Abstract

From time to time, the scholarly and public affairs press publishes new articles examining the problems of secondary education in Russia. A number of authors, among them A. I. Kovaleva, M. N. Rutkevich, and I. M. Il'inskii, believe that the entire system of secondary education in Russia is in crisis [1, 2, 3]. V. I. Chuprov and Iu. A. Zubok are worried about the threat of a breakdown of the system of state-run professional-technical education [4]. The problems that are the subjects of these and many other articles can be broken down into three groups.
