Abstract

This chapter introduces legislation that is designed to ensure that all road vehicle braking systems are correctly designed, manufactured, and implemented to achieve high levels of road safety. The scope and content of the UN Regulations based on vehicle Type Approval are outlined and compared with the North American (FMVSS) regulations based on Self-Certification. UN Regulations 13, 13-H, and 90 are introduced and discussed together with the European (EU) General Safety Regulation. The new (2018) UN International Whole Vehicle Type Approval Regulation 0 is introduced. Braking performance requirements for road vehicles in terms of deceleration, stopping distance and stability, and legislative test procedures are described and discussed, including for aftermarket brake-related products such as replacement brake pads and shoes, discs and drums, UN Regulation 90. The legislative aspects of complex electronic vehicle control systems are introduced and discussed, focusing on electronic stability control, electronic braking systems, advanced emergency braking systems, and brake assist systems. Legislative requirements for regenerative braking systems are introduced and briefly explained, and the challenges of legislating for the safe use of automated and autonomous vehicles and systems resilience in terms of cyber security are outlined.
