Abstract
This article considers peculiarities of regulating regional development under decentralization of management of economic and political systems of the country. The changes in regulatory policy during the past three years are analyzed. The author demonstrates advantages and disadvantages of managing administrative-territorial formations under new conditions and the changes in their financial support.
