Abstract
Contemporary governments are faced with new challenges emanating from globalisation, economic competition, new forms of governance and an increasing interplay between the state, economy and civil society. To accomplish its primary task, the executive needs the support of highly trained public managers with management and leadership skills. With the introduction of new public management on 1st January 2006, the canton of Aargau has laid the ground for the delegation of management tasks from elected political leaders to public managers.

Summary
Der vorliegende Beitrag setzt sich mit der Frage auseinander, welche grundlegenden Anforderungen aus Sicht einer Kantonsregierung an die Verwaltungsspitzen gestellt werden (Brogli 2008, 12–22). Als langjähriges Mitglied des Aargauer Regierungsrats und als Vorsteher des Departements Finanzen und Ressourcen schildert der Verfasser hier seine persönlichen Erfahrungen zur Thematik. Der Kanton Aargau gilt als Prototyp des schweizerischen Durchschnittskantons. Durchschnitt ist dabei selbstverständlich nicht im Sinne von Mediokrität zu verstehen. Vielmehr liefert der Aargau regelmässig sowohl bei Befragungen als auch bei nationalen Volksabstimmungen für die ganze Schweiz repräsentative Ergebnisse. Dieser Umstand erlaubt es, Aargauer Erkenntnisse und Erfahrungen, selbstverständlich mit der gebotenen Sorgfalt, zu verallgemeinern
