CREATIVITY IN THE SYSTEM OF ENSURING HUMAN SOCIAL SECURITY AT THE ENTERPRISE DURING TIMES OF WAR AND ECONOMIC RECOVERY IN UKRAINE

The study aims to analyze the current challenges of human social security at the enterprise, which acquire new aspects and relevance in the conditions of war and post-war recovery. In the context of innovation and technological progress, this problem takes on a new meaning, requiring effective tools and systems to support citizens. In recent years, societal crises such as the coronavirus epidemic and Russia’s military aggression have transformed social security, increasingly emphasizing military protection and physical security of citizens. Traditionally, social security of a person determines the level of protection of citizens’ interests, rights, and freedoms, as well as the provision of psychological support. Special attention is paid to the formation of a dedicated system of social security at the enterprise, ensuring the protection of employees and their well-being. Under normal conditions, the social security system at enterprises is a stable working structure that is continually improved through the introduction of new tools and functions. Ensuring the social security of a person at the enterprise amidst geostrategic threats requires analysis and effective efforts to maintain peace and stability. The study analyzes and evaluates the factors influencing the level of social security among enterprise personnel, with a focus on the role of creativity as a new tool for shaping and transforming the human social security system. It is determined that creativity can be realized through the existing intellectual potential of the enterprise. The application of these transformation processes is especially relevant for relocated enterprises which have faced the challenges of wartime most acutely and can adequately assess the social needs of their staff. The outcome of the article is the provision of recommendations on establishing an effective system of social security of a person at the level of economic entities. These recommendations consider the incorporation of creativity and innovative approaches in crafting the social infrastructure of the enterprise to ensure its stable development and well-being.

The innovative management of social security entails active leadership involvement in fostering employee initiatives, cultivating a conducive environment for creativity, and implementing innovative strategies to enhance working conditions and employee welfare. This is why the authors delve into pertinent issues surrounding personnel social security within Ukrainian enterprises amidst wartime, exploring innovative approaches to managing such security. The research aims to analyze contemporary challenges regarding human social security within enterprises, which gain newfound significance in times of war and subsequent recovery. Amidst the backdrop of innovation and technological advancement, this issue assumes greater importance, necessitating effective tools and systems to support citizens. Recent social crises such as the coronavirus pandemic and military aggression from Russia have prompted a transformation in social security, with an increasing focus on military defense and physical safety. Traditionally, human social security encompasses safeguarding citizens' interests, rights, freedoms, and providing psychological support. Of particular concern is the establishment of a specialized social security system within enterprises to ensure employees' protection and well-being. Under normal circumstances, the enterprise's social security system constitutes a stable framework continually enhanced through the introduction of new tools and functionalities. Safeguarding human social security within enterprises amidst geostrategic threats necessitates thorough analysis and effective measures to uphold peace and stability. The research assesses factors influencing the level of social security for enterprise personnel, highlighting the role of creativity as a transformative instrument in shaping and reshaping human social security systems. It is evident that creativity can be harnessed through the available intellectual potential within the enterprise. These transformative processes are particularly pertinent for relocated enterprises grappling with wartime challenges while adequately addressing the social needs of their personnel. The outcome of the article is the provision of recommendations for establishing an effective system of human social security at the organizational level, integrating elements of creativity and innovative approaches into the enterprise's social infrastructure to ensure its sustainable development and welfare.

Social security of humans as a research object of the science of economic security

