Management of the Development of the Travel and Hospitality Industry in the Russian Federation
Relevance. Our country presents a unique variety of socio-cultural traditions in different regions, ethnic groups and tourist routes in several climatic zones. The sudden COVID-19 pandemic left its mark on the functioning of the Russian tourism industry during this period. Managing the development of domestic tourism in Russia with the creation of new routes through unique natural and ethnocultural places is especially important in the context of the Covid-19 pandemic.The purpose of the study is to identify tools for managing the development of the Russian tourism industry.Objectives. To achieve this goal, the author studied state programs for the development of the tourism industry, modern sociological scientific approaches to the study of the regional image, key indicators of the development of the tourism sector, conducted five focus groups with a youth audience.Methodology. In the course of work on the study, the author used the method of systemic and structural-functional approaches to the consideration of the regional image, key indicators of tourism development, as well as the focus group method.Results. During discussions in five focus groups, the author proposed a list of tools for the development of the travel and hospitality industry and new routes for Russians to travel.Conclusions. The Russian Federation has tremendous opportunities for the multifaceted disclosure and development of the tourism industry. The COVID-19 pandemic, which led to the closure of the borders of other states, has become another factor making it possible for Russians to open up new places within the country. For the integrated development of the Russian tourism industry, global and local solutions and tools are needed to support the development of the industry.

Under the background of "the Belt and Road", the rapid development of tourism and financial industry in China has made important contributions to the economic and cultural construction of "the Belt and Road ". Through the construction of coupling correlation model and coupling index system, this paper conducts an empirical analysis on the integrated development of tourism and financial industry in China from 2013 to 2017 under the background of "the Belt and Road". The results show that China's tourism and financial industry have developed rapidly in the period of 2013-2017, and there is a significant coupling relationship between them. However, there is a lag in the development of financial industry in 2013-2014 and a lag in the development of tourism industry in 2015-2017. In general, under the background of "the Belt and Road", China's tourism and financial industry continue to develop, and the links and interactions between the two industries are getting stronger and stronger. The two industries promote each other, and finally achieve the high-quality coordinated development of tourism and financial industry.

Introduction. Following the global post-industrial trends, small towns in Russia are seeking renewal, searching for new economic specializations and strategies. Since more and more Russian small towns, preserving historical and cultural heritage, are aware of the importance of tourism for their own development, the understanding of scientific and practical approaches to the development of the tourism industry and hospitality as the main specialization of the municipal economy has gained a special relevance. Aims. Based on the study of the territory’s social and economic indicators and specific role of tourism in the small historical city and the city district of Zaraysk (the Moscow Region), to offer organizational and management approaches to development of tourism and hospitality industry as the strategy of the territorial development. The following methods were used: theoretical, historical-genetic and economic-geographical research, statistical and comparative analysis. Results. Based on the study of modern theoretical approaches to the development of cities in postindustrial conditions, the choice of tourism and hospitality as a strategic direction of transformation of a small historical city has been justified; the scheme of functioning of the tourism industry of municipality has been worked out; based on the analysis of socio-economic indicators, comparative analysis of competitive characteristics and prospects of tourism development, organizational and management solutions for the development of the tourism industry as the third specialization of the economy of the Zaraisk district have been proposed. Conclusion. Small historical cities of Russia have a number of unique internal factors essential to the formation of competitive advantages in the field of tourism as well as development of the industry as the municipality economy specialization. The degree of awareness, consideration and effective use of the unique factors and resources determines the success of the chosen strategies for the territory development and competitiveness of the emerging tourism industry. The development of tourism requires an integrated approach and should be carried out within the overall strategy and economic and social development plan of the territory.

