Socialist urbanism and cultural infrastructure facilities in China: Cities of the Pearl River Delta and the Guangzhou cultural infrastructure facilities plan, 2003–07
  • Nov 7, 2024
  • Journal of Chinese Architecture and Urbanism
  • Carolyn Cartier

The construction of “cultural infrastructure facilities” (wenhua jichu sheshi) in China – auditoria, exhibition halls, libraries, museums, performance centers – for state administration of culture and information originated in the 1950s with Sino-Soviet exchange and has continued throughout the reform era. However, scholarship on urban development in China, embedded in discourses of capitalism and modern planning, generally does not recognize this category of infrastructure construction by contemporary city governments. To address the lacunae, this article analyzes the history of cultural infrastructure facilities in socialist urbanism, their transfer to the People’s Republic of China from the Soviet Union, the conditions of socialist realism, and the continuity of cultural infrastructure construction since the 1980s. Evidence from the Guangzhou Cultural Infrastructure Facilities Projects Plan (2003 – 07) and cultural facilities sites in the new city center projects of Shenzhen, Shunde, and Dongguan demonstrate how the party-state prioritizes the planning and construction of cultural infrastructure facilities. Contemporary architectural designs for new cultural buildings represent the international aesthetic of reform while cultural facilities continue to house and display party-sanctioned culture and information for the people.

  • Minki Sung + 1 more

Background and objective A great deal of previous research has highlighted the value of educational and cultural facilities embedded in housing prices, by taking a large spatial area as the focus, such as the city or district level. However, few studies have investigated the extent to which educational and cultural facilities influence the formation of housing prices from an accessibility perspective. This study aims to identify the value of educational and cultural facilities embedded in the housing prices in Seoul Metropolitan City with a focus on the concept of the residents’ neighbourhood and accessibility. Methods To this end, this research used a spatial regression model with educational and cultural facilities as the independent variables and housing prices as the dependent variable. The model assessed the accessibility of cultural and educational facilities by considering geographic effects. Results The findings are as follows. First, the spatial error model was found to be the best fit for multi-unit housing, while the spatial lag model was more appropriate for single-unit housing and apartments. Second, private educational facilities and art museums had positive effects on single- and multi-unit housing prices, while historical sites had a negative effect. Finally, private educational facilities positively influenced apartment prices, whereas public libraries and urban park areas had a negative effect. Conclusion These findings indicate that the accessibility of educational and cultural facilities reflects residents’ preferences and needs, which will ultimately influence housing prices.

  • Jing Zhang

The important carrier of urban music and cultural activities is urban music and cultural facilities. In today’s environment of rapid urban development and continuous acceleration of people’s pace of life, the previous problems of music and cultural facilities with out-of-order combination, unbalanced layout and distorted scale cannot meet the basic music and cultural needs put forward by citizens. Therefore, more and more people begin to expect a reasonable layout of music and cultural facilities in their living environment. For this problem, this paper uses the prediction model of parallel computing when applying music and cultural facilities. The proposed model takes Chongqing as the research object and analyzes the construction of music and cultural facilities in various districts of the Chongqing. We investigate the specific number of music and cultural facilities in various districts and the surrounding population. Furthermore, we study whether the equipped music and cultural facilities meet people’s actual needs. Form our evaluation, it is concluded that certain districts of the Chongqing have rich educational facilities, while other districts have a very balanced distribution of music and cultural facilities, and there are different degrees of imbalance in music and cultural facilities in other regions. Through analyzing the fairness of music and cultural facilities, the Lorentz curve of music and cultural facilities is drawn based on the population proportion of each region, and the Gini fairness coefficient is calculated to be 0.53. The attractiveness of the music and cultural facilities in Chongqing is analyzed according to the road traffic and public transportation of each region.

International Developments 2015: Cultural Activities and Facilities, Including the Media
  • Sep 12, 2017
  • European Yearbook of Minority Issues Online
  • Mariya Riekkinen

This section gives an overview of international developments from the perspective of minority rights concerning cultural activities and cultural facilities, as well as the issues of the media and, more broadly, freedom of expression. In dealing with cultural activities and facilities, it departs from the provisions of Article 12 of the European Charter for Regional and Minority Languages (ETS No. 148). Although the provisions of the European Charter for Regional or Minority Languages provide the conceptual point of departure, this section does not limit its analysis to only language issues but addresses a wider framework of cultural rights of persons belonging to minorities. International developments in the said fields are tracked not only at the European level of minority rights regulation but also at the level of the United Nations. By examining the UN praxis in the area of minority rights, we remain focused on minority issues, including indigenous issues, within the European legal context. This section starts with the analysis of the 2015 developments inside the un, and continues to address those of the OSCE, the EU, and the Council of Europe.

