The Key Role of the Chamber of Commerce in Supporting the High-quality Development of the Private Economy

The chamber of commerce is a powerful support to serving the government and managing the non-public economy, which can strongly promote the high-quality development of the private economy in Shaanxi. In recent years, Shaanxi has made multiple overall plans and taken multiple measures to improve the vitality of the development of the chamber of commerce in an all-around way, enabling the high-quality development of the private economy with policy integration and innovation. However, there are still problems in the development of chambers of commerce, such as a lack of public service awareness, lack of institutional norms, uneven levels of development, and lack of unified centralized management. Therefore, this paper puts forward four countermeasures and suggestions. First, clarify the boundary of power and responsibility, and effectively exert the function of the federation of industry and commerce. Second, strengthen the legal guarantee and support of norms and policies. The third is to improve the level of autonomy of chambers of commerce and enhance the development in all aspects. Fourth, build a new type of government-business relationship and continuously improve the market business environment.

“All-in-one” tea polyphenol-modified injectable hyaluronic acid-based hydrogel for diabetic wound healing

Refractory diabetic wounds are a devastating and rapidly growing clinical problem, which is associated with high incidence rates, mortality, and recurrence rates. Therapeutic angiogenesis in wound tissues is essential to the healing of diabetic wounds. However, the presence of excessive oxidative stress in diabetic wounds hinders angiogenesis, and conventional anti-oxidative approaches are inefficient to compensate for the systematically impaired angiogenesis. Here, a multifunctional supramolecular hyaluronic acid hydrogel dressing for diabetic wounds is successfully designed and constructed (GHPM). The GHPM hydrogel features outstanding properties, including excellent tissue adhesion, antibacterial ability, conductivity, and antioxidant properties. Based on the dynamic crosslinking structure, the GHPM hydrogel also presents adequate injectable and self-healing capabilities, which play a vital role in covering irregular or deep wounds. Additionally, diabetic wounds treated with GHPM hydrogel showed a significant acceleration of wound closure by preventing wound infection, reducing oxidative stress, and accelerating collagen deposition. More interestingly, the combination of electrical stimulation and GHPM hydrogel can effectively promote angiogenesis and neurogenesis, further accelerating diabetic wound healing in an all-around way. This advanced collaborative strategy opens a new avenue in treating diabetic wounds.

YouDao’s Competitive Strategy after Transformation based on the “Double Reduction” Policy: Taking YouDao Online Education Service as an example

With the implementation of my country’s “double reduction” policy, the education field is facing important changes. This article takes YouDao Online Education as an example to explore its competitive strategy in the policy context. YouDao Online Education has experienced the development of multiple business sectors, such as YouDao dictionary, online courses, intelligent hardware, etc. However, policy changes require the transformation of educational institutions to reduce the burden on students, strengthen quality education, and improve teaching quality. YouDao actively responds to this challenge and achieves differentiated competition through technological and product innovation. They launched the country’s first large-scale education model, "Zi Yue," and the virtual eloquence coach, "HiEcho," to provide personalized oral training and essay correction to help students develop in an all-around way. Secondly, YouDao has comprehensively updated new curriculum standards and launched the "Smart YouDao" quality development plan, emphasizing skill-based curriculum innovation and personalized guidance. They work with teachers and industry experts to provide high-level teaching content to attract more students. Finally, YouDao has accelerated the application of artificial intelligence technology in quality education services and launched the YouDao Zongheng Chess Academy App, which supports a variety of chess games and enables personalized practice. Route planning model based on multidimensional eigenvector processing in vehicular fog computing

