Abstract
Digital transformation is an innovative response by enterprises to cope with the development dilemma under green development. This study uses the difference-in-differences (DID) method to investigate how the National Comprehensive Demonstration of Energy Saving and Emission Reduction Fiscal Policy (ESER policy) affects the digitalization of enterprises. Empirical evidence shows that enterprises significantly accelerate the process of digital transformation under the constraints of ESER policy. Specifically, innovation incentive effect, resource compensation effect and factor allocation effect are the transmission mechanisms of corporate digitalization driven by the ESER policy. The ESER policy exerts a more pronounced effect on the digitalization of smaller scale enterprises and those with higher levels of human capital, and lower cost-transfer capabilities. Our findings provide implications for the synergistic development of low-carbon development and digital transformation.
