Abstract
The article presents the initiatives and operations of the organization (Stowarzyszenie Pracowników na Polu Rozwoju Żeglugi „Bandera Pol-ska” (Employees’ Association for Naval Development “Polish Flag”), individuals such as Kazimierz Porębski and national institutions – Navy section at Ministry of War Affairs, within Ministry of Public Works, Mi-nistry of Industry and Commerce and finally the emergence of Department for Naval Affairs within the Ministry of War Affairs as the beginning of naval administration of the Second Republic of Poland.
