To create fluency in a swimming match, it requires human resources who are competent in their fields, this is aimed at enforcing the rules as best they can. The committee has jurisdiction rights over all matters not stipulated by the regulations as the authority of the referee. The jury or other officers have the power to delay the event. In addition, it also has the right to provide instructions that are consistent with the rules applied to carry out any activity in a referee. Swimming arbitration is one of the judging techniques so that swimming matches can be carried out safely and smoothly. The duties and authority of the swimming jury referee are as judges and decide the results of the time obtained by the athlete when they compete, this aims to provide the results of official reports from the achievement of each swimming time limit obtained by the atlete
