Abstract

For the deep-reaching changes in all spheres of Soviet society initiated by the April 1985 plenary meeting of our Party's Central Committee and developed in the resolutions of the Twenty-seventh CPSU Congress, energetic people who act consistently, self-reliantly, and purposefully are needed. The demands that Lenin made upon specialists are as valid today as they have ever been: In order to manage, one must be competent, one must know, with utmost completion, all the conditions of the production sector, one must know the technology of that production sector in its contemporary mode, one must have had a certain amount of scientific education (Complete Works [Polnoe sobranie sochinenii], vol. 40, p. 215).
