Approaches to assessing the socio-economic effects of the implementation of strategic priorities in regional economic systems: The Yamalo-Nenets Autonomous Okrug case

Subject. The article deals with a review and formation of approaches to the assessment of strategic priorities of resource-oriented regions. Objectives. The study aims at preparation of systems approaches to the assessment of strategic priorities of resource-oriented regions and regional economic systems in general, for further implementation in the adapted model of interperiod choice. Methods. The study rests on the theory of strategy and methodology of strategizing by V.L. Kvint, a foreign member of the Russian Academy of Sciences, and employs econometric, statistical, and cognitive methods. Results. I presented an overview of existing approaches to assessing strategic priorities, formulated proposals for formalizing and systematizing the priority assessment system based on specific and inclusive approaches. The paper shows how the results of this analysis can be implemented in the model of interperiod choice. Conclusions. The findings can be used by public authorities when devising strategies for socio-economic development, while theoretical insights can be adapted for use not only in regional economic systems, but also in the analysis of strategic development of other systems.

Features of statistics of visits to physical sites using the example of the scientific and educational portal “Great Russian Encyclopedia” and the website of the journal Uspekhi Fizicheskikh Nauk

On February 13, 2024, the 99th anniversary of the “Great Russian Encyclopedia” (GRE) (the successor of the “Great Soviet Encyclopedia”) was celebrated. However, it was only in 2020 that work began on the scientific and educational GRE portal, which was launched in test mode on May 26, 2022 (https://bigenc.ru/). By the editorial staff of “Physical Sciences”, to date, about 2,000 articles written by outstanding physicists and selected by the representative Editorial Board have been posted on the portal. The partners of the portal are reputable scientific and educational organizations: the Russian Academy of Science (RAS), Lomonosov Moscow State University (MSU), other leading universities of the Russian Federation, and the Russian Academy of Education. The priorities of the GRE portal are reliability and accessibility. The paper presents statistics of visits to the GRE portal over the past two years. Another important electronic resource dedicated to the physical sciences and therefore analyzed jointly with the editorial board of the GRE “Physical Sciences” is the journal Uspekhi Fizicheskikh Nauk (UFN). The first issue of the UFN was published in April 1918, and the UFN website (www.ufn.ru) was opened on December 26, 1994. Since 1995, there have been statistics of visits to the UFN website, which, for the first time, allowed the UFN Editorial Board to find out how many readers it has, who they are, where they come from, what their interests and preferences are? By 2016, DOI was assigned to the entire archive of articles from the UFN in both Russian and English. By April 2024, 1075 issues of the UFN containing 11,819 articles (cited 164,216 times, data collected by DOI) written by 8,799 authors were posted on the UFN website, and 405,365,547 times visited the semantic pages of the site. Statistics of visits to the UFN website and its features in recent years will be covered in this article.The statistics of visits to the GRE Portal and the UFN website demonstrate the growing society’s request for reliable, time-tested information supported by the reputation of the editorial board and publishing houses.

Phytoremediation of Mercury Contamination: Bibliometric Analysis

Mercury is classified as one of the world’s most toxic and dangerous pollutants as it tends to bioaccumulate and biomagnify within the trophic chain and is persistent. Various approaches are available to remediate Hg-affected sites including phytoremediation, which includes the use of plants to clean up contaminated environments. The phytoremediation of mercury contamination is attracting increasing attention because of its advantages: it is environmentally friendly, inexpensive, simple, and can improve soil fertility. In this report, VOSviewer (version 1.6.1) and Bibliometrix (version 4.16) software were used to analyze 457 and 697 documents published from 2000 to 2023, retrieved from the databases WoS and Scopus, respectively. China, India, the United States, and Spain were the top four most productive countries. The largest topic area was environmental sciences, and the Chinese Academy of Sciences was the organization that contributed the most to the overall number of publications. The keywords with the highest frequency excluding phytoremediation and mercury in WoS were heavy metals, accumulation, cadmium, soils, and phytoextraction. In Scopus, the most frequent keywords were bioremediation, heavy metals, soil pollution, bioaccumulation, biodegradation, and environmental. From the above analysis, we concluded that future research should focus on (1) finding native plants, (2) genetic engineering applications, (3) increasing remediation ability through assisted phytoremediation, and (4) the detoxification mechanism of mercury. This study provides insights into trending themes and serves as a reference for future research.