INTRODUCTION: Eco-development is an essential national strategy, which has become an effective way to sustain China's tourism industry in the new era. Nowadays, the problem of climate change is becoming more and more serious, and the restriction on natural resources and the environment is becoming more and more serious. Improving the economic efficiency of the tourism industry and advancing the reform of its economic efficiency are critical priorities for the high-quality development of the tourism industry. Therefore, it is crucial for edge computing to empower green tourism and green growth.
 OBJECTIVES: The purpose is to enhance the development of green tourism in China and promote the sustainable development of China's tourism industry; to solve the problems of severe environmental damage and resource consumption in the development of the tourism industry; and to promote the application of information technology, such as full-area edge computing, in the development of China's tourism industry, and to realize the combination of the CIPP education concept and the concept of green tourism promotion.
 METHODS:Firstly, the authors find the necessity of researching the CIPP model of green tourism and green development empowered by the whole domain edge computing by using the study of literature and theory; secondly, the Author analyzes the importance of the education of the concept of green tourism and green development by using the method of analyzing the CIPP model; and lastly, the authors measure and enhance the effectiveness of green tourism and green development by using the mobile whole domain edge computing.
 RESULTS: The whole-domain edge computing has better stability for green tourism and green development measurement, and the use of the CIPP model can better deepen tourists' tourism concepts of green tourism and green development and promote green tourism development.
 CONCLUSION: The level of innovation in China's tourism industry is improving, and multivariate analysis shows that innovation is the key force driving industrial change and quality development. Therefore, it is essential to continue supporting an innovative and technology-driven tourism industry and continuously improving its innovative technologies and content. Greater emphasis will be placed on training and improving the quality of tourism staff. Tourism talent is the basis for innovation in tourism management and services and a critical factor in the development of an innovative system for tourism.

This trend has affected both tourist countries and countries where tourism is not the primary economic sector. This paper examines the socio-economic aspects of the development of the Russian Federation's tourism industry in recent years. The objective of the study is to evaluate the development of the tourism industry in Russia. For this purpose, the issues of methodology for collecting official statistical information in tourism are considered, statistical data on tourism development are analyzed, and key indicators of the Tourism Development Strategy in the Russian Federation for the period up to 2035 are analyzed. The authors used general scientific research methods, namely, methods of reviewing the economic literature on the stated topic, analyzing statistical data characterizing the development of tourism in the Russian Federation in 2014–2018, and synthesizing the results obtained. The data source was indicators characterizing the development of the tourism and hospitality industries in Russia, the activities of collective accommodation facilities, and tourist companies. The study describes the social and economic aspects of the development of the tourism and hospitality industries in Russia for 2014–2018, identifies the necessary organizational and economic conditions to increase the volume of domestic tourism through administrative, fiscal, and social measures, proposes mechanisms to stimulate national tourism development to achieve the key indicators of tourism development until 2035.

Введение. Актуальность изучения промышленного туризма обусловлена его значительной ролью в решении социально-экономических задач на уровне предприятий, регионов и национальной экономики в целом. Развитие промышленного туризма способствует росту престижа рабочих профессий, повышению спроса на продукцию отечественных производителей, созданию новых рабочих мест, развитию туристской инфраструктуры, повышению инвестиционной привлекательности предприятий и регионов, решению проблемы неравномерного пространственного развития территорий с недостаточно развитым туристско-рекреационным потенциалом. Такой широкий круг проблем обусловливает необходимость использования комплексного подхода к анализу специфики развития промышленного туризма в России, что и является целью данного исследования. Методология. В работе над статьей авторами использовались методы анализа, синтеза, обобщения данных, комплексный подход, что позволило определить современные особенности, сдерживающие факторы и перспективы развития промышленного туризма в России. Результаты. Охарактеризованы сущность, цели и классификация видов промышленного туризма. Определено его значение и преимущества развития для различных групп стейкхолдеров. Рассмотрены современные тенденции развития промышленного туризма в России посредством анализа системы информационного обеспечения промышленного туризма. Выводы. Промышленный туризм является одним из востребованных направлений развития отечественной туриндустрии. A full recovery will take considerable time. However, tourism is undoubtedly an integral part of the life of a modern person. Every year the number of tourists coming to our country is growing significantly, in addition, the geography of the countries of arrival is expanding. Russian tourists also travel quite actively both independently and with the help of travel agencies. The purpose of this study was to analyze the development of tourism in the federal districts of the Russian Federation. The key objectives of the study were to determine the number of tourism firms in our country, analyze the number of tourism products sold in Russia in general and in individual federal districts in particular, analyze paid services to the population in the tourism sector, study the tourist flows of Russian and foreign tourists from European countries, North, South and Central America, countries of Africa and the Middle East, as well as Oceania and Asia. The study was based on official data presented in the statistical reports of such departments as the Federal State Statistics Service, the Federal Security Service, and also on the basis of data from the Unified Interdepartmental Information and Statistical System (EMISS). As a result of the study, the most popular tourism destinations among Russian tourists were identified. The sample was made separately for European countries, North, South and Central America, countries of Africa and the Middle East, as well as Oceania and Asia. In addition to this, countries have been identified from which they most often come to the Russian Federation for the purpose of tourism.Based on the results of the study, it becomes possible to build ways for the further development of tourism both in Russia as a whole and in individual federal districts. The results presented in this article can be used for further research on the development of the tourism industry in our country. In general, the development of tourism in our country is proceeding at a rather high pace, the geography of trips has expanded significantly, with each year the number of tourists arriving in our country, as well as the number of Russian tourists traveling around the world.

