Abstract

The participation of foreign contractors in public procurement is indicative of the openness of a given economic system to external competition. Operating networks that provide rail transportation services to public entities is subject to sector-specific regulations for public procurements. Construction works in the railway engineering segment represent lucrative contracts, and their outcomes hold strategic significance for society and the economy. PKP Polskie Linie Kolejowe S.A., the national operator of railway lines, is a key player in the sectoral public procurement market in Poland. Upon analysing the participation of foreign contractors in the above company’s tender proceedings, it becomes possible to identify the strategies utilised by economic entities from outside the public funds holder’s territory to apply for public procurement.
