Abstract

article deals with clarifying the theoretical and meth­odological foundations of professional development of civil ser­vants in Ukraine. The article proves that the requirements that society demands on the professional activity of public servants today provide not only the strengthening of responsibility and ef­ficiency in its implementation, but also the constant improvement of civil servants' level of their own professional qualifications. It is established that today, the professional development of public service is fundamental in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the prism of a person. Consideration of pro­fessional development is outlined as: system-organized process of continuous professional training ofpersonnel to prepare them for new training, to prepare them for new production functions, pro­fessional development, formation of a reserve of managers and improvement of personnel structure; providing and organizing the learning process to achieve the goals set by the organization; improving skills and abilities, expanding the amount of knowl­edge, increasing competence, propensity to learn and enthusiasm of employees at all levels of the organization, which contributes to continuous growth. Emphasis was placed on the expediency of adopting the practical experience of the EU countries in order to increase the effectiveness of reforms related to personnel process­es that can be observed in Ukraine. The base of normative law of Ukraine and Poland, which regulate the professional education of future officials of these states, is analyzed. A detailed descrip­tion has been made, a systematization of types of vocational edu­cation obtained by civil servants in the Republic of Poland has been made and a list of their main goals has been determined. Recommendations have been developed to help, taking into ac­count the experience of Poland, to carry out effective reforms in the field of vocational education of civil servants in our country.
