Abstract
The author characterizes the main tendency of the Russian legal science of recent years called constitutionalization and such unfailingly relevant topic as the economic condition of Russia to review the issues of the status of state economies expressed as the struggle of states for sovereignty; against this background, the article mentions a historical example of the growing economic strength of the USSR reached as a result of development of the State Plan of the USSR, the focus of which was predetermined by succession of the two Soviet constitutions of 1918 and 1924.
