Abstract
The development of the Austrian General Conception of Transportation is discussed. A systems engineering approach is used at this project. The long-range and complex, dynamic systems behaviour is tried to consider. Control aspects are stressed for reaching the objectives in a selforganizing environment, but also for recognizing changes of objectives. The experiences up to now are presented.