Elucidating carbon dot research coupled with bibliometric analysis

Over the past two decades, carbon dots (CDs) have been a subject of extensive research. Despite this progress, a holistic view of the research trajectory and future directions remains elusive. In an effort of shedding light on the evolution of CD research, herein an objective and comprehensive analysis was conducted using bibliometric techniques. By examining the relationships among different research components such as publications, citations, authors, institutions, and keywords, research questions related to identifying trends, key themes, prominent journals, influential authors and the overall intellectual structure of CD research has been addressed. This involved examining 24,599 publications from the Web of Science Core Collection spanning from 2004 to 2024. These publications represent the collective work of approximately 66,000 authors from around 8,000 institutions across 115 countries. China accounted for nearly 50 % of these publications, with the Chinese Academy of Sciences standing out as the most prolific institution. Authors with nine or more publications emerged as the core authors. Publications were categorized in accordance with the United Nations Sustainable Development Goals. The primary areas of CD research have been identified as synthesis (emphasizing green, simple, and hydrothermal methods), sensing capabilities, photoluminescence properties, photocatalytic activity, composite materials, drug delivery systems, and bioimaging techniques. Lastly, the factual state of CD research has been subjectively stated quite briefly.

The strategic aim of further development of the Ukrainian railways is rolling stock and infrastructure renewal to meet the demands of the Ukrainian economy, including a rapid integration into the European transport service. The paper presents the results of recent studies conducted at the Department of Statistical Dynamics and Multidimensional Mechanical System Dynamics, the Institute of Technical Mechanics of the National Academy of Sciences of Ukraine and the State Space Agency of Ukraine, with the aim to solve important problems in the development of the Ukrainian railway transport. The studies were aimed at developing scientifically substantiated decisions on Ukrainian rolling stock renewal oriented at integration into the European railway networks. To do this, a cycle of theoretical and experimental studies was conducted at the department. Consideration was given to the problem of wheel–rail contact pair improvement by identifying a wheel profile that would offer an acceptable car ride performance and acceptable conditions of car–rail interaction both on the Ukrainian and the European railways and reduce vehicle and rail wear. The car ride performance of an articulated passenger train was simulated mathematically for its motion at different speeds along a track of arbitrary alignment and profile, and the effect of different car and track parameters on the ride performance was estimated. Energy-absorbing devices were developed to increase the passive safety of a speedy locomotive-hauled passenger train and a multiple-unit train in emergency collisions with obstacles according to the Ukrainian Standard DSTU EN 15227. Service loads on the load-bearing components of swap-body freight cars were estimated, and recommendations were developed on fasteners that would provide safe transportation of various freights in swap-body cars. Based on the results of the studies, a number of design solutions were proposed for Ukrainian railway vehicle components. Their implementation will offer a sizeable economic benefit, increase the train speed and safety, improve the vehicle–track interaction, and facilitate the formation of an up-to-date home railway complex and its integration into the European railway networks.

Integrated multi-omics analysis of the microbial profile characteristics associated with pulmonary arterial hypertension in congenital heart disease.