Relevance of the research topic. Internal and external threats, globalization processes necessitate the solution of an important scientific and applied problem of ensuring the national security of Ukraine. An important component of national security is social security, namely human security. The military aggression of the Russian Federation against Ukraine, the open war that began on February 24, 2022, became a new great challenge for the national, in particular, social security of Ukraine. The Russian invasion of Ukraine is part of the Russian-Ukrainian war waged by Russia in 2014. In the context of military aggression, the role and importance of further development of security knowledge in the broadest sense is growing. With the accumulation of knowledge, security science becomes a science - security science. This topic is also relevant in the context of further development of economic security, aimed at the need to address certain issues related to the social aspects of economic security of Ukraine in the face of military aggression. Formulation of the problem. Given the relevance and need for a comprehensive study of strengthening social security, especially in modern warfare, as well as the conceptual definition of mechanisms (tools) to ensure its need to study human social security as an object of study of economic security. Analysis of recent research and publications. Such scientists as: O. I. Baranovsky [1], T. G. Vasyltsiv [6], O. S. Vlasyuk [7], Z. B. Zhivko [9], G. V. Kozachenko [11], D. V. Nikitenko [14], S.V. Onishchenko [17], S.I. Pirozhkov [18] and others. Issues of social security of Ukraine, including human social security, are actively explored by Z. I. Galushka [5], V. A. Goshovska [8], O. A. Grishnova [20, 21], O. I. Ilyash [10], V. I. Kutsenko [12], O. M. Lyashenko [13], O. F. Novikova [15], V. O. Onishchenko [16], O. G. Sidorchuk [20], V. P. Udovichenko [12], Yu. M. Kharazishvili [21, 22] and others. The results of our own research on the problem of social security are given in [2-5]. Selection of unexplored parts of the general problem. Despite some developments in addressing these issues, the urgency and need to study and resolve them as soon as possible, issues of social security of Ukraine, in particular social security, have not yet become an independent and full object of research and considered mostly in fragments. research and is (should be) the object of research in economic security. Problem setting, research goals. The subject of research of the article is the theoretical and methodological and methodological aspects of the social component of economic security. The aim of the work is to reveal the essence and substantiate the theoretical foundations of human social security as an object of study of economic security. Method and methodology of the study. In the process of research, both general and special methods of scientific knowledge were used. In particular, scientific research methods were used: dialectical – to substantiate the definition apparatus and the content of theoretical positions; abstract-logical – to determine the essence of economic security; hypothetical-deductive – to build basic working hypotheses; system-structural analysis and synthesis – to identify the multilevel composition of social security and to reveal the role and place of human social security as an object of study of economic security. Field of application of results. The conclusions and results obtained in the article should be used in scientific activities and further research of current issues of human social security, in the educational and scientific process of higher education institutions in training specialists in specialty 8.18010014 "Management of financial and economic security" in the social component of economic security states, in particular, human social security. Conclusions. The role and place of social security in the system of national security in globalization threats, in particular, in the conditions of military aggression, is defined and revealed. The author's definition of economic security as a science that studies the laws of effective security of economic systems, timely detection, prevention and neutralization of real and potential, internal and external threats to the economic interests of relevant actors. Human social security is defined as the degree (level) of protection of vital socio-economic interests of man (person), his rights, freedoms and values from internal and external, real and potential threats.

The study is dedicated to highlighting modern methods of human social security, which are implemented considering the relevance and new aspects of the external environment. In the context of innovation and technological progress, this problem takes on a new meaning, requiring effective tools. It was determined that due to a few structural crises and changes in the geopolitical and social environment, such as the coronavirus epidemic and military aggression by Russia, social security is undergoing a transformation: the security environment is becoming less saturated with innovations, more focused on military protection. Traditionally, social security determines the level of protection of citizens' interests, their rights, and freedoms, as well as the creation of psychological support. The article emphasizes that human social security at the nano-level is inextricably linked with the intellectual potential of the enterprise and requires constant support, development, and improvement. Various methods and tools, both special and general research methods, can be used to analyze the social security system of an enterprise. The analysis and systematization of social protection factors in the conditions of geostrategic challenges of the external environment made it possible to identify and investigate the problematic points of social support of a person at the workplace. With the help of a SWOT analysis, challenges and threats to human social security were identified and analyzed, and an integral method was used, which provides for the identification of factors influencing social security, which are grouped by content and degree of influence. The result of the article was the provision of recommendations on the formation of effective policies and strengthening of social infrastructure to ensure stable development and well-being.

Development of a comprehensive strategy for personnel motivation for enterprises in the conditions of war and post-war state in Ukraine

The article examines the main stages of developing a comprehensive strategy for motivating personnel of Ukrainian enterprises under martial law. Considering the challenges caused by military actions, approaches to ensuring effective employee motivation are analysed, which contributes to maintaining business stability and economic development of the country. The article is devoted to the development of a comprehensive strategy for motivating personnel of Ukrainian enterprises in the conditions of war and post-war conditions. The study substantiates the relevance of the problem of motivating employees in the conditions of crisis phenomena caused by the war, and identifies the key challenges faced by employers. The main problems were a decrease in the level of security, financial instability, emotional burnout and mass migration of the workforce. The article considers the main approaches to increasing motivation, in particular the balance of material and non-material incentives, social support, psychological assistance, career development and the introduction of flexible forms of employment. The importance of adapting motivational mechanisms to new socio-economic conditions is emphasized, which will contribute to maintaining business stability and the efficiency of labour resources. The results of the study indicate that the successful implementation of a motivation strategy involves a combination of financial incentives with measures for the social protection of employees, corporate social responsibility and professional development. The implementation of such comprehensive approaches will allow Ukrainian enterprises not only to preserve their human resources, but also to ensure the recovery of the country's economy. The current challenges of the post-war period necessitate the use of new approaches to motivation, including the use of flexible forms of employment, the provision of psychological support and the implementation of educational programs. The combination of material and non-material incentives will create conditions for long-term employment and increased labour productivity. In addition, enterprises should actively participate in social initiatives, which will increase trust in employers and contribute to the overall stabilization of society.

