Abstract

This chapter presents the conclusions of the tests performed on the three population groups: population 1, population 2, and population 3. Population 1 represents the students towards the end of the first stage of education, usually termed primary or elementary education, 100% of an age group is enrolled in school. Population 2 represents the initial stage of secondary education. With the exception of Philippines and Thailand, the countries have over 90% of an age group enrolled in school. Population 2 is at a point, in most educational systems, which is just before the end of full time compulsory education. The amount of scientific literacy can be assessed through yield 1 coefficients. Hungary and Japan have high yields; however, England, Hong Kong, Italy, Singapore, and the U.S.A. have low yields. For most countries, population 3 represents the development of elite in science for continuation to the university and leading positions in industry. Hong Kong, England, and Singapore together with Hungary and Japan would appear to be educating their elite relatively well. However, Canada, Italy, and the United Sates would appear to have grounds for concern unless the situation is remedied at the university level.
