Abstract

The amendment to the Law on Monument Protection enacted in 2023 does not resolve the dispute between archaeologists, substantive museum staff, monument protection officials and the metal detector user community. The amendment does not take into account the limited human, logistical and technical capabilities of the regional delegations of the State Historic Preservation Service. I see the solution in educating metal detector users, issuing licenses, and expanding the operational capabilities of archaeologists acting as inspectors for the protection of archaeological monuments.