The issue of the relationships between anxiety and aggressiveness among Ukrainian women in war conditions has been dealt with in this article. The relevance of the chosen topic is beyond doubt, since social problems based on psychological factors are especially relevant during the war. It is substantiated that a change in the usual living conditions leads to a significant increase in anxiety and aggressiveness among women. In this paper, the attention is paid specifically to the study of anxiety and manifestation of aggressiveness by women who are in war conditions. It is worth noting that currently in the psychological and social literature, the number of publications about the problem of anxiety is increasing, since anxiety occupies a special place, as it often leads to a decrease in work capacity, productivity, difficulties in communication, etc. It has been found out that the level of anxiety can be manifested in the aggressive women’s behaviour in the war conditions. It is noted that the state of anxiety and aggressiveness is the most common phenomenon among women in war conditions. The results of the analysis and generalization of scientific sources are presented in this paper. It has been identified that the problem of anxiety and aggressiveness is one of the topical issues of modern psychology. The need for timely identification and work with the anxiety, anxious behaviour and aggressiveness of women in war conditions and after military aggression has been emphasized. The analysis of the questionnaire conducted among Ukrainian women in war conditions has been carried out, and the degree of their influence on women’s daily lives and life activities in war time has been determined. The purpose of this work is theoretical substantiation and empirical study of the specific of the relationships between anxiety and the manifestation of aggressive behaviour of Ukrainian women in war conditions. The object of this study is the anxiety of Ukrainian women in war conditions, whereas the subject of this study is the character of the relationship between anxiety and the manifestation of aggressiveness of Ukrainian women in war conditions. The conceptual hypothesis of this research lies in the assumption of the presence of significant relationship between anxiety and the manifestation of aggressiveness of Ukrainian women in war conditions, and it has been fully confirmed. Considering the influence of war conditions on the anxiety and aggressiveness of Ukrainian women, the relationship between the mentioned psychological categories has been claimed. It has been revealed that the state of anxiety can be manifested in the aggressive behaviour of women in war conditions. It is noted that the state of anxiety and aggressiveness is the most common phenomenon among women in war conditions. According to the results of this study, there have been identified those significant relationships between indicators of anxiety and certain forms of aggressiveness among Ukrainian women in war conditions. It is substantiated that the high level of manifestation of anxiety is caused by certain psychological features. It has been found out that the increase in the level of anxiety, indicators of family anxiety and anxious behaviour is associated with an increase in the level of aggressiveness of Ukrainian women. The practical significance lies in the fact that the obtained results can be used by employees of psychological services, practical psychologists during counselling at various stages of psychotherapeutic work with women in war conditions.

Training in development of educational organization staff's creative potential as a determinant of their mental health and well-being in conditions of war and post-war recovery

Introduction. Maintaining and preserving mental health of the individual is an important problem during the war. The analysis of creative potential as a factor in mental health of educational personnel and the development of appropriate technologies to develop it in war conditions, although being a relevant issue, is little researched in Ukrainian psychology. Aim: to develop the structure and content of training in the development of educational organization staff's creative potential as a determinant of their mental health and well-being in the conditions of war and post-war recovery. Methods. Psychoeducation and active socio-psychological influence methods. Results. The "Training course in the development of educational organization staff's creative potential as a determinant of their mental health and well-being in the conditions of war and post-war recovery" was developed. It included three training sessions: 1) "The concept of creative potential of the staff of educational organizations"; 2) "Organizational and psychological factors in the development of creative potential of staff of educational organizations in the conditions of war and post-war recovery"; 3) "The role of creative potential in promoting mental health and well-being of staff of educational organizations in the conditions of war and post-war reconstruction." Each training session included informational, diagnostic, and developmental components. The content and structure of the training, which was 16 hours-long and consisted of an introduction, three training sessions of 4 hours each, and the final part, was developed. Each training session included a variety of interactive techniques (mini-lectures, brainstorming, work in pairs and mini-groups, creative tasks, games, psychological games, psychological workshops, etc.). Conclusions. The training showed its effectiveness and can be recommended to psychologists for use with the staff of educational organizations.