  • Xiao Li + 1 more

Public cultural facilities are the cornerstone of the construction of the public cultural service system. Exploring the spatial pattern of public cultural service facilities is significant for clarifying regional differences in public cultural services, optimizing the allocation of urban cultural facilities, and promoting the equalization of public cultural services. This study constructs a dual-dimensional equalization evaluation system of geographical density and per capita quantity to reveal the spatial mismatch phenomenon of public cultural facilities in Xinjiang. Using methods such as the nearest neighbor index and kernel density analysis, combined with the geodetector, the distribution patterns of public cultural facilities in 14 prefectures and cities in Xinjiang are systematically analyzed. The results show that public cultural facilities in Xinjiang exhibit significant agglomeration characteristics, with museums having the most prominent spatial agglomeration degree (NNI = 0.523) and imbalance degree (S = 0.284). A spatial pattern centered on Urumqi characterized by “dense in the northwest and sparse in the southeast” has formed. There exists a spatial mismatch phenomenon between high-density and low-per capita population and low-density and high-per capita population in terms of geographical density and population distribution. Population size is the key factor in facility distribution, while cultural demand and economic level are the main factors, and fiscal capacity and education level are secondary factors, with transportation conditions being general factors. In this paper, we analyze the spatial differentiation characteristics of public cultural facilities in Xinjiang and the influencing factors in order to provide typical cases and practical references for optimizing the allocation of urban cultural facilities and promoting their equalization.

Research Review on Accessibility and Equalization of Public Cultural Services in Chinese Rural Areas
  • Jun 30, 2022
  • Pacific International Journal
  • Juan Zhang + 1 more

Geographers have conducted a lot of research on the accessibility of public service facilities and the equalization of public services based on the perspective of human-land relationship. The common feature is to analyze the accessibility and equalization of a specific type of public service facilities, to understand the current spatial pattern of service facilities, to evaluate the spatial balance of facility distribution, to identify the scarcity areas of facility supply, and to optimize the overall deployment pattern by selecting sites for new facilities with other measurement methods. In terms of research area, there are more large-scale spatial accessibility studies in favor of urban areas, but few studies specifically focus on accessibility in rural areas; there is also a lack of research on the spatial pattern of equalization based on the rural perspective. From the perspective of public service facility types, medical and education are the main research objects, while cultural service facilities are less involved. Therefore, research on the spatial accessibility and equalization of public service facilities should be extended more to cultural facilities, especially the spatial equity of public cultural service facilities in rural areas. The focus should be on how to visually express the layout of public cultural services as well as comprehensively consider factors such as the location of rural settlements, distance to facility sites, transportation networks, travel modes, and choice preferences. It is suggested to introduce the analysis of multiple quantitative indicators of accessibility into the planning and construction of public service facilities to further strengthen the realism and scientificity of public service facility planning. Reasonable site selection and optimization of layout patterns for public cultural facilities is also a key factor to improve the construction of basic public service system in rural areas.

  • Justyna Liro + 2 more

ABSTRACTThe article presents the visitors’ motivations and behavior at the pilgrimage center in Krakow (Poland). Here, the relation between these elements, i.e. whether their motivations have a correlation with what buildings they visit, is emphasized for the first time. The most important motivations for visits were religious and tourist ones, often rated equally high by the same respondents. They visited religious, cultural and tourist buildings and facilities. The stay of visitors with religious motivations was not limited to religious practices, but was extended by tourist behavior. Similarly, visitors with tourist motivations visited religious buildings and participated in religious practices. However, they visit tourist and cultural facilities more often. Additionally, the three groups of respondents were categorized and, on the basis of importance of the religious and tourist motivations, three types were distinguished, i.e. pilgrims, religious tourists and tourists. Their characteristic has been expanded by the analysis of their behavior. Nowadays, visitors’ motivations and behavior at pilgrimage centers include those typical for pilgrims and tourists in the traditional meaning. In addition to their religious function, these sites offer cultural and tourist facilities. The article highlights the dedifferentiation approach to visitors’ motivations and behavior, and in respect of the spatial organization of pilgrimage centers.

