Abstract

Paradigmatic changes in economic development have affected all components of state regulation in general and state regulation of PPPs in particular. The leading role among these components is played by the value and target components, which cause challenges and make new demands on the resource base and tools. Changes in the components occur constantly, and not only as a result of revolutionary paradigmatic changes and the processes or processes born of them, causing such changes. This is due to many different reasons, as the state solves many strategic and tactical tasks of development and management. That is, there are also evolutionary changes that are caused by quantitative changes and the accumulation of their effects to a critical mass. Characteristics of the impact of the innovation process, digitalization and the paradigm of sustainable development on the value and target components of PPP regulation are performed in blocks: accumulation of quantitative and qualitative changes, the state of regulatory support, summary characteristics of the impact.
