مقیاس ممارسة السیاسة الاجتماعیة للأخصائیین الاجتماعیین Social Workers’ Social Policy Practice Scale

Abstract

تعتبر ممارسة السياسة الاجتماعية جزء لا يتجزأ من ممارسة مهنة الخدمة الاجتماعية منذ بدايتها. وتعد جانبا مهما في الممارسة العامة للخدمة الاجتماعية في کل المؤسسات، وعلى جميع مستويات العمل والتدخل المهني، من أجل تحقيق غايات ورسالة المهنة. حيث أنها وسيلة فعالة لتعزيز أهداف المهنة ومهمة العدالة الاجتماعية والاقتصادية. رغم أن ممارسة السياسة الاجتماعية تعد واحدة من الکفاءات الأساسية للخدمة الاجتماعية، وهناک اهتمام أکاديمي متزايد بها، إلا أن هناک ندرة في المقاييس المتطورة والشاملة لها. فضلا عن أن ممارسة السياسة الاجتماعية ترتبط بالإطار الثقافي والقانوني للمجتمع. لذلک هدفت هذه الدراسة إلى تصميم مقياس شامل لممارسة السياسة الاجتماعية للأخصائيين الاجتماعيين المصريين يما يتناسب مع الإطار الثقافي والقانوني للمجتمع المصري. تکون مقياس ممارسة السياسة الاجتماعية للأخصائيين الاجتماعيين في صورته النهائية من بعدين أساسيين هما: تحليل السياسة (تحليل السياسة الاجتماعية الحالية-التحليل من أجل وضع سياسة اجتماعية جديدة)؛ والمدافعة (المدافعة الداخلية- المدافعة الخارجية). وتم التحقق من صدق وثبات المقياس. حيث تم التحقق من الصدق من خلال الصدق الظاهري وصدق الاتساق الداخلي. وتم التحقق من الثبات من خلال معامل ألفا کرونباخ وطريقة التجزئة النصفية، وذلک بعد تطبيق المقياس على عينة حجمها (50) أخصائي اجتماعي. Social policy practice is an integral part of the practice of the social work profession from its inception. It is considered an important aspect in the general practice of social work in all agencies, and at all levels of work and professional intervention to achieve the goals and mission of the profession. It is an effective way to advance the profession goals and mission of social and economic justice. Although engaging in social policy practice is one of the basic competencies of social work, and there is increasing academic interest in it, there is a dearth of advanced and comprehensive measures of social workers' social policy practice. In addition, policy practice relates to the cultural and legal framework of society. Therefore, this study aimed at designing a comprehensive scale of social workers' social policy practice in line with the cultural and legal framework of Egyptian society. The final version of the Scale of social workers' social policy practice contained two key dimensions: policy analysis (analysis of current social policy - analysis for new social policy); and advocacy (Internal advocacy - External advocacy). The validity and reliability of the scale were verified. Where validity was verified by face validity and internal consistency validity. The reliability was verified by the Cronbach alpha coefficient, and the split-half method, after applying the scale to a sample size of (50) social workers.
