Visual Culture and Pandemic: A Critical Study on the Making Others of Public Health Propaganda Films

Abstract

본 논문은 팬데믹 시기, 특히 서구를 중심으로 한 폭력적인 ‘희생양 찾기’를 문제 삼고, 타자화를 재생산하는 사회적 기제로서의 과학적 영상에 대해 연구한 것이다. 감염병의 원인을 특정한 개인이나 인종 등 소수자에게 전가하는 야만적 행위가 현대에도 일어나는 것은, 과학이 발전하며 질병에 대한 이해도가 높아지고 있다는 점에서 놀랍고 우려스러운 일이다. 본 논문은 과학 담론 형성의 주요 기제로서 과거 세계보건기구 WHO 등이 감염병과 관련하여 제작하고 배급한 공중보건 선전 영화 분석을 통해, 과학 담론 속에서 타자화가 공식적으로 승인되고 재생산되는 과정을 비판적으로 연구하고자 한다. 이를 통해 ‘과학적 응시’가 중립적이고 객관적이라는 의미에서 ‘과학적’인 것이 아니라 문화적인 구성물이라는 점을 밝히고자 한다.This paper aims to scrutinize the scientific film as a social institution of reproduction of “others” in the era of the COVID-19 pandemic, which has provoked violent scapegoating in the West. Since it is believed that science has developed enough to understand the nature of viruses, barbaric behaviors of holding minorities, certain individuals, and ethnicities responsible for infectious diseases are shocking and worrisome. This research critically demonstrates the process of approval and reproduction of officially “making others” in scientific discourse by analyzing public health propaganda films produced and distributed by the World Health Organization and other entities in the past and related to infectious diseases to clarify that the scientific gaze is not a scientific; rather, it is a cultural construct in the sense that it is neutral and objective.
