Abstract

This chapter introduces braking legislation that ensures that all road vehicle braking systems are correctly designed, manufactured and implemented to achieve high levels of road safety. It starts by outlining the scope and content of the European (UN) regulations based on vehicle type approval and comparing them with the North American (FMVSS) regulations based on self-certification. The EC ‘General Safety Regulation’, which rationalises all previous braking legislation in Europe and also incorporates new braking-related safety systems such as automatic emergency braking and tyre performance, is introduced. The braking performance requirements for road vehicles in terms of deceleration, stopping distance and stability, and legislative test procedures are described and discussed, including for ‘aftermarket’ products such as replacement brake pads and shoes, discs and drums. Recent developments in braking legislation are discussed; these include complex electronic vehicle control systems where the brakes may be applied automatically, e.g. for stability control, and regenerative braking systems.
