Abstract

This chapter provides a summary of the early evolution of regulatory instruments for the safe application of GMOs and describes different approaches to risk assessment. It highlights ambiguities in definitions which give rise to gray areas in assessing the safety of GMOs. The role of international regulatory instruments in shaping national regulations is discussed, as well as the necessary prerequisites for establishing effective national biosafety oversight mechanisms.
