Abstract
This study aims to analyze the human resource development at Ulu Benteng 2 Public Elementary School to strengthen the school's competitiveness. The research uses a qualitative approach with a descriptive method. Data were collected through observations, interviews, and documentation. The findings indicate that Ulu Benteng 2 Public Elementary School has successfully implemented human resource development programs, focusing on planning, organizing, execution, and evaluation. These programs have provided various benefits, such as enhancing teachers' competence and professionalism, improving the quality of education, increasing the school's standards, and boosting the school's competitiveness. In conclusion, the human resource development at Ulu Benteng 2 Public Elementary School has been effective and beneficial for the school, teachers and staff, students, and the community. Therefore, it is essential to continue supporting and developing these programs to ensure they keep benefiting all parties.
