Abstract

This article reviews the conceptual foundations of the normative study of public health, or public health ethics. A thorough review of these foundations requires three steps: (1) an analysis of the broader ideological or political theoretic context within which discourse concerning public health takes place; (2) a description of the various perspectives from which public health is viewed ethically; and (3) a review of various principles that have been put forward by public health ethicists to guide the ethical design and implementation of public health policies and programs. The meanings and interconnections of these foundations are discussed. Illustrations to particular public health programs and issues are given.