  • Xiaohong Lou

The countryside plays a crucial role in constructing a robust socialist cultural nation, with rural public cultural facilities serving as the primary hub for public cultural activities and content. This paper utilizes each city and village in Henan Province as an example, with rural culture development serving as the primary research topic. The paper uses the influence of rural public cultural facilities as the main research index and constructs a relevant evaluation index system to assess their impact. Combine the subjective entropy value method and the objective hierarchical analysis method for the combination of weighting to judge the importance of the indicators. The TOPSIS method is employed to evaluate the complete impact, and the fuzzy set qualitative comparison method is employed to investigate the path of influence improvement. The government places greater importance on facility services and their social impact, and from 2015 to 2022, rural public cultural service facilities in Henan Province experienced a growth trend, transitioning from a risk level to a sensitive one. In addition, this paper proposes an influence strategy for rural public cultural service facilities. The consistency of the solution of the four combined paths is 0.997715, 0.97225, 0.97815, and 0.96524, all > 0.8, which illustrates that the influence factors such as resource construction, government intervention, and economic security will have a propelling effect on rural public cultural service facilities. It shows that influencing factors such as resource construction, government intervention, and economic security, all have the effect of promoting rural public cultural service facilities.

While urban green spaces (UGSs) are important places for residents’ leisure activities, studies describing the long-term daily UGS usage of residents (including the total number of activities, the types of activities, and the touring experience) have not been conducted due to difficulties in data collection. Based on social media text data (SMTD), in this study, the total number of daily activities, the intensities of optional and social activities, and the daily touring experience in 100 UGSs in Xiamen, China, were inferred based on the ERNIE 3.0 text pre-training semantic classification model. Based on this, linear regression modeling was applied to analyze the internal environmental factors of the effects of places and external urban form factors regarding daily UGS usage. The research results revealed the following. (1) A descriptive study was conducted on the total numbers, types, and touring experience of activities using SMTD, and the results were verified by line transect surveys, management statistics, and a publicly available dataset. (2) The number of human activities in UGSs was found to be significantly influenced by historical and cultural facilities, nighttime lighting, population density, and the proportion of the floating population. (3) During the daytime, optional activities were found to be significantly influenced by the park type and historical and cultural facilities, and social activities were found to be significantly influenced by historical and cultural facilities and population density. In the evening, optional activities were found to be significantly influenced by the park type, historical and cultural facilities, nighttime lighting, and the proportion of the floating population, and social activities were found to be influenced by the proportion of the floating population. (4) Regarding the touring experience, in the daytime, the park type, green space ratio, and proportion of the floating population had significant effects on the touring experience. The Change of Japanese Department Stores' Cultural Facilities during One Hundred Years
  • Apr 12, 2018

  • Nobuyuki Iwama

In this study, the author discussed the history of Japanese department stores by considering the changes in cultural facilities and store locations. This study was an attempt to study the economic aspect as a cultural formation. Early department stores were located in CBDs, focusing primarily on the merchandising of high-quality shopping goods. In addition to their function as centers of commerce, department stores were also utilized as culture centers. Department stores have changed significantly with the passage of time. During the high growth and the Bubble Economy eras, department stores diversified their merchandising and expanded their store networks widely. Cultural facilities were also expanded to the suburbs. On the other hand, the span from the end of the 1990s to the present was a time of extensive restructuring of department store chains. Large numbers of unprofitable sub-urban stores were closed, with a few even going bankrupt in CBDs. Cultural facilities, however, demonstrated the opposite change. Though numerous museums and theaters in CBDs were closed, suburban facilities like recreation and sports flourished. Culture based analysis and those of economics showed the different understandings to the department stores’ activities. With regards to store locations and merchandising, recently department stores seemed to be back to their original status of the early 1900s. On the other hand, with regards to cultural facilities, department stores tended to loose cultural characteristics rather return to their original modes. Retailing encompasses complex activities and has diverse aspects. To fully understand them, both economic and cultural viewpoints are necessary.

  • Ha Thi My Le

Cultural facilities are venues designed to host meetings, cultural activities, entertainment, and health-related practices for the community; combining integration and support in propaganda to mobilize people to comply with the Party's policies and guidelines and the State's laws. Given their pivotal role, investing in the construction of cultural facilities is deemed essential by both the government and society. In the new rural construction program, cultural facilities are a criterion that needs to be invested in and built according to regulations. In order to expand investment in new rural development in general and cultural facilities in particular to meet the needs of society and mobilize social resources for development investment, the Government has issued many documents as a legal basis to mobilize social resources and encourage public participation in the development of cultural infrastructure. For cultural facilities in new rural communes in Ho Chi Minh City, the State mobilizes people to invest in building cultural - sports and community activities venues at hamlets and to operate them together with hamlet offices. This collaborative endeavor, involving both public and private sectors, has yielded efficient and comprehensive results, effectively meeting the cultural and recreational needs of rural communities in Ho Chi Minh City. This also shows that the consensus in building and implementing policies between the Party, State, and citizens, specifically in Ho Chi Minh City today, needs to be spread and promoted.
