The development of information and communication technologies in the state sector is one of the main tasks of the socio-economic development of the country. Innovative and rational application of digital technologies will become the basis for the creation of a single economic and informational space. The foundations of the development of the digital economy in public administration are considered. Scientific novelty. Systematized tools of digital development in public administration; the complex of tasks regarding the use of digital technologies in public administration is substantiated; approaches to the formation of a balanced portfolio of projects in the field of digital development have been developed under the conditions of identification and determination of risk gradation levels. Practical significance.
