REFORM OF THE ADMINISTRATIVE and TERRITORIAL STRUCTURE IN UKRAINE AS A FACTOR OF STRENGTHENING TERRITORIAL DEVELOPMENT

Abstract

The article examines the issues of the reform of the administrative - territorial structure in Ukraine as a factor in strengthening territorial development. An assessment of the tendencies of decentralization in Ukraine and the effectiveness of local authorities' performance of decentralized functions in terms of the volumes of incomes and expenditures received in the respective territory, the volume of own revenues, the volume of investments, the share of local budget funds in the structure of capital investments, the creation of a centralized administrative unit and other indicators is given. A list of recommendations for improving the efficiency of territorial development in the context of a new administrative-territorial structure in Ukraine is proposed. Goal. The purpose of the article is to investigate the features of the reform of the administrative and territorial system in Ukraine and to determine its impact on the impact on strengthening territorial development. Method. In the course of the study, an empirically theoretical method was used based on the analysis of statistical data, the synthesis of the socio-economic state of territorial development and the development of communities, a structural method, a comparative analysis; abstract logical generalization. Scientific novelty. The research and the obtained scientific results are devoted to the latest trends in territorial development in the context of the introduction in Ukraine of the next stage of the administrative-territorial reform. Results. To achieve the strengthening of territorial development in the context of the formation of a new administrative-territorial structure, recommendations are proposed that can be used by state and local authorities
