Abstract

The local government of West Pasaman Regency is managing Nagari by expansion. From 73 Nagari that have been expanded in West Pasaman Regency, Nagari Preparation of Bandua Balai includes Nagari that are experiencing problems in the expansion process. The objectives of this study are: 1) To find out how the policy implementation in Nagari expansion of Preparation of Bandua Balai in Kinali District, West Pasaman Regency; 2) To find out some obstacles to implementing the policy of Nagari expansion in Kinali District, West Pasaman Regency; 3) To find out efforts to be solution of the obstacles in the implementation of the Nagari expansion policy in Kinali District, West Pasaman Regency. This type of research is qualitative research, then the informants in the research were: a leader of Nagari preparation of Bandua Balai, a head of Government of Nagari preparation of Bandua Balai , 4 employees of the office of Wali Nagari preparation of Bandua Balai, and 4 Ninik Mamak (stakeholders). The types of data are primary and secondary data collected through interviews, observations, and library research. The technique by qualitative analysis. The results of the study found that in Nagari Preparation Bandua Balai, there was a problem of inequality between Ninik Mamak and the government, there was an overlap related to the issue of correspondence for the release of community (ulayat) land, that is land will used for build of the Nagari office, because one of the requirement for the Nagari to be expanded is availability of the land which will be used as a government office building. In fact that the release of the ulayat land is still have matter of dispute between Ninik Mamak (stakeholders) and the government of Nagari Preparation Bandua Balai.