With the rapid development of information technology, the informationization level of sport tourism has been improved in an all-around way, which makes a large number of data accumulated in the management system of road traffic. However, the traditional association rule algorithm cannot deal with huge data. To make up for the deficiency of predicting suitability from a single perspective, this paper, from the perspective of road daily travel planning, constructs a multi-dimensional characteristic model. Based on eigenvector processing as a research content, by carrying out a multi-dimensional prediction on the whole data set and considering the limitation problem of the influence of time, space, and items on daily travel routes, the invention provides a daily travel suitability road daily travel planning route prediction research method based on multiple dimensions. The invention also extracts the outstanding performance of a network model in a single variable problem based on deep interest and double characteristics. The combination of SVR and GBRT algorithm makes up for the one-sidedness of single perspective prediction. It uses the weighted fusion principle to fuse the results and establishes a multi-dimensional route suitability prediction model under this mode. Experiments verify that the prediction of multivariate dimensional data achieves the desired results. With the help of the dependence between the level and element dimension data, the future route planning trend can be judged. This algorithm compared to the ant colony algorithm and the traditional genetic algorithm increased by 15.6% and 15.1%. The system response time has been increased by more than 60%, which can effectively improve the accuracy of prediction. Therefore, in the VFC environment, the actual user needs can be improved, the planning and management of traffic routes can be guided, and the development of sport tourism systems of Taihang Mountain can be further promoted.

Text Study of Reader Magazine in the Context of Big Data

Abstract Exploring the textual emotional value of the Reader is to help readers understand the Reader’s embedded emotions in an all-around way. In this paper, two text analysis methods, latent semantic analysis and probabilistic latent semantic analysis are described, starting from the analysis model of text research, and the automatic text classification technique is illustrated. The principles of support vector machines are explained, the optimal decision function selection solution is performed using kernel functions, and a PLSA-SVM text analysis model is also constructed using the PLSA method jointly with SVM. The structural features of Reader magazine were analyzed and explained, and the PLSA-SVM text analysis model was used to analyze the data on the narrative features of Reader magazine. In terms of narrative themes, the main narrative themes of Reader magazine were distributed as affection and love, which increased by 16.84% and 17.42% from 2012 to 2021, respectively. In terms of narrative perspectives, the proportion of first-person and third-person narrative perspectives is comparable, increasing by 9.03% and 12.3% from 2012 to 2021, respectively. Thus, in the context of big data, the PLSA-SVM text analysis model can be used to analyze the text narrative features of Reader magazine effectively, and Reader magazine can use the analysis to optimize further the text content and issue texts that are attuned to readers’ emotions.

A Comprehensive Method for Online Switch Fault Diagnosis and Capacitor Condition Monitoring of Three-Level T-Type Inverters

Capacitors and semiconductor power devices are the most fragile components in power electronic systems. Hence, designing a comprehensive method for online switch fault diagnosis (FD) and capacitor condition monitoring (CM) is conducive to guaranteeing the reliability of the three-level T-type (3L-T) inverter in an all-around way. First, based on modeling the 3L-T inverter on the dc link and ac side, the inherent harmonic components of the dc link under normal and open-circuit faults conditions are analyzed. Furthermore, the capacitor current reconstruction method is designed. Subsequently, a comprehensive FD and CM framework is proposed, which consists of signal injection, extra hardware, 3L-T model, FD, and CM submodule. In FD, the detection variable, which is the function of output current and its changing rate, is designed, and the fault location is carried out based on the phase current residual and the sum of the neutral-point voltage residual. The capacitance estimation method is introduced based on the input current reconstruction technology and recursive least squares algorithm using the inherent or injected ac component on the dc link. Finally, experimental results demonstrate that the proposed comprehensive method merits high estimation accuracy, fast dynamic response, and better FD performance under various conditions.