The UN Sustainable Development Summit in 2015 defined 17 Sustainable Development Goals (SDGs) and 169 targets for their achievement, among which key priorities include poverty eradication, economic growth, and food security. Achieving these goals requires the modernization of industry, strengthening trade activity, innovation, and effective resource management. The relevance of this study is determined by the need to evaluate the implementation of SDGs under conditions of war, their impact on economic recovery, and the formation of a resilient society. Research Objective – to analyze the role of trade in achieving the Sustainable Development Goals under conditions of war and post-war recovery. To this end, methods of analysis, systematization, and generalization were applied. Trade is a key factor in achieving the SDGs under the conditions of war and post-war recovery in Ukraine, facilitating integration into global markets, attracting investments, social stability, and ecological balance. The recovery of trade activity is a strategic step to minimize the economic consequences of the war and promote the SDGs. Ukraine has significant potential to integrate into European economic structures by enhancing competitiveness, investing in innovation, and implementing ecological approaches. Supporting trade is essential for economic recovery, reducing social inequality, and ensuring food security.Research Findings can serve as a foundation for developing strategies to support and restore trade activity. Perspectives for Further Research: to analyze the impact of European integration processes on Ukraine's trade competitiveness in the context of the SDGs.

Strategies for the restoration of foreign economic activities of the Ukrainian agricultural sector in the conditions of war and post-war recovery

This article analyses the state of Ukrainian agriculture and its exports in the period before the full-scale invasion and during the war. It is shown that before the war, the agricultural sector made a significant contribution to economic development, employment and exports, relying on its rich natural resources and traditional agricultural practices. In the period before the full-scale invasion, Ukraine was a leading producer and exporter of agricultural products to the European Union, Asia and Africa. Unlike most industrial production, even after the illegal annexation of Crimea and military aggression in eastern Ukraine, domestic agricultural products remained competitive on the international market, and after the signing of the Association Agreement with the EU, its exports increased sharply. The article further identifies the problems faced by domestic agricultural exporters. It details the main steps that have been taken to establish the main export routes, which allowed to keep the Ukrainian economy afloat and prevent a wider global food security crisis. The main commodity items of agricultural exports in 2023 are analysed. The geographical structure of exports in 2022-2023 and the reasons for the reorientation of sales chains are presented. It is determined that to further increase the export potential, it is very important to preserve the existing logistics export routes and solve the problems with the blocking of Ukraine's western borders. It is noted that the formation of a strategy for the post-war recovery and development of agricultural exports should be closely linked to the processes of foreign economic activity in the agricultural sector, in which the state should play a major role. It is necessary to improve the existing legislation, create an appropriate export infrastructure, attract international donors for economic recovery and organise an effective system of agricultural sector management. As a result, the main strategic directions of adaptation of the domestic agricultural sector to the current challenges in the international trade arena in the context of military operations and post-war recovery are identified.

Food security as a basis for socio-economic sustainability in war conditions

In times of war, access to food affects the humanitarian situation, economic stability, and national security. The purpose of the study was to analyse the main challenges of ensuring food security in war conditions and identify key principles and priorities for its support. Methods of statistical data analysis, comparative analysis, and generalisation of theoretical approaches were used to develop recommendations for improving the sustainability of food systems in Ukraine. As a result of the study, it was found that due to a full-scale invasion in 2022, wheat production in Ukraine decreased by more than 30%, and sunflower oil exports decreased by more than 1 million tonnes compared to pre-war levels. The world grain price index rose 17.9% in 2022, confirming the significant impact of the war on global food security. The study highlighted the main challenges of ensuring food security in Ukraine caused by military aggression: destruction of infrastructure, reduction of production capacity, land pollution, lack of resources for farmers, and reduction of export potential. The impact of the armed conflict on the agricultural sector, global food markets, and the availability of food products for the population was assessed. The results of the study confirmed that to ensure food security of Ukraine, it is necessary to implement comprehensive measures: modernisation of logistics and production infrastructure, stimulation of innovations in the agricultural sector, strengthening state support for farmers, and reducing dependence on imports. Recommendations have been developed for strengthening socio-economic sustainability through effective management of food systems. The proposed solutions are aimed at minimising the impact of war, stabilising food systems, and creating conditions for economic recovery. The results of the study can be used to develop food security strategies, adapt agricultural and economic policies in war conditions, and develop programmes to support producers and consumers

