In the article the purpose of the article is to propose an integrated indicator for assessing the level of innovative development, which takes into account the components of the process-functional approach to the enterprise. Today, numerous research achievements focus on the assessment of individual components of innovative development of the studied industry, but there is no single integrated mechanism for formulaic assessment of the level of innovative development. The urgency of solving the above problem involves the possibility of a comparative approach of micro and meso levels based on the normalization of data, taking into account modern methods of calculating the proposed components of innovation development. The article emphasizes the consideration of assessing the level of innovative development on the basis of the formation of an integrated indicator based on a process-functional approach. The author identifies four components: innovative development of input resources, innovative mechanism of enterprise activity, innovative development of production organization, preconditions and results of introduction of innovative products — on the basis of which formula 1 is proposed. In addition. own attention was focused on indicators of the level of innovative development of the organization, in particular the assessment of the level of happiness and the impact of intellectual resources. In particular, happiness is a part of the cycle of combining «test» and «action», which according to kaizen will change and improve the work process. Thus, the author focuses on the proposed method of assessing the level of happiness according to the Scrum approach. An equally important component of the level of innovative development of the enterprise is the assessment of intellectual resources, which means a complex economic category that combines intellectual capital and various forms of intangible assets that capture knowledge and skills and aim to maintain long-term competitive advantage. development of business entities. To apply the integrated indicator in different areas, the author proposed weighting factors that contribute to the individualization of the weight of each of the indicators and the area of its operation. The proposed formulaic form of assessing the level of innovative development covers a system of indicators of functional-process interaction metrics of the organization, and the presence of weighting factors helps to adapt the calculation for different areas of activity and provides normalization of data to form a comparative approach between existing and potential competitors. In addition, the proposed formula facilitates marketing research, proactive vision and socially responsible behavior in crisis conditions and the use of Agile techniques, lean production and more. The current prospects for further research are to improve the system of proposed indicators to match their importance to the strategy and the formation of KPIs for each of the levels of government, which will increase the efficiency of economic entities.