Design and application of an intelligent communication platform for aesthetics education for internationalization

Abstract With the rapid development of information technology, aesthetics education is changing, and the use of computer technology for teaching has become the new norm in the teaching field. In recent years, many intelligent platforms for aesthetics education have emerged at home and abroad, but most of them are only simple video courses, which can hardly meet the needs of aesthetics education. In order to design an international-oriented intelligent communication platform for aesthetics education, this paper builds an intelligent platform serving aesthetics education based on the relevant technologies of intelligent learning communication and completes performance tests after implementation. On the user side, the average memory consumption of the intelligent platform is 15.6 MB, the average memory occupation rate is only 15.34%, and the average network traffic consumed per operation step is only 7.56 MB. The CPU consumption of the platform is also relatively low. The highest occupation rate is 3.76%, the lowest is 0.81%, and the average is only 2.58%. For the server-side Web test, the average system response time of the intelligent platform is 0.72 seconds, which is a very fast response time. In the concurrency test, the platform still runs smoothly under the full concurrency of 100 concurrency numbers and can respond to most users’ requests within 1 second. The intelligent platform is fully capable of meeting the needs of teachers and students in aesthetics education. The international-oriented intelligent communication platform for aesthetics education designed in this paper can help cultivate students’ aesthetic perception and thinking ability, thus improving their aesthetic literacy in an all-around way.

Regional Differences in PM2.5 Environmental Efficiency and Its Driving Mechanism in Zhejiang Province, China

Improving the digital economy and environmental governance efficiency are important methods for current high-quality economic development. Based on the panel data of 11 cities in Zhejiang, on the eastern coast of China, fine particulate matter smaller than a 2.5 μm (PM2.5) environmental efficiency (PMEE) was measured by the undesirable output Slack-Based Measure-Data Envelopment Analysis (SBM-DEA) model. The fixed effect regression model, the divergences in the difference model and other empirical methods were obtained to test the driving mechanism of social-economic factors on the PMEE. The results showed that: (1) the concentration of PM2.5 was continually decreasing, and environmental quality experienced a continuous improvement in Zhejiang province in the observation period, although cities such as Hangzhou, Jiaxing and Shaoxing have relatively severe PM2.5 pollution. (2) The total average value of PMEE in Zhejiang was 0.6430 over the observation period, while there was still a lot of room for improvement when compared to the production frontier. Additionally, PMEE in each city showed a fluctuating growth trend. Cities with a higher PMEE were mainly Zhoushan, Hangzhou and Ningbo. (3) The level of the digital economy had a positive role in promoting the PMEE, which was statistically significant. The level of pollution control and technological innovation also had a significantly positive effect. However, the ratio of the industrial output value to the gross domestic product (GDP) presented a negative effect on the PMEE. In the future, it is suggested that the development of the urban digital economy should be accelerated in an all-around way to improve the efficiency of government pollution control and to improve the technical efficiency of PM2.5 via innovative technological progress.

A Unified Open-Circuit Fault Diagnosis and Condition Monitoring Method for Three-Level T-Type Inverter

Traditional fault diagnosis (FD) and condition monitoring (CM) methods for three-level T-type (3L-T) inverters are studied separately, which is not conducive to guaranteeing the reliability of the 3L-T inverter in an all-around way. This article presents a unified open-circuit FD and CM method for the 3L-T inverter based on the proposed <sc xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">on</small> -state voltage measurement circuit (OVMC). The designed OVMC comprises a voltage limiter, an absolute value circuit, and a minimum value circuit, separating all the OVs and actual switching state information with a few devices and terminals. The corresponding sampling method is designed under the space vector pulsewidth modulation mode, and the sampling frequency is only twice the switching frequency. Three exceptional cases are considered during the implementation to achieve accurate OV sampling. The proposed method for fault locating requires only a straightforward lookup table without complicated feature extraction and threshold setting steps. Meanwhile, the FD results would help to correct the OV distribution. Experimental results demonstrate that the proposed unified FD and CM method merits high measurement accuracy, fast response speed, and short FD time.

Towards high-quality development: how does digital economy impact low-carbon inclusive development?: mechanism and path.