Human social security under the war: current state and ways of provision

The essence of human social security as a priority component of national, in particular economic security, is revealed. It has been determined that in the context of the aggravation of the current socio-economic crisis, and the threats associated with COVID-19, the solution of social problems becomes even more important and relevant. A hybrid war poses a particular threat in Ukraine, which significantly affected the state of Ukraine's national security, in particular, human social security. Its negative consequences are both direct and indirect, which is a real social threat. The impact of a hybrid war on human social security requires the justification of new, more effective mechanisms and tools for its strengthening. It is noted that the analysis and assessment of the state of social security should be systematic, comprehensive, evaluating the following components: the state of well-being and living standards; stability of social relations and organizational structure; level of culture of the society; availability of conditions for the prevention and resolution of social conflicts; processes of desocialization of society, etc. It is emphasized that social security must be considered in the context of a multi-level system, in particular, it must be considered from the point of view of the economic level, namely: nano-, micro-, meso-, macro- and mega-levels. The author's multi-level system of social security is proposed, which includes five levels: human social security (nano-level); social security of a business entity (micro level); social security of the region (meso level); social security of the state (macrolevel); global social security (mega level). The author's definitions of the content (essence) of each level of social security and their functional components are given.

Health and Poverty as Challenges for Human Security: Two Case Studies on Northern Vietnam and Bangladesh

About one fifth of the world population, that is 1.2 billion people, live in extreme income poverty with less than one US $ a day. Another 1.6 billion have less than two US $ a day (CHS 2003: 73). Most of the poor live in severe livelihood uncertainty and lack access to basic education and health services. The United Nations’ Millennium Development Goals (MDGs) aim at cutting poverty in half by the year 2015. As health1 is considered crucial for poverty reduction, three MDGs focus directly on health, covering maternal mortality, infant mortality, HIV/AIDS, malaria and tuberculosis. The MDGs 4 – 6 directly concern health issues, while other MDGs such as goal three (“Promote gender equality and empower women”) and seven (“Ensure environmental sustainability”) deal with nutrition, water and sanitation and thus impact on health2 (see box 40.1). The concept of ‘human security’ has emerged slowly but steadily over the 1990’s –influenced by the end of the Cold War, the awareness of previously neglected insecurities and globalization– and the question was raised about the expected implications of this concept for health and human development (Chen/Narasimhan 2003a). There are various definitions3 of ‘human security’, which obviously “means different things to different people”4. This chapter applies the definition of the Commission on Human Security (CHS), that stated as the objective of human security “to protect the vital core of all human lives in ways that enhance human freedoms and human fulfilment” (CHS 2003: 4). The emergence of the concept of ‘human security’ will be briefly reviewed (40.2), before focusing on human, livelihood and health security (40.2.1) including current debates of human and health security in South and Southeast Asia (40.2.2) as well as the linkages of poverty, health and human security (40.2.3). Empirical evidence will be presented based on two case studies (40.3) on Vietnam (40.3.1) and Bangladesh (40.3.2). Lessons learned (40.3.3) will be summarized, before turning to the conclusions (40.4).

Comparative approach in public health social security: a legal case study of the Indonesian, France, and Singapore health systems

Purpose This research paper aimed to study the legal structure of top-performing health governance systems and compare them with the Indonesian health social security system to identify the main differences and provide recommendations for Indonesian and other developing countries’ health policymakers and administrators. Design/methodology/approach Using formative research with a conceptual approach and statute approach as method in this study. Data was gathered using the document study technique, which studies various documents, especially legal documents related to health law, linked to legal purpose theories. Moreover, the World Health Organization ranking was considered to choose the two countries (France and Singapore) with a high social health security system for comparative analysis. All data collected has been analyzed using a qualitative and theoretical basis. Content analysis was performed by analyzing the legal documents, and the regulatory framework of all three countries was deeply analyzed to draw conclusions and recommendations. Findings Indonesia has specific laws to implement a social security system in the health sector. However, the lack of the best medical facilities and infrastructure and weak implementation of existing laws were identified as major reasons behind the poor health security system compared to comparative countries. Also, as a developing nation Indonesian Government face budgetary pressures and huge population challenges to meet required standards. Thus, the financing approaches used by Singapore and France may help developing countries meet these challenges effectively. Therefore, there is a dire need to strengthen the social health security system all over the country with amendments to laws and ensure the implementation of prevailing laws and regulations. Practical implications Providing understanding related to the social security health system in Indonesia along with a detailed description of the sound social health security system in France and Singapore will further provide an avenue for the researchers to critically analyze this line of study to devise some valuable suggestions further and to draw loopholes in the system. Originality/value A comparative approach for legal studies in the health sector is rare. So, this research advanced the social security health system-related literature and legal studies on the health sector by using this comparative approach to develop policy insights and future research directions, which will further help the field to grow.