The article presents the results of a study of the impact of the coronavirus pandemic on the development of the tourism and hospitality industry in the global and national aspects. The purpose of this article is to summarize and systematize the main changes and trends in tourism and hospitality as a result of the impact of the coronavirus pandemic. During the research, general scientific methods of the theory and practice of researching socio-economic phenomena and processes were used: logical, dialectical, systemic, process and situational approaches, and methods of analysis, synthesis, abstraction, and others. According to the results of the study, several main trends in changes in consumer behavior were summarized and formulated, as well as in what began to be offered by the enterprises of the tourism and hospitality industry in response to changes in consumer behavior. Examples of how the coronavirus pandemic affected the organization of the very process of providing services by hotels to ensure the safety of guests in hotels and other accommodation facilities, including in terms of increasing costs for all types of resources of these enterprises. Particular attention in the article is paid to assessing the effectiveness of government support measures and stimulating demand for tourist and hotel services in the Russian Federation. Also, based on the results of the study, the prospects for adapting the enterprise management system of the hospitality and tourism industry to work in the conditions of the coronavirus pandemic and after its completion were substantiated — the change in the forms of organization of work of personnel, monitoring and evaluation of the results of their activities was described, and the importance of forming and maintaining consumer confidence in enterprises was substantiated. tourism and hospitality industry.

Tourism is a happy industry related to people's livelihood. Since the 21st century, tourism, as the main pillar industry of world cultural exchanges, has attracted the attention of governments. The sustainable development of tourism should take social, economic and environmental factors into consideration, and develop tourism in a planned and targeted way from the overall situation. The proportion of Chinese tourists has been increasing, accounting for 48.86% of the total world tourists in 2019. China's tourism industry is developing rapidly, and in some areas the demand exceeds the supply. The concept of sustainable tourism development aims to promote the coordinated development of tourism ecological balance and economic growth, which has been paid more and more attention in China. Guilin is a typical tourist city. However, Guilin's tourism industry has some problems, such as low quality of scenic spot construction, low efficiency of tourism resource development, sick ecological environment, and insufficient innovation, which restrict the sustainable development of Guilin's tourism industry. This study takes Guilin as the research object, analyzes the development of tourism, and finds the path to achieve sustainable development of tourism, so that Guilin tourism can be promoted in tourism cities as a tourism development paradigm. Using the improved DPSIR model, the Driving Force, Pressure, State, Impact and Response subsystems are introduced to supplement the definition of sustainable development of tourism. Based on the DPSIR framework, this study collected 28 factors related to Guilin's tourism development and divided them into three categories: economic, social and ecological environment. Through correlation analysis and factor analysis, this paper summarizes the environmental, economic and social effects of Guilin tourism in the past ten years. These indicators are used to calculate the secondary indicators of the DPSIR framework. The entropy weight method is used to determine the weight of each index for the development of Guilin tourism, and the key indicators affecting Guilin tourism are determined. At the same time, TOPSIS method is applied to analyze the sustainable development of Guilin tourism. Through the weight analysis of the secondary indicators, we know that the GDP growth rate, local fiscal revenue growth rate and urbanization rate are the main driving factors, and the level of local social and economic development has an important impact on the sustainable development of tourism. The Chinese government advocated farmers to enter cities in 2009 and 19, and the Urbanization rate is the key indicator for the local government to assess, Therefore, the urbanization rate is also a very important driving force indicator for the local government. Among the pressure indicators, air and water pollution and passenger turnover have always been the main sources of pressure in the local area. The local government should pay more attention to the three wastes pollution to improve the environmental quality of the local city. Among the state indicators, Tourism revenue and Tourism reception have the highest weight, while Number of star hotels have the lowest weight. The number of tourists and tourism income are important state indicators. Among the impact indicators, Guilin's tourism industry has a great impact on the local society and economy. Tourism income per capital and Per capital tourism revenue as a percentage of GDP per capital account for the largest proportion. Among the response indicators, the weights of Number of A-level scenic spots and Total area of park scenic spots are the largest. The government's investment in scenic spots and Guilin's urban environment plays an important role in improving local tourism. Calculated by TOPSIS, from 2009 to 2012, the tourism development of Guilin was in the preparation stage for sustainable development; from 2013 to 2017, the tourism development of Guilin entered the preliminary sustainable development stage. In the development stage, in 2017, Guilin's tourism industry entered a stage of basic sustainable development. Subsequently, this study put forward some suggestions for the further sustainable development of Guilin's tourism industry.

