Abstract

This article reviews the ethical standards of legitimate professional authority, public health policy and public health decision making. It provides (1) a discussion of the broader ideological or political theoretic context affecting public health; and (2) a review of various theories and principles that have been put forward by public health ethicists to guide the design and implementation of public health policies and programs. Illustrations to particular public health programs and issues are given.
