Abstract

Labor market, unemployment... These concepts, which until recently seemed to be remote and unacceptable within the socioeconomic structure of our society, are now becoming realities of our everyday life. The USSR Supreme Soviet's enactment of the Principles of Legislation of the USSR and the Union Republics Concerning Employment of the Population is essentially the first legislative act calling for the creation of a labor market in the country and acknowledging the status of unemployed persons. This document stipulates the legal, economic, and organizational principles of employment under conditions of the market economy. In order to ensure practical implementation of the policy of employment and provide social guarantees, a state employment service has also been set up on various levels—from the all-union to the district level.
