receiving patients in the patient reception room has not been optimally carried out, 3) The doctor prepares for the examination including: Patient preparation , tools, washing hands and wearing PPE, the results of the study found that this procedure was carried out well, 4) The doctor carried out the examination including: history taking, physical examination and checking the patient's vital signs, supporting examinations, had not been carried out properly, 5) The doctor determined the diagnosis meanwhile, it has been carried out properly, 6) The doctor determines the treatment and medical action on the patient, this procedure has been carried out in accordance with the SOP, and 7) The doctor observes and evaluates the results of treatment or action, this procedure has been carried out in accordance with the existing SOP.

Implementation of Standard Operational Procedure (SOP) for Services, Government Policy and Information Technology of Communication on Improving Public Satisfaction of Balai Karantina Pertanian Kelas II Medan

Public satisfaction with the service performance of government officials is influenced by many factors such as application of Standard Operating Procedures (SOP), government policy, and the application of technology and information systems. Principles of Public service such as transparency, accountability, participation, conditionality, equality of rights and obligations as well as the balance of rights and obligations greatly affect public satisfaction with service systems and procedures. The present study is a survey using an associative quantitative approach aimed at determining the effect of the Standard Operating Procedures (SOP) in services, government policy, and information communication technology on improving public satisfaction of Balai Karantina Pertanian Kelas II Medan. The population included the people who used the service as of 80 people using quarantine services. The sampling method used a total sampling method so that there are 80 samples. The data collection method used a questionnaire. The collected data were then analyzed by using multiple linear regression. The results of the study indicated that Standard Operating Procedures (SOP), Government Policies, and Information and Communication Technology and Community Satisfaction have a positive and significant effect on community satisfaction. Standard Operating Procedure (SOP) partially has a positive and significant effect on community satisfaction. Government policies partially have a positive and significant effect on community satisfaction. Information and Communication Technology partially has a significant effect on community satisfaction. It is suggested to the Kantor Balai Karantina Pertanian Kelas II Medan to further improve the quality of service so that consumer satisfaction in online transactions can be further improved. Waste minimisation in paper industry activities can be done by applying cleaner production methods. The objective of this research was to study of opportunity of cleaner production implementation in sack kraft industry. These stages of research were identification of process stages, identification of problems, identification of cleaner production opportunities, feasibility analysis of technical, environmental and financial aspects, and election priority cleaner production opportunities with Exponential Comparison Method (ECM). The processes of the sack kraft production included stock preparation, sheet formation, pressing section, drying section, scrolling and cutting. These Sack Kraft Industry used 110 tonnes of cardboard afval and produced 90.742 tonnes of sack kraft, 3.65 tonnes failed paper, 2.443 tonnes scattered paper, 4.915 tonnes defected paper and 8.25 tonnes solid waste in the form of plastic and metal. The problems often had been occured were downtime machine, broken machine, solid waste production, failed paper, scattered paper, and defected paper. Recommendation of cleaner production opportunities were making pellets from solid waste as fuel substitution (PBP 0.1 years and B/C 8.31), application of Standard Operating Procedure (SOP) for machine maintenance (PBP 3.9 years and B/C 1.3), Good manufacturing practice training (PBP 0.63 years and B/C 2.58). The priority order of cleaner production using ECM was application of SOP for machine maintenance, GMP training, and making pellets as fuel substitution. The Indonesian International Islamic University Depok Library Building Construction Project has area of 16495 m2. This library has 8 floors, which is located in the middle of the city. So, the mobilization of tools and materials become easier. The purpose of this study is to make project planning in terms of organizational structure, site layout, traffic management, strategy and implementation methods, quality, safety, occupational health and environment (K3L); Project Implementation Budget Plan and project scheduling. The data used are shop drawings, Work Plan and Conditions, and HSD Depok City 2020. Planning a project schedule using the Barchart method with the help of MS. Project 2016. This planning produces a line type organizational structure where the leaders and subordinates are in one line of command; Site Layout by using 1 unit tower crane; Traffic Management planning using a one gate system; The implementation strategy uses 2 zones; The implementation method uses Bottom Up, starting from zone 1 then proceed to zone 2 until the 8th floor; Quality plan based on the application of SOP (Standard Operating Procedure); The HSE plan includes hazard identification, an HSE equipment plan, and an HSE implementation schedule; The project duration plan is 43 weeks, and the Implementation Budget Plan is Rp. 151,141,347,875.

ANALYSIS OF STANDARD OPERATIONAL PROCEDURES (SOP) IN DOING SERVICES AND ITS INFLUENCE ON PATIENT SATISFACTION AT KLINIK MEDAN MEDICAL CENTER

This study aims to find out what are the Standard Operating Procedures (SOPs) that must be applied in providing services to patients at the Klinik medan medical center. How does the application of Standard Operating Procedures (SOP) applied by employees in providing services to patients at the Klinik medan medical center on patient satisfaction. How much influence the application of Standard Operating Procedures (SOP) applied by employees in providing services to patients at the Klinik medan medical center on patient satisfaction. The method used in this study is a quantitative method with several tests, namely reliability analysis, and linear regression. Based on the results of the primary data regression which was processed using SPSS 20, the following simple linear regression equation was obtained: Y = 24.312 + 0, 405 X. Partially, the SOP variable (X) has a significant effect on patient satisfaction (Y) at the Klinik medan medical center. This means that the hypothesis in this study is accepted, as evidenced by the value of t count > t table (4.025 > 1.986). The SOP variable (X) is able to contribute to the influence of the patient satisfaction variable (Y) by 39.4% while the remaining 60.6% is influenced by other variables not examined in this study. From the conclusions above, the authors suggest that employees and leaders should improve SOPs within the company's internal in order to provide excellent service to patients. Leaders and employees should maintain patient satisfaction by improving clinical facilities.