Dysregulation of immune and inflammatory cells around blood vessels and metabolic dysfunction are key mechanisms in the development of pulmonary arterial hypertension (PAH). The homeostasis of the human microbiome plays a crucial role in regulating immune responses and the progression of diseases. For pulmonary arterial hypertension associated with congenital heart disease involving body-lung shunt (PAH-CHD), the potential impact of the microbiome on the "gut-lung axis" remains underexplored. This study recruited 15 healthy individuals and 15 patients with pulmonary arterial hypertension due to congenital heart disease from Fuwai Yunnan Hospital, Chinese Academy of Medical Sciences, and Kunming Children's Hospital. We performed differential analyses of metabolites and microbiota from both the gut and lower respiratory tract for these two groups. The goal was to investigate the "gut-lung axis" microbiome and metabolome profiles in children with PAH-CHD and to analyze the interrelationships between these profiles. Ultimately, we aim to propose the potential value of these profiles in aiding diagnosis. The results indicated that the gut and pulmonary microbiota of children with PAH-CHD are characterized by an increased abundance of beneficial symbionts, which are closely linked to changes in the metabolome. Metabolite functional enrichment analysis revealed energy metabolism reprogramming in the PAH-CHD group, with active metabolic pathways associated with bile acid secretion and carnitine homeostasis. Moreover, the differential expression of metabolites was correlated with right heart function and growth development.IMPORTANCEPrevious studies have primarily focused on the relationship between the gut microbiome and PAH. However, the impact of microbial homeostasis on the progression of PAH-CHD from the perspective of the gut-lung axis has not been adequately elucidated. Our study utilizes an integrated multi-omics approach to report on the differential characteristics of gut and lung microbiota between children with PAH-CHD and reference subjects. We found that microbiota influence the pathological changes and disease manifestations of PAH-CHD through their metabolic activity. Additionally, alterations in metabolites impact the microbial ecological structure. Our findings suggest that modulating the microbiome composition may have positive implications for maintaining and regulating the immune environment and pathological progression of PAH-CHD.

Scientific and technical business trips of scientists to Germany in the 1920s as one of the factors in the development of the Leningrad industrial complex

In the article, the author examines Leningrad scientists’ business trips to Germany in the 1920s as one of the directions of technology transfer mechanism implementation. The relevance of the study lies in the fact that the example of Leningrad shows the substance of this line of transfer, as well as a general assessment of its effectiveness. Thus, the historical memory of a unique experience is restored, which may be of interest at the present stage of Russia’s development. The study focuses on the problems of scientific and technical international cooperation with local scientific communities. This fills a gap in historical scholarship, as the specifics of such cooperation are considered mainly either at a community level or at the level of an individual organisation or individual. The main goal of the study is to determine the extent to which the contacts between Leningrad scientists and German specialists, established in the 1920s, influenced the modernisation of the Leningrad industrial complex. Research objectives are: to analyse the main cooperation directions between Leningrad scientists and German institutes, scientific centres, and laboratories in the period under consideration; to classify business trips, to identify general patterns, and to analyse the specific features of different types of business trips and their results. The article draws on a broad source base that includes previously unpublished archive documentation of the Russian State Academy of Economics, Central State Archive of St. Petersburg, and the Central State Academy of Technical Sciences of St. Petersburg. In the course of the study, drawing on specific cases, it was demonstrated that the active involvement of scientific personnel in Petrograd/Leningrad contributed to the accelerated development of a number of Soviet industries, such as diesel engineering, turbo and hydraulic turbine engineering, chemical processing of peat and shale, etc., made it possible to form the necessary technical base, as well as develop the human resources of scientific institutions and enterprises of the city.

Analysis of Russian scientific and technical journals in the field of control theory and systems

The article presents the analysis of Russian journals whose topics are related to the areas of activity of the Scientific Council on Control Theory and Processes at the Department of Energy, Mechanical Engineering, Mechanics and Control Processes of the Russian Academy of Sciences. Results of a survey of the leading Russian scientists in this field of science, including members of the council, helped to form a preliminary list of journals. The characteristics of these journals and their existing ratings are presented.It is noted that the well-known scientometric indicators do not allow one to evaluate the journals’ development pathways directly. A proposed indicator characterizes the average rate of change in a journal’s impact factor over a given time interval. The values of development indicators have been calculated and analyzed according to the Russian Index of Science Citation (RISC) and Scopus databases for the abovementioned journals included in these databases. The development pathways of some individual journals are considered.The article gives conclusions and recommendations that may be useful to the editorial staff – with a view to promoting their publications and to authors – in choosing a journal for publication.