This study breaks away from the previous study on the disadvantage of general industry development in poverty-stricken areas, analyzes the advantages of developing tourism and leisure industry in poverty-stricken areas from the perspective of reverse thinking, and proposes poverty-stricken areas by drawing on the experience of the development of tourism and leisure industry in the United States. The regional domestic development tourism in Russia is critical today due to ongoing geopolitical, economic, and epidemiological events. Using the existing tourism potential, diversifying the regional economies through the development of tourism and related industries are the near future tasks for regional politics. It is necessary to systematize the national tourism development factors in the regions and analyze their impact on tourist flows, which is the purpose of this work. The authors study the existing scientific background in the field of research on the factors for national tourism development in the regions, identify and systematize the factors of national tourism development, and propose a system of indicators for domestic tourism analysis. As a result of the study, regression models of factors affecting tourist flows in Russian regions were developed. The paper uses statistical analysis methods. The information base of the study is statistical sample in the regional context of the Federal Statistics Service of Russia, data from portals devoted to the tourism development in the Russian Federation, data from the rating agency "Expert" on the investment attractiveness of Russian regions. As a result, a multidimensional grouping was carried out by the analytical hierarchy method; four models developed for the entire sample and three groups of regions. The specific factors influencing the development of regional tourism in Russia in various regions are highlighted. Recommendations for the development of regional tourism are formulated based on the developed models.

Industrial integration is a major trend in the development of various industries in China. Cultural resources are the core resources of the tourism industry. For the tourism industry, only by deeply integrating the tourism industry with the cultural industry and enriching the connotation of the tourism industry with cultural content can the healthy development of the tourism industry be promoted. IoT sensors can detect various signals in the external environment, are widely used in many industries, and play an important role in realizing real-time monitoring of data and collecting information. Data fusion is the process of integrating and correlating a large amount of data obtained by IoT sensors, so as to obtain the location, identity, and other information of the IoT sensing end according to the analysis results, thereby realizing real-time processing and decision-making of the data. Both technologies have applications in various industries, and the cultural and creative tourism industry is no exception. At present, Chinese cultural and creative tourism has problems such as lack of in-depth exploration, weak brand awareness, shallow industrial integration, backward online services, weak sense of innovation, and lack of leadership. In order to improve the development of cultural and creative tourism in China, we take Songcheng as an example to investigate the development of cultural and creative tourism in Songcheng, and based on the Internet of Things and data fusion technology, we propose to build an intelligent creative generation platform, which effectively solves the problem of cultural creativity. The development of tourism is difficult. And this article also puts forward some opinions based on this. The development of cultural and creative tourism should achieve the following four points: (1) Based on culture, promote the integration of culture and tourism. (2) Use products as the medium to create distinctive cultural and creative products. (3) Use creative marketing methods to build personalized branding. (4) Drive the integration of tourism resources with a characteristic management system. Promote the development of Chinese cultural and creative tourism industry from four aspects: content, products, marketing, and management.

The article summarizes factors that have influence on tourism industry using SWOT-analysis. It’s proved to estimate the influence of each factor is possibly using economic and mathematical modeling - the construction of mathematical models based on available statistical information on key indicators. It was established that the development of tourism industry is going not so well due to technological backwardness, outdated material and technical base, lack of investment in the development of tourism enterprises, low competitiveness of domestic tourist products, and so on. The article deals with the classification of factors influencing the development of tourism. The research of the scientists, who presented the classification as following has been showed: classification of factors based on the degree of influence, direction, nature and results of the influence and based on the four groups of external factors in the development of the tourism industry such as: political, economic, social, demographic, scientific and technical factors. Detailed explanation of the degree of influence of each factor on the development of tourism has been given.
