Abstract

This study aims to capture the problems presented in the process of devising and implementing the first-term Community Welfare Plan of local governments and seek for measures to improve them in the future. In order to accomplish these aims, this study analyzed the contents of evaluation in the process of devising and implementing the first-term Community Welfare Plan in 7 districts of Daegu, as presented in the report of the second-term Community Welfare Plan. The results showed a wide range of problems including establishment of the plan mainly by service contractors, insufficiency and inappropriateness of contents of needs assessment, limitation of activities of the community welfare consultative body, insufficiency in taking citizens’ opinion into account, unfeasibility of the plan, etc. This study also presented the tasks to improve them. The research findings are expected to provide multiple implications for implementation of the second-term plan and establishment of the third-term plan in all the communities in Korea as well as to offer useful and basic information about the process of devising and implementing the plan for all communities.
