Abstract
The article shows that complex solution of problems of security of the state, preservation of sovereignty and territorial integrity requires consolidated efforts of the entire public administration system. Coordination of such activities goes beyond the departmental jurisdiction and is imposed on collegial bodies governed by the state. The development of such collegial bodies in our country started in the early 20th century in the Russian empire. The author reviews the legal framework of activities of supreme collegial bodies in the defense and security sphere in their historical retrospect.