Toward the Madrid Code: nomenclatural proposals of Ukrainian botanists

The International Code of Nomenclature for algae, fungi, and plants is the document that regulates the nomenclature of taxa belonging to these groups of organisms, and thus it is crucially important for maintaining stability of scientific names applied to them. Stable, universal, and properly regulated nomenclature is a solid basis of biological taxonomy and all fields of science and other human activities depending on knowledge of living and fossil organisms. The Code is governed by the users represented by members of the Nomenclature Section of an International Botanical Congress. The Nomenclature Section has a power to modify the Code by voting and taking actions on formal proposals to amend the Code that are submitted by the users before the Congress. In this article, information is provided on the nomenclatural proposals by Ukrainian botanists (and one mycologist), or with participation of Ukrainian botanists, submitted to the XX International Botanical Congress (XX IBC) held in Madrid in July 2024. In total, nine Ukrainian scientists from Kyiv (M.G. Kholodny Institute of Botany of the National Academy of Sciences of Ukraine) and Lviv (Institute of Ecology of the Carpathians of the National Academy of Sciences of Ukraine, Ivan Franko National University of Lviv) have submitted 29 proposals to amend the Code, or 6.7% of the total number of proposals to amend the Code submitted to the XX IBC. These proposals were either single authored, or co-authored by Ukrainian authors and/or authors from other countries. Some of the accepted (3), accepted as amended (2), and rejected proposals are considered and briefly discussed. The participation and contribution of Ukrainian scientists in the process of amending the International Code of Nomenclature for algae, fungi, and plants are emphasized.

Strong Coupling from Inclusive Semi-leptonic Decay of Charmed Mesons

Abstract Employing the heavy quark expansion model with the kinetic scheme, we evaluate αS(mc 2), the strong coupling constant at the charm quark mass mc with data on inclusive semileptonic decays of charmed mesons. Using the experimental values of semileptonic decay widths of the D0 and the D+, the value of αS(mc 2) is determined to be 0.445±0.009±0.114, where the first uncertainty is experimental and the second systematic. This reported αS(mc 2) is in good agreement with the value of αS(mc 2) calculated by running αS(mZ 2) at the Z0 boson mass mZ with the renormalization group evolution equation. In addition, values of αS(mc 2) obtained individually from each of the D0, D+, and D+ s mesons are found to be consistent being of the same origin.Content from this work may be used under the terms of the Creative Commons Attribution 3.0 licence. LANDSLIDE DETECTION AND MONITORING TECHNIQUES: A BIBLIOMETRIC ANALYSIS AND FUTURE DIRECTIONS

The devastating consequences of landslides demand rigorous assessment and effective management strategies to minimise risks. In this context, landslide detection and monitoring are crucial in identifying potential hazards and implementing proactive mitigation measures. This study uses the Scopus database to present a bibliometric analysis of 1,112 peer-reviewed journal articles on landslide detection and monitoring techniques published between 2002 and 2022. The analysis reveals a remarkable surge in publications, from 4 in 2002 to 180 in 2022, with the last five years (2018-2022) accounting for over 60% of the total publications. Over 3,259 unique researchers from 75 countries contributed to this field, with a significant portion originating from Asia, Europe, and North America. China and Italy emerged as the leading countries, producing over half of the articles. Nicola Casagli, from Italy, authored the most publications and garnered the highest number of citations. Remote Sensing emerged as the most preferred journal for authors, while Landslides garnered the highest total citations, and Geomorphology has the most normalised citations per article. The Chinese Academy of Sciences, China University of Geosciences, and the University of Florence in Italy were the most productive research institutions. The Natural Science Foundation of China (NSFC) emerged as the top funding agency. “Landslide”, “landslide monitoring”, and “early warning systems” were the top three most frequently used keywords. Keyword analysis identified landslide detection and monitoring advancements in remote sensing, analytical methods, and in-situ techniques. Co-occurrence analysis of trending research terms highlighted three distinct thematic clusters: remotely sensed data with machine learning and image analysis for landslide detection, field instrumentation for continuous deformation monitoring, and development of early warning systems for landslide hazard assessment and mitigation.