High-quality development is the primary task of building a modern socialist country in an all-around way. Innovation, coordination, green development, openness, and sharing are the main connotations of high-quality development. Based on panel data from 286 cities in China, this paper empirically analyzes the impact of the digital economy on low-carbon inclusive development (hereinafter referred to as LIG). The results show that the digital economy has a salient promoting effect on LIG, and with the increase of quantile level, the promoting effect shows a marginal decreasing trend. Heterogeneity analysis found that the cities with low resource dependence and marketization of the digital economy and high environmental concern and competition have more salient promoting effects on LIG. The dimensionality reduction analysis shows that the impact of digital economy on economic growth, social inclusion, and low-carbon ecology gradually increases in turn. The mechanism test shows that R&D investment, green innovation, and market integration play a partial mediating role, while entrepreneurial activity, industrial upgrading, and development imbalance play a fully mediating role. Digital economy promotes urban economic growth and low-carbon ecological development through R&D investment and market integration and mainly promotes low-carbon ecological development through green innovation. The digital economy will promote low-carbon and inclusive urban development by stimulating entrepreneurship, promoting industrial upgrading, and alleviating development imbalances.

Heap Based Optimization with Deep Quantum Neural Network Based Decision Making on Smart Healthcare Applications

The concept of smart healthcare has seen a gradual increase with the expansion of information technology. Smart healthcare will use a new generation of information technologies, like artificial intelligence, the Internet of Things (IoT), cloud computing, and big data, to transform the conventional medical system in an all-around way, making healthcare highly effective, more personalized, and more convenient. This work designs a new Heap Based Optimization with Deep Quantum Neural Network (HBO-DQNN) model for decision-making in smart healthcare applications. The presented HBO-DQNN model majorly focuses on identifying and classifying healthcare data. In the presented HBO-DQNN model, three stages of operations were performed. Data normalization is applied to pre-process the input data at the initial stage. Next, the HBO algorithm is used in the second stage to choose an optimal set of features from the healthcare data. At last, the DQNN model is exploited for healthcare data classification. A series of experiments were carried out to portray the promising classifier results of the HBO-DQNN model. The extensive comparative study reported the improvements of the HBO-DQNN method over other existing models with maximum accuracy of 97.05% and 95.72% under the colon cancer and lymphoma dataset.

Optimized Classification Model for Biomedical Data Analysis

In recent years, medical data analysis has become a well-known research topic in healthcare in recent years. Smart healthcare will use a new generation of information technologies, like artificial intelligence, the Internet of Things, cloud computing, and big data, to transform the conventional medical system in an all-around way, making healthcare highly effective, more personalized, and more convenient to support healthcare practitioners in their decision-making. Due to the huge amount of medical data, appropriate clustering methods have been proven useful to implement an efficient medical data classification process. With this motivation, this paper focuses on a unit-wide search algorithm with an optimal support vector machine model for medical data analysis. The purpose of the proposed model is to classify health data using clustering and classification models. In addition, the proposed technique includes a clustering method for medical data, which helps to improve the classification performance. In addition, the model used examines accumulated medical data to perform the classification process. In addition, an optimization algorithm is used to improve the classification results of medical data. Extensive benchmarking and a wide range of simulations can highlight the promising performance of the research technique.

Research on Resource Evaluation Mapping and Asteroid Mining Based on HFSE Model and Entropy Weight Method

In view of the scarcity of resources, we analyze the mapping process from existing resources to expected production value from a humanitarian point of view. After analyzing the fairness index from six different angles, we propose a solution and establish an HFSE model that reflects the difference between a country's economic structure and expectations. In addition, we also synthesize six aspects of the fairness index through the entropy weight method and get the overall fairness of a country. According to the current global situation, the policy of asteroid mining has been put forward. These recommendations enhance global competitiveness promptly and ensure that industries with national characteristics can give full play to their advantages and develop productive forces in an all-around way.

