Abstract
In the third of a series of articles devoted to the constitutional and legal aspects of strategic management, we are talking about the tools with which the state can achieve strategic goals. It is shown that an analysis is necessary, firstly, of the tools generally available to the state, based on the Constitution; secondly, limitations in the tools related to international obligations; thirdly, the distribution of tools between different levels and public authorities.