Advancing Knowledge in Forest Water Use Efficiency Under Global Climate Change Through Scientometric Analysis

Forests are critical in regulation of carbon and water cycles and mitigation of climate change. Forest water-use efficiency (WUE) refers to the ratio of biomass produced (or assimilated carbon) to the amount of water used by forests, which indicates how effectively a forest utilizes water to achieve productivity. Climate change and its impact on forest WUE are important research directions that explore the complex relationship between global environmental change and the forest ecosystem dynamics. The global intensification of climate change underscores the need for an inclusive understanding of forest water use and makes it crucial to know how forests balance carbon and water resources, which is essential for effective forest management and predicting ecosystem responses to climate change. This study aims to comprehensively and objectively analyze current research trends and future directions related to the response of forest WUE to climate change. Our database included 1755 research papers from the Web of Science Core Collection, spanning from 2000 to 2023. Our analysis included cooperative networks of countries, authors, and institutions, as well as the most frequently cited journals and articles, keyword co-occurrence analysis, and a keyword burst analysis. The results showed that the top cooperative country, author, and institution is PR China, Prof. Dr. Jesús Julio Camarero from the Consejo Superior de Investigaciones Científicas (CSIC), and the Chinese Academy of Sciences, respectively. The leading journal in this field is “Global Change Biology”. Critical research hot topics include gas exchange, modeling, altitudinal gradients, tree growth dynamics, net carbon exchange, global change drivers, tropical forests, nitrogen stoichiometry, Northern China plains, and extreme drought conditions. Frontier topics that have emerged in recent years include studies on China’s Loess Plateau, stable isotopes, radial growth, gross primary productivity, and Scots pine. The insights from this analysis are vital for researchers, decision-makers, and forestry professionals aiming to mitigate the impacts of climate change on forest WUE and overall ecosystem health and resilience. This study emphasizes the importance of sustained research efforts and global research collaboration in addressing the intricate challenges posed by climate change to forest ecosystems.

Yakovlev’s law

The article is devoted to the Soviet and Russian statesman, legal scholar, Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Professor, Honored Lawyer of the RSFSR Veniamin Fedorovich Yakovlev. The paper presents the main stages of life and work of the statesman and scientist, as well as reveals his contribution to the development of Civil and Constitutional Law, the construction of a system of arbitration courts in the Russian Federation. The main attention is paid to scientific activities on the development of the law on cooperation, the preparation of a regulatory framework for the democratization and reform of the economy of the Soviet Union, as well as the development of a fundamentally new system of arbitration courts of the Russian Federation for our country. The contribution of V. F. Yakovlev to the preparation of the draft of the Constitution of Russia and the Civil Code of the Russian Federation is revealed.

Polarization study of the P-wave charmonium radiative decay into a light vector meson at e+e- collider experiment

Abstract In this work, a formalism is presented for the helicity amplitude analysis of the decays ψ(2S) →γ1χcJ, χcJ→γ2V (V=ρ0, Φ, ω) (the subscript 1,2 is used to distinguish the two radiative photons), and the polarization expressions of the P-wave charmonia χcJ and the vector mesons ρ0, Φ, ω for experimental measurements at Electron-Positron Collider. In addition, we derive the formulae of the angular distributions of the χc1,2→γV to extract the degree of transverse polarization PT of e+e- pairs with symmetric beam energy as well as the ratios of two helicity amplitudes x (in χc1 decays) and x, y (in χc2 decays) representing the relative magnitudes of transverse to longitudinal polarization amplitude, and validate it by performing the Monte Carlo simulation. Finally, the statistical sensitivity of PT, x and y are estimated based on the large ψ(2S) data samples collected at the current and proposed future e+e- collider experiment.Content from this work may be used under the terms of the Creative Commons Attribution 3.0 licence. The method of Veniamin Fedorovich Yakovlev

The article is devoted to the main work of the Soviet and Russian statesman, legal scholar, Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Professor, Honored Lawyer of the RSFSR Veniamin Fedorovich Yakovlev. This work is the only monographic study of the method of Civil Law in the Russian literature. The article presents the key positions of V. F. Yakovlev’s research on the method of Civil Law and their perception in the Russian doctrine: the connection with the subject of Civil Law, the disclosure of its main feature – the right of ownership, as well as dispositivity. Another distinctive feature of the civil law method is the legal initiative, which is used by civil law as a driving principle in the formation and development of civil legal relations. It is emphasized that V. F. Yakovlev also paid attention to the consideration of the legal equality of subjects as a feature of Civil Law, described in detail the specifics of coercion, sanctions and responsibility in Civil Law, taking into account the specifics of the method of civil law regulation of public relations.