Temporal and Spatial Variation Characteristics and Source Analysis of Agricultural Non-point Source Pollution Load in Guangdong During the Past 20 Years

The agricultural non-point source pollution (ANPSP) load in Guangdong province is very large and has a serious impact on the regional ecological environment. Inventory analysis was used to assess and analyze the temporal and spatial variation characteristics of the ANPSP load of Guangdong province during 1999-2019, and the sources of ANPSP were discussed, as well as the relationship between them. The results showed that, during the past 20 years, the total ANPSP pollution loads of Guangdong province decreased by 6.08%, and the pollution loads of chemical oxygen demand (COD), total nitrogen (TN), and total phosphorus (TP) increased by -11.88%, 4.99%, and 26.17%, respectively. The input intensity of chemical fertilizers and pesticides increased by 112.19% and 60.38%, respectively. The Pearl River Delta had the highest ANPSP loads in Guangdong province, followed by those in northern, western, and eastern Guangdong. Livestock and poultry breeding were the main sources of COD, the total percent fertilizers and livestock and poultry breeding were the main sources of TN, and livestock and poultry breeding and aquaculture were the main sources of TP. In addition, the contribution of pollutants discharged from aquaculture showed an obvious increasing trend. There were certain differences in the pollution sources in different regions. In western Guangdong, northern Guangdong, and eastern Guangdong, livestock and poultry breeding were the main sources of COD and TP, and fertilizer was the main source of TN; by contrast in the Pearl River Delta, aquaculture had become the main source of TN and TP pollution loads. The correlation results showed that the decline in the total ANPSP in Guangdong province was mainly due to the increase in high urbanization rate and the decrease in the proportion of rural population. In general, there were stage changes in the time and differences in spatial characteristics and sources of ANPSP in Guangdong province. A combination of comprehensive treatment and targeted pollution treatment should be adopted, and fertilizer reduction measures and pollution treatment in the aquaculture should be strengthened in an all-around way, focusing on strengthening the treatment of pollution from aquaculture in the Pearl River Delta region and the treatment of rural life pollution in northern Guangdong.

Exploring factors influencing pre-service and in-service teachers´ perception of digital competencies in the Chinese region of Anhui

The emergence of the Covid-19 pandemic has accelerated the wave of digital social transformation worldwide and pushed the “Accelerator Key” for the digital transformation of education in 2020. This transformation has also impacted in an all-around way in China. Taking Anhui province as a case study, this research explores socio-demographic factors influencing the digital competence level of pre- and in-service teachers of primary and secondary education in China. The quantitative methodological approach emphasizes the study subjects’ perception of their digital competencies in three factors: basic technology literacy, technical support learning, and technical support teaching. The study involved 250 pre-service teachers and 248 in-service teachers. The main findings are: (1) participants have good consciousness and attitudes towards using ICT in daily work, but their educational practice is weak; (2) in-service teachers have a digital competence level generally higher than pre-service teachers’, which might be their professional practice promote them to reflect on perceptions and attitudes regarding technological education; (3) for in-service teachers, there are significant differences between their digital competence level and age, years of teaching experience, educational background; (4) current ICT courses have no influencing on in-service teachers’ digital competence level, implying that current ICT training system may have problems. The study provides insights to improve pre-service teachers’ digital competence education in universities and develop well-designed in-service teachers’ ICT training courses.

A blockchain-based keyword search scheme with dual authorization for electronic health record sharing

