Abstract

Hall of Fame men's basketball coach Jerry Tarkanian once famously said, “The NCAA is so mad at Kentucky they’re going to give Cleveland State another year of probation.” Tarkanian's implication that the NCAA engaged in selective and inconsistent enforcement of its rules has been accepted as fact by many through the years. But the truth is that the goal of the NCAA enforcement staff during its investigations is to follow the information wherever it may lead, even if that means closing a case without alleging any violations.
