Abstract

Abstract This paper argues that while there was a large leadership turnover at the 10th Vietnamese Communist Party Congress in April 2006, the wait continues for younger leaders to emerge. The congress showed increased intraparty democracy. The willingness to go beyond regional distribution of power in the selection of top leaders was remarkable.