Electronic health record is an electronic file that records people’s medical treatment and physical examination information in an all-around way which is an important branch of building a smart medical system. The sharing of electronic health records not only helps people use medical resources anytime and anywhere to deal with tricky physical conditions but also provides valuable and true reference materials for medical practitioners in related research. However, the current electronic health record sharing schemes have the problems of electronic health record data leakage, access authorization mechanism incomplete, inflexible operation of electronic health record data, low search efficiency, and untrustworthy cloud server provider. To solve these challenging problems, we propose a new blockchain-based keyword search scheme with dual authorization for electronic health record sharing. The certificateless cryptosystem avoids certificate management and key escrow. The construction of the authorization matrix realizes the dual authorization of the identities of users and the corresponding searchable departments. Also, the matrix can manage the access rights of users. The signal value of the ciphertext index can realize the authority management of ciphertext index. The ciphertext MAC verification code stored in the blockchain can verify the legality of ciphertext, and the smart contract is used to ensure fair transactions. Therefore, our scheme is more suitable for sharing confidential and sensitive electronic health records. The security proof concludes that the proposed scheme is indistinguishability under the keyword guessing attack. Besides, the result of performance analysis and comparison simulations show that the proposed scheme has higher performance than some related schemes.

The measurement and dynamics of financial openness of Chinese economy

Currently there are many literatures examining the linkage between financial openness and other economic factors in emerging economies. Nevertheless, the accuracy of measurement of financial openness is the prerequisite of evaluating its effects. Different scholars usually construct different indicators that capture different facets of financial openness, hence yielding systematically different regression results. Therefore, it is necessary to construct a comprehensive indicator and measure the financial openness in an all-around way. The innovation of this paper lies in the concept of “financial opening facilitation” that is newly put forwarded by the author. This paper constructs a new sub indicator: financial opening facilitation. Different from previous literatures, this paper argues that although some factors are not directly related to financial opening, they can facilitate the operation of financial institutions and support the flow of international capital, so they also play an important role. The author measures the financial openness in terms of financial account openness, financial institutions openness, financial opening facilitation. This brand-new method can be conducive to the further researchers when they examine the relation between financial openness and domestic economy. Furthermore, China's experience of financial opening can give many revelations to other emerging countries.

MicroRNA-489 Promotes the Apoptosis of Cardiac Muscle Cells in Myocardial Ischemia-Reperfusion Based on Smart Healthcare.

With the development of information technology, the concept of smart healthcare has gradually come to the fore. Smart healthcare uses a new generation of information technologies, such as the Internet of Things (loT), big data, cloud computing, and artificial intelligence, to transform the traditional medical system in an all-around way, making healthcare more efficient, more convenient, and more personalized. miRNAs can regulate the proliferation, differentiation, and apoptosis of human cells. Relevant studies have also shown that miRNAs may play a key role in the occurrence and development of myocardial ischemia-reperfusion injury (MIRI). This study aims to explore the effects of miR-489 in MIRI. In this study, miR-489 expression in a myocardial ischemia-reperfusion animal model and H9C2 cells induced by H/R was detected by qRT-PCR. The release of lactate dehydrogenase (LDH) and the activity of creatine kinase (CK) was detected after miR-489 knockdown in H9C2 cells induced by H/R. The apoptosis of H9C2 cells and animal models were determined by ELISA. The relationship between miR-489 and SPIN1 was verified by a double fluorescence reporter enzyme assay. The expression of the PI3K/AKT pathway-related proteins was detected by Western blot. Experimental results showed that miR-489 was highly expressed in cardiac muscle cells of the animal model and in H9C2 cells induced by H/R of the myocardial infarction group, which was positively associated with the apoptosis of cardiac muscle cells with ischemia-reperfusion. miR-489 knockdown can reduce the apoptosis of cardiac muscle cells caused by ischemia-reperfusion. In downstream targeting studies, it was found that miR-489 promotes the apoptosis of cardiac muscle cells after ischemia-reperfusion by targeting the inhibition of the SPIN1-mediated PI3K/AKT pathway. In conclusion, high expression of miR-489 is associated with increased apoptosis of cardiac muscle cells after ischemia-reperfusion, which can promote the apoptosis after ischemia-reperfusion by targeting the inhibition of the SPIN1-mediated PI3K/AKT pathway. Therefore, miR-489 can be one of the potential therapeutic targets for reducing the apoptosis of cardiac muscle cells after ischemia-reperfusion.