Russian philosophy of law and the historical tasks of Russia: to the publication of the monograph of corresponding member of the Russian Academy of Sciences A.N. Savenkov “Philosophy of law and the formation of the Russian state-civilization”

The article is devoted to the publication of a monograph by Corresponding Member of the Russian Academy of Sciences, Director of the Institute of State and Law of the Russian Academy of Sciences A. N. Savenkov “Philosophy of Law and the formation of the Russian state-civilization”. In the Russian scientific literature, this is the first study where an attempt is made to show national legal consciousness (in the form of philosophy of law) and Russian statehood as a single inseparable synthesis, as an organic spiritual and practical integrity. The main feature of the book is the consideration of the Russian Philosophy of Law as a phenomenon of national legal consciousness, as the spiritual core of Russian statehood. The monograph shows a wide panorama of Russian and European history, the struggle and the interaction of ideas, values, concepts and schools. The article reveals the author’s approaches concerning the formation of the ideology of the modern Russian state based on the ideological heritage of the Russian Philosophy of Law.

Potential Applications and Ethical Considerations for Artificial Intelligence in Traumatic Brain Injury Management

Artificial intelligence (AI) systems have emerged as promising tools for rapidly identifying patterns in large amounts of healthcare data to help guide clinical decision making, as well as to assist with medical education and the planning of research studies. Accumulating evidence suggests AI techniques may be particularly useful for aiding the diagnosis and clinical management of traumatic brain injury (TBI)—a considerably heterogeneous neurologic condition that can be challenging to detect and treat. However, important methodological and ethical concerns with the use of AI in medicine necessitate close monitoring and regulation of these techniques as advancements continue. The purpose of this narrative review is to provide an overview of common AI techniques in medical research and describe recent studies on the possible clinical applications of AI in the context of TBI. Finally, the review describes the ethical challenges with the use of AI in medicine, as well as guidelines from the White House, the Department of Defense (DOD), the National Academies of Sciences, Engineering, and Medicine (NASEM), and other organizations on the appropriate uses of AI in research.

A SIMPLE SOURCE OF METAL AND GAS IONS FOR ION BEAM TECHNOLOGICAL INSTALLATIONS

At the stand of the Institute of Applied Physics of the National Academy of Sciences of Ukraine, a small-sized spattering source of metal and gas ions was developed, manufactured and tested. Ionization of sputtered atoms occurs by fast oscillating electrons in a longitudinal magnetic field. A beam containing ions of plasma-forming gas and metal is output through an emission hole in the anticathode. The source has high ion current stability, is easy to maintain, and can generate ions from any conductive solid. Modeling and manufacturing of an ion-optical system for this source, which is part of the injector of the implanter of the Institute of Applied Physics of the National Academy of Sciences of Ukraine, was carried out.

PHOTON AND PHOTONEUTRON OUTPUTS SIMULATION FROM A TANTALUM CONVERTER AT THE M-30 MICROTRON

Reliable information about the outputs of bremsstrahlung photons and secondary photoneutrons from converters on electron accelerators with mandatory consideration of their technical characteristics is necessary for optimizing the process of sample irradiation and predicting the results of experimental studies. The results of modeling the de- pendence of photon and photoneutron yields and their ratios on the thickness of the tantalum converter (thickness – 0.04; 0.4; 1.0; 4.0; 10.0 mm) are presented at fixed energies of the initial electron beam – 10.0, 12.5, 14.5, 17.5, and 20 MeV. Calculations were carried out for the electron accelerator of the National Academy of Sciences of Ukraine, the M-30 microtron, taking into account its technical characteristics (electron discharge node). The GEANT4 toolkit was used for computer simulation.
