Operation Plan of National Lifelong Education Promotion Center Commercialization to Revitalize a University-based Lifelong Education for Persons with Developmental Disabilities

Abstract

본 연구는 대학기반 발달장애인 평생교육의 활성화를 조망하는 차원에서 국가장애인평생교육진흥센터가 구축해야 할 사업화 운영방안을 탐색하는 데 목적을 두었다. 연구 목적에 의한 연구 내용은 ‘조직체계 기반의 사업화 운영방안’, ‘교육과정체계 기반의 사업화 운영방안’, ‘전문인력체계 기반의 사업화 운영방안’과 같이 세 가지로 구성되었다. 먼저, ‘조직체계 기반의 사업화 운영방안’에서는 국가장애인평생교육진흥센터가 대학을 대상으로 발달장애인 평생교육 사업을 운영하기 위하여 구축되어야 할 거버넌스를 제시하는 데 초점을 두었으며, 국가장애인평생교육진흥센터와 대학의 각 내부 관계자가 주축이 된 중앙위원회의 신설과 각종 업무 기능을 제시하였다. 아울러, 국가장애인평생교육진흥센터와 대학이 협업적인 거버넌스를 구축하는 데 있어 사전적이고 종합적 차원에서 생성해야 할 연계적 거버넌스 역시 제시하였다. 다음으로, ‘교육과정체계 기반의 사업화 운영방안’에서는 대학을 학교 형태의 평생교육기관으로 조망하고 대학이 유관기관(예: 장애인복지관, 발달장애인 평생교육센터, 전공과 등)에 비해 원스톱 체제 대상기관으로 장애인 평생교육 전반을 주도할 수 있다는 관점에서 국가장애인평생교육진흥센터의 감독 및 지원 하에 국가 단위 및 대학 개별 단위의 교과과정을 개발할 수 있는 방안을 제시하였다. 또한, ‘전문인력체계 기반의 사업화 운영방안’에서는 국가장애인평생교육진흥센터의 감독 및 지원 하에 대학이 현행의 장애인 평생교육 담당 종사인력을 연수하고, 이의 활성화를 기반으로 장애인 평생교육 전문인력(예: 장애인 평생교육사(가칭))을 양성하는 방안을 제시하였다.The purpose of this research is to explore a measure to systemize the operation plan of national lifelong education promotion center commercialization in a region in various types to revitalize a university- based lifelong education for persons with developmental disabilities. To meet this purpose, the research consisted of three dimensions: ‘operation plan of organizational system based commercialization’, ‘operation plan of curriculum system based commercialization’, and ‘operation plan of specialist-training system based commercialization’, and data was collected and specialists’ meetings according to the definition of the three types. First, as for ‘operation plan of organizational system based commercialization,’ it was proposed that a university and a national lifelong education promotion center for persons with developmental disabilities must enter an agreement, and functional elements and accompanying conditions were also suggested to carry out this agreement. Second, in the ‘operation plan of curriculum system based commercialization’, it was argued that a university must create a textbook for information data related to the implementation of a nation-connected education or actually run the lifelong curriculum for persons with developmental disabilities in various forms, along with accompanying procedures. Moreover, in the ‘operation plan of specialist training system based commercialization’, the study proposed a plan to provide professional capability training in several types for specialists working in a lifelong education institution for disabled, with accompanying conditions.
